HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: TARGET HAZARD GUIDELINES – 002 January 1, 2022 NIMS COMPLIANT SOG Title: Sears Complex Revision: 1 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 3 PURPOSE For the purpose of emergency responses, the Sears Complex has been divided into four areas: A. Sears Day Care Building - The day care building is located at 5334 Sears Parkway. All emergency activities are defined by other SOG's related to a building of this type and construction characteristics. In the event of an emergency all companies are to report directly to the structure. B. Parking Garage - Three freestanding parking structures are located on the complex. In the event of an emergency in these structures, companies are to report directly to the involved parking garage. (Exact locations are to be determined using the preplan area locations). C. Main Building - The main building is located at 3333 Beverly Road. D. All Other Grounds and Roadways - If the location for an emergency is known by response personnel, companies are to report directly to that location. If the location is not known to response personnel, companies are to report to the main entrance located at the first floor center access in between Building B and Building C. They are to remain in staging until the location for the emergency becomes known or unless directed by command or our communication center. POLICY 1 PROCEDURE A. Emergency Operations Relating to the Main Building: 1. Medical Emergency Guidelines - Companies responding to medical emergencies are to report to the primary entrance closest to location of the emergency. If the location of the emergency is not known to response personnel, companies are to report to the main entrance located at the first floor center access in between Building B and Building C. They are to remain in staging until security, management, or our communication center directs them to the emergency location. 2. Structure Fire Guidelines (Initial Activities) - a. Report of a structure fire without an AFA: 1) Location known by responders - Station #24 companies or first arriving units are to report to the primary entrance closest to the location of the reported fire. 2) Location unknown by responders - Station #24 companies or first arriving units are to report to the main entrance located at the first floor center access in between Building B and Building C. They are to report to the main fire alarm/security room. b. Report of a structure fire with an AFA: 1) Location of AFA known to responders - Station #24 companies or first arriving units are to report to the primary entrance closest to the AFA location. 2) Location unknown by responders - Station #24 companies or first arriving units are to report to the main entrance located at the first floor center access in between Building B and Building C. They are to report to the main fire alarm/security room. 3. Structure Fire Guidelines (Additional Activities) - a. Once the area of activation has been determined, crews from Station #24 or the first arriving companies are to investigate the cause of the alarm using the closest available stairwell. Investigating companies are to be equipped with full protective clothing and their SCBAs. b. The initial attack line is to be attached to the closest available standpipe to the fire. Backup attack lines are to be laid from the floor below the fire floor (if possible and practical) or to the second nearest 2 standpipe connection on the fire floor. c. The building's sprinkler and standpipe siamese is to be supplied by the second arriving engine company. d. The Shift Commander is to report directly to the fire command located in Building B in order to coordinate activities and control smoke evacuation systems. B. SEARS PARKING GARAGES The Sears parking garages pose some unusual problems with regard to fire suppression and medical emergencies located inside these structures. These problems relate to the size of the buildings, the type of construction, the lack of overhead clearance, and the standpipe systems found within the structures.
