NCERT Solutions for Class 7 Social Science Chapter 03- How the State Government Works 1. Use the terms ‘Constituency’ and ‘represent’ to explain who an MLA and how is the person elected? Ans. The voters of a constituency elect a representative to the legislature of the State government who is known as the Member of Legislative Assembly (MLA). Only one MLA is elected from each constituency and he serves for the next five years. The most important function for which MLA’s are elected is their role in the decision-making. In this way, they represent the people who have provided him with electoral strength and support. 2. How did some MLA’s become ministers? Explain? Ans. The Political Party that has won more than half the constituencies in the state are known as the ruling party. The MLAs of that party forms the electoral majority in the State Legislature. The ruling party then elects the head of the government known as the Chief Minister of the State. The Chief Minister then appoints the other ministers of his cabinet in consultation with the Governor of the State. The selected MLAs as ministers are then assigned with the portfolios and this leads them to be more accountable to the entire state. 3. Why should decisions taken by the Chief Minister and other ministers be debated in the Legislative Assembly? Ans. The democracy has permitted the other members of the house to ask a question, decide where the money should be spent and debate on the more important issue. It looks into the matter of whether a particular decision is in the interest of the people at large or not. The MLAs selected as Ministers are collectively responsible to the Legislature for their decisions. This enhances the accountability, transparency and representativeness of the Cabinet. 4.
