Total Quality Management (TQM) is an organization-wide effort to create a climate where employees continuously improve their ability to provide on-demand products and services that customers will find valuable. TQM requires executives to actively manage quality through funding, training, staffing, and goal setting. TQM efforts typically draw heavily on the previously developed tools and techniques of quality control. The origins of TQM are uncertain, but it is inspired by Armand V. Feigenbaum's Total Quality Control and Kaoru Ishikawa's What Is Total Quality Control? The Japanese Way. In the 1980s, TQM took root in the US Federal Government, and the US Environmental Protection Agency's Underground Storage Tanks program employed TQM principles to develop its management style. TQM peaked as an academic subject around 1993, and its interest faded in the 1990s as ISO 9000, Lean manufacturing, and Six Sigma gained popularity. However, TQM still lives on in various national quality awards worldwide.
