HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: TARGET HAZARD GUIDELINES – 003 January 1, 2022 NIMS COMPLIANT SOG Title: Elevated Parking Buildings Revision: 2 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 2 PURPOSE Elevated parking buildings pose some unusual problems with regard to fire suppression and medical emergencies located inside these structures. These problems relate to the size of the buildings, the type of construction, the lack of overhead clearance, and the standpipe systems found within the structures. POLICY PROCEDURE A. Construction limitations 1. Due to the type and method of these buildings' construction, all levels of the structures will not support the weight of the engines, ambulances, or the towers. At no time are any of these apparatus to be driven into the parking buildings. 2. Due to the lack of overhead clearance, none of the fire apparatus, ambulances, or staff vehicles equipped with roof mounted warning lights can be driven into the first level of the parking buildings. B. Standpipe operations. The parking buildings are equipped with standpipe systems, which are totally dry system. These systems must be supplied by a fire department pumper in order for any water to flow from a standpipe outlet. The parking buildings have their own Siamese connections for their standpipe systems. None of the buildings are equipped with sprinkler systems of any kind. C. Vehicle fire guidelines 1. Due to the fact that none of the responding fire suppression apparatus will be able to drive into the structures, personnel will have to be dropped off at the closest access point to the fire emergency. Exact access points are shown on the parking building's preplan located in each apparatus. 2. Once an access point has been determined, personnel are to move to the area of the 1 fire, equipped with the following equipment: a. Full protective clothing and SCBA for all firefighting personnel. b. 1 3/4" apartment pack. c. 2½" apartment pack. d. Halligan and sledgehammer. e. Dry chemical extinguisher. f. Tool box with hand tools. g. Thermal Imaging Camera 3. If personnel need to attack the vehicle fire using the standpipe system, the incident commander must coordinate the following: a. An engine must be tied into the building's Siamese and must pump hydrant water into the system. Initially the pressure should be 100 psi and it may be changed according to the attack crews' needs. b. Fire attack crewmembers are to attach apartment pack(s) to the appropriate standpipe outlet (not necessarily the closest to the fire, but one which can correctly attack the fire with 150' or less of hose). D. Medical emergency guidelines 1. Due to the fact that none of the department’s fire suppression apparatus or ambulances will be able to drive into the structures, personnel will have to be dropped off at the closest access point to the medical emergency. Exact access points are shown on the parking building's preplan located in each apparatus. 2. Once an access point has been determined, personnel are to move to the area of the medical emergency equipped with appropriate equipment to evaluate and treat the patient based on information received during dispatch. 3. The ambulance is to be located as close to the emergency as possible in order to use the building's construction features to safely move the patient on a stretcher or stokes basket.
