HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES – 018 January 1, 2022 NIMS COMPLIANT SOG Title: Statewide Response from MABAS Division 1 Revision: for TRS Incidents 6 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 2 PURPOSE To provide a system for activating and deploying the necessary personnel, equipment, and resources, from MABAS 1, to a stricken community, requesting technical rescue teams within the State of Illinois. POLICY RECEIVING THE REQUEST: Red Center will receive the request for a statewide mutual aid response through IEMA. When the MABAS 1 Technical Rescue Team is due to respond, Red Center will contact MABAS 1 Executive Board. PROCEDURE PROCEDURE FOR TECHICAL RESCUE TEAM NOTIFICATION: 1. RED Center will notify NWCDS and MABAS 1 Executive Board via Em- Net. 2. MABAS 1 Executive Board will accept the assignment. 3. NWCDS will access the MABAS 1 website. 4. NWCDS will page out the appropriate groups as identified on the website. 5. Deployable coordinators / members will call NWCDS, as directed in the text, to indicate availability. 6. NWCDS will update the MABAS 1 website accordingly. 7. Deployable coordinator will access the MABAS 1 website to monitor status updates. 8. Once the minimum number of members required has been attained the deployable coordinator will begin selecting (based on his criteria) members to be deployed, update the MABAS 1 website as “Selected” and notify the selected members via telephone, giving any specific instructions required (i.e. POD, assets, ect.) 9. Once the deployable coordinator finishes with each phone call he will again update the MABAS 1 website as “Acknowledged”. 10. Once all selected members have been contacted and acknowledged, the deployable coordinator will call NWCDS to re-page the groups indicating that all selected members have been contacted. 1 11. Deployable coordinator will complete both rosters (Personnel & Assets) under the RED Center Tab on the MABAS 1 website and e-mail to RED Center. CENTRAL STAGING AND DEPLOYMENT: All selected technicians will report to the Elk Grove Village Station 8 at 700 Fargo. This location will allow for easy access to the interstate system. This location will also allow for personal vehicles to be parked in a fire department parking lot. All responding personnel and vehicles will deploy from this location. All selected rescue technicians shall report to the central staging location with the proper personal equipment. RESPONDING VEHICLES: The six vehicles that will respond to a statewide mutual aid incident will include: Arlington Heights, Team Leader driving an explorer towing generator / light tower. Arlington Heights pick-up 144, towing the western shelter trailer. Decon 1 Elk Grove Village utility 8 towing Elk Grove Technical Rescue Trailer. Rolling Meadows Fire Department Squad 15 & Reserve Battalion 15 towing MABAS UTV on a trailer. Schaumburg Fire Department Squad 55 A If any of those vehicles are not able to respond, alternative vehicles will be selected from a MABAS Division 1 fire Department. Those six vehicles will report to the Elk Grove Village Station 8 at 700 Fargo to load up the selected rescue technicians and their equipment. DEFINITIONS EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
