HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: SPECIALIZED OPERATION - 007 January 1, 2022 NIMS COMPLIANT SOG Title: Vertical and Rope Rescue Guidelines Revision: 1 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2025 Fire Chief 2 PURPOSE In the event of a Technical Rescue incident involving vertical rescue using ropes, a Technical Rescue alarm will be dispatched that will include a Technical Rescue response from HEFD and all MABAS Division 1 TRS Technicians. The Incident Commander can determine if the incident can be handled with HEFD resources and can down grade the response. If it is determined additional resources are needed, the alarm will be upgraded to a Code 4 then to a HEFD MABAS Box Alarm #17 (Technical Rescue) to the desired alarm level following MABAS guidelines. POLICY The Incident Commander is responsible to supervise the overall operations. The first arriving Department Technical Rescue Team Member shall assume the Rescue division/group responsibilities and report directly to Command. He/ She will brief and update Command on all pertinent information regarding the situation. The Rescue division/group is responsible for the overall safe and effective use of all Technical Rescue Team Members and Department personnel performing the rescue. The Rescue division/group will direct all operations involved with the rescue and is responsible to the Incident Commander. A Safety Officer is to be designated on all rope and vertical emergencies. The Safety Officer is responsible for and to maintain a safe and efficient working environment during the rescue operation. All guidelines and rescue techniques used by Technical Rescue Team personnel are to be as per the MABAS guidelines. Additional SOG's may need to be followed with regard to confined space and trench related emergencies. On all rope and vertical emergencies, the Technical Rescue Team Leader is to be contacted and requested to the scene. If a Technical Rescue box alarm is necessary due to the magnitude of the incident, only MABAS vertical certified personnel shall be used to perform the actual rescue. All Department non-MABAS certified personnel shall be used in support activities only.
