HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES - 019 January 1, 2022 NIMS COMPLIANT SOG Title: Technical Rescue Revision: 4 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 2 PURPOSE The purpose of this guideline is to provide standardized and predetermined responses to all incidents classified as a Technical Rescue by Northwest Central Dispatch (NWCD). POLICY It shall be the policy of the Hoffman Estates Fire Department to follow this guideline. However, it may be altered to achieve a more appropriated response based on information received from NWCD or to achieve a faster response based on location and/or status of fire department apparatus and personnel. NWCD will attempt to gather the following information at the time of the original call for assistance: 1. Establish the nature of the rescue: Structural/trench collapse, above/below grade rescue or confined space event. 2. What type of structure or space is involved? 3. The number of stories or feet above/below ground 4. The approximate number of people affected. 5. Victim’s location within the building or space. 6. Determine whether hazardous materials are involved. Within the Hoffman Estates jurisdiction: For all TRT 24 responses within Hoffman Estates, TRT 24 will be brought to the scene by the crew from A24. If A24 is unavailable, the Shift Commander will determine how the response will best be completed. 1 PROCEDURE A. For a reported technical rescue IN town the normal response will be as follows: District 21 Eng. 21, Eng. 22, Tower 22, Squad 22, Amb. 21, Amb. 22 Bat 6, TRT 24 District 22 Area A - Eng. 22, Eng. 21, Tower 22, Squad 22, Amb. 22, Amb. 21, Bat 6, TRT 24 Area B - Eng. 22, Eng. 23, Tower 22, Squad 22, Amb. 22, Amb. 23, Bat 6, TRT 24 District 23 Eng. 23, Eng. 22, Tower 22, Squad 22, Amb. 23, Amb. 36, Bat 6, TRT 24 District 24 Eng. 24, Eng. 22, Tower 22, Squad 22, Amb. 21, Amb 22, Bat 6, TRT 24 Note: All NWCD MABAS 1 TRS Technicians will respond B. For a reported Technical rescue OUT of town the on duty Techs will respond to Station 24 and respond to the incident in TRT 24. DEFINITIONS Technical Rescue is defined as a structural collapse, trench collapse, confined space rescue or people trapped above or below grade. EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
