HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: TARGET HAZARD GUIDELINES – 001 January 1, 2022 NIMS COMPLIANT SOG Title: Bell Works Revision: 2 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 3 PURPOSE For the purpose of emergency responses, the Bell Works has been divided into five areas: A. Main building - The main building is located at 2000 Center Drive. All operating and response locations are defined below. B. Training Center and Heliport - The training center and heliport are located at 2501 Eagle Way. All emergency activities are defined by other SOP's related to a building of this type and construction characteristics. In the event of an emergency all companies are to report directly to the structure or heliport. C. Office Building - A secondary office building is located at 2001 Lakewood. All emergency activities are defined by other SOP’s related to a building of this type and construction characteristics. In the event of an emergency all companies are to report directly to the structure. D. Parking Garage - Two freestanding parking structures are located on the complex. In the event of an emergency in these structures, companies are to report directly to the involved parking garage. (Exact locations are to be determined using the preplan area locations). E. All Other Grounds and Roadways - If the location for an emergency is known by response personnel, companies are to report directly to that location. If the location is not known to response personnel, companies are to report to the first floor center access in the main building. They are to remain in staging until the location for the emergency becomes known or unless directed by command or our communication center. POLICY 1 PROCEDURE A. EMERGENCY OPERATIONS RELATING TO THE MAIN BUILDING 1. Medical Emergency Guidelines - Companies responding to medical emergencies are to report to the main entrance closest to location of the emergency (second level east access, second level west access, second level main lobby access, or first level center access). If the location of the emergency is not known to response personnel, companies are to report to the first floor center access. They are to remain in staging until security, management, or our communication center directs them to the emergency location. 2. AFAs or Structure Fire Guidelines a. The Incident Commander reports directly to the ICS Control Room in order to determine the area of activation or to coordinate smoke evacuation controls. b. Station #22 companies or first arriving companies are to stage their apparatus on the south side of Stem Road (not parked under the building). Station #23 companies or secondary arriving companies are to stage on Lakewood and the East Ring Road (east of the east parking garage). c. Once the area of activation has been determined, crews from Station #22 or the first arriving companies are to investigate the cause of the alarm using the closest available stairwell. Investigating companies are to be equipped with full protective clothing and their SCBAs. d. Station #23 or secondary companies are to enter the building and use apartment packs. The initial attack line is to be attached to the closest available standpipe to the fire. Backup attack lines are to be laid from the floor below the fire floor (if possible and practical) or to the 2nd nearest standpipe connection on the fire floor. e. The building's sprinkler and standpipe siamese is to be supplied by the second arriving engine company. B. Bell Works PARKING GARAGE The parking garages pose some unusual problems with regard to fire suppression and medical emergencies located inside these structures. These problems relate to the size of the buildings, the type of construction, the lack of overhead clearance, and the standpipe systems found within the structures. Emergency activities must follow Target Hazard Guideline 03 “Elevated Parking Buildings”. 2 C. COMMUNICATIONS WITHIN THE BELL WORKS BUILDING In addition to our portable radios, the ICS phone system and portable phones may be utilized for additional division communications. These phones are located in the ICS Control Room, along with phone jacks being located throughout the building. DEFINITIONS EXCEPTIONS REFERENCES End of Document 3
