Second Education Commission Legal Basis Republic Act No. 11899 - AN ACT CREATING A 2nd CONGRESSIONAL COMMISSION ON EDUCATION TO REVIEW, ASSESS, AND EVALUATE THE STATE OF PHILIPPINE EDUCATION AND RECOMMEND INNOVATIVE AND TARGETED POLICY REFORMS IN EDUCATION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES July 23, 2022 2 Short Title and Declaration of Policy The Act is known as the "Second Congressional Commission on Education (EDCOM II) Act." The State aims to protect and promote the right to quality, accessible, adequate, and relevant education for all citizens. 3 Short Title and Declaration of Policy Education is considered a critical component of human capital development, socio-economic equality, inclusive growth, sustainable development, and fulfillment of human rights. 4 Short Title and Declaration of Policy The State recognizes the importance of education, science and technology, arts, culture, and sports in fostering patriotism, nationalism, social progress, and total human liberation and development. 5 Short Title and Declaration of Policy The State commits to making education accessible to all, recognizing the roles of public and private education, and establishing a complete, adequate, and integrated education system relevant to the needs of the people and society. 6 Objectives of EDCOM II EDCOM II aims to place education at the center of the State's development policies. It sets specific, targeted, measurable, and time-bound solutions through comprehensive assessment, evaluation, planning, and strategic investments in education. 7 Objectives of EDCOM II EDCOM II aims to develop a holistic, harmonized, and coordinated education ecosystem by reviewing the mandates of the Department of Education (DepEd), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA). 8 Objectives of EDCOM II It prioritizes the adoption of digital transformation in education, promoting digital literacy, critical thinking, problem- solving, and other core competencies aligned with global standards. EDCOM II promotes the development of 21st-century skills, including creativity, communication, collaboration, social skills, leadership, and initiative. 9 Objectives of EDCOM II It institutionalizes educational reforms to address new challenges in education, such as alternative learning and delivery modes, and the impact of the Fourth Industrial Revolution. EDCOM II recommends the adoption and institutionalization of relevant assessment tools based on global best practices for monitoring, evaluation, and 10 development. Creation and Composition of EDCOM II EDCOM II is created to undertake a comprehensive national assessment and evaluation of the Philippine education sector. The Commission is composed of ten members, with five members from the Senate and five members from the House of Representatives. 11 Creation and Composition of EDCOM II The Chairpersons of relevant Senate and House Committees serve as Co- Chairpersons of the Commission. The remaining members are designated by the Senate President and the Speaker of the House of Representatives. Commission members receive no compensation but are entitled to 12 necessary expenses. Creation and Composition of EDCOM II The Commission has a duration of three years from its organization. 13 Powers and Functions of EDCOM II The Commission reviews, assesses, and evaluates formal and alternative learning systems, licensure examinations, employment eligibility, and competency assessment and certification. It recommends improvements in the harmonization of policies and programs of DepEd, CHED, and TESDA. 14 Powers and Functions of EDCOM II The Commission formulates short-term and long-term policy and program recommendations in various areas, including sectoral plans, education governance, infrastructure, training programs, financing, and coordination. It approves the workplan, budget, and disbursements of the Commission. 15 Powers and Functions of EDCOM II The Commission can hire employees and personnel, hold hearings, receive testimonies and reports, summon public officials or private persons, secure assistance from government agencies, conduct consultations, collaborate with industries and services, and report to Congress. 16 Powers and Functions of EDCOM II It can recommend additional legislation, formulate rules and guidelines, and exercise other powers necessary to achieve its objectives. 17
