**DRUG EDUCATION AND VICE CONTROL** **GENERAL CLASSIFICATION OF DRUGS** - **DEPRESSANTS:** are group of drugs that has the effect of depressing the Central Nervous System. - **STIMULANTS:** are group of drugs that has the effect of stimulating the Central Nervous System. - **HALLUCINOGENS**: refers to the group of drugs that are considered to be mind altering drugs and give the general effect of mood distortion. **DANGEROUS DRUGS** - Refer to the broad categories or [classes of controlled substances.] Controlled substances are generally grouped according to pharmacological classifications, effects and as to their legal criteria. **CLASSIFICATION OF DANGEROUS DRUGS (According to Effects)** The Depressant (Downers) - **NARCOTICS:** any drugs, which relieve pain and produce profound sleep or stuper when introduces to the body. - **OPIUM:** derived from poppy plant "Papaver somniferum" popularly known as "gum", "gamut", "kalamay" or "panocha". A plant that can grow from 3 to 6 ft in height originally in Mesopotamia. Its active ingredient is the "Meconic" acid -- the analgesic property. - **CODEINE:** a derivative of morphine, commonly available in cough preparations. - **VOLATILE SOLVENT:** a gaseous substances popularly known to abusers as Examples are plastic glues, hair spray, finger nail polish, lighter fluid, rugby, paint, thinner, acetone, turpentine gasoline, kerosene, varnishes, and other aerosol products. - **ALCOHOL:** is the considered the most widely used, socially accepted and most extensively legalized drug throughout the world. - **MORPHINE:** most commonly used and best opiate effective as painkiller - **HEROIN:** Derive from morphine which is the most addicting opium derivative. The Hallucinogens (Psychedelic) - **MARIJUANA**: Many users choose to smoke marijuana for relaxation the same way people drink beer or cocktail at the end of the day. - **LYSERGIC ACID DIETHYLAMIDE (LSD)**: This drug is the most powerful of the Psychedelic obtained from ergot, a fungus that attacks rye kernels. - **STP (Serenity, Tranquility, and Peace):** It is a checmical derivative of mescaline claimed to produce more violent and longer effects that mescaline dose. - **PSILOCYBIN:** This hallucinogens alkaloid from small Mexican mushrooms are used by Mexican Indians today. The Stimulants (Uppers) - **AMPHETAMINES:** used medically for weight reducing in obesity, relief of mild depression and treatment. - **COCAINE:** the drug taken from the coca bush plant (Erythroxylon Coca) grows in South America. - **CAFFEINE:** it is present in coffee, tea, chocolate, cola drinks, and some wake up pills. - **SHABU**: chemically known as *methamphetamine hydrochloride.* It is a central nervous system stimulant and sometimes called "upper" or "speed" - **NICOTINE:** an active component of tobacco which acts as a powerful stimulant of the central nervous system **PLANTS AS SOURCES OF DANGEROUS DRUGS** **The Marijuana Plant --** The term marijuana is a Spanish-Mexican term used to refer to the Indian hemp plant. It is a plant that grows in tropical region and attains a approximate height of 15 to 20 feet. **The Opium Poppy Plant --** The opium poppy plant is scientifically known *as **Papaver Somniferum.*** The word Papaver is a Greek term which means poppy while the word Somniferum is a Latin term which means dream/induced sleep. **The Coca Bush Plant --** The coca bush plant is scientifically known as ***Erythroxylon*,** Coca common in South America. The plant grows in mountainous and tropical climate areas, on clay like soil. **The Epedra Plant -** the epedra plant is a psychoactive plant that contains psychotropic properties one of which is the Alkaloid Ephedrine and pseudoephedrine, active ingredient of anti-asthma drugs. **HOW LONG DIFFERENT DRUGS STAYS IN HUMAN BODY** **ALCOHOL*: 12 hours*** in Blood, ***5 days*** in Urine **MARIJUANA: *336 hours*** in blood, ***30 days*** in Urine **COCAINE*: 48 hours*** in blood, ***4 days*** in Urine **OPIATES*: 8 hours*** in blood, ***6 days*** in Urine **ECSTASY:** ***48 hours*** in blood, ***4 days*** in Urine **AMPHETHAMINES: *12 hours*** in Blood, ***3 days*** in Urine **HEROINE: *12 hours*** in Blood, ***4 days*** in Urine **BARBITURATES: *48 hours*** in blood, ***4 days*** in Urine All these drugs stay in your hair for ***90 days.*** **DRUG ABUSE, DRUG ADDICTION AND DRUG DEPENDENCY** **DRUG ABUSE** - [Traditionally,] the term drug abuse referred to the [use of any drug prohibited by law,] regardless of whether it was actually harmful or not. **DRUG ADDICTION** - Drug addiction [is a state of mind] in which a person has a [lost the power of self-control] in respect of a drug. **DRUG DEPENDENCY** **KINDS OF DRUG DEPENDENCE** Physical Dependence -- an adoptive state caused by repeated drug use that reveals itself by developing intense physical symptoms when the drug is stopped. Phychological Dependence -- an attachment to drug use, which arises from a drug's ability to satisfy some emotional or personality need of an individual. **GROUP CLASSIFICATION OF DRUG ABUSERS** 1. **Situational Users** - those who use drugs to keep them awake or for additional energy to perform an important work. 2. **Spree Users** -- school age users who take drugs for "kicks", an adventurous daring experience, or as a means of fun. 3. **Hard Core Addicts** -- those, whose activities revolve almost entirely around the drug experience and securing supplies, they show strong psychological dependence on the drug. 4. **Hippies** -- those who are addicted tp drugs believing that drug is a intergral part of life. **HOW TO IDENTIFY A DRUG ABUSER** **What to observe?** **The following markers can help in identifying drug abusers:** - **Change in interest --** they lose interest in their studies and in their work. They fail in school*[, shift from once course to another,]* transfer of school of lower standard until eventually drop out. - **Frequent shifting of mood --** they are euphoric, elated and sometimes even ecstatic when under influence of drugs. They would be indifferent, [irritable and even hostile] when the effect of drug is waning from the system. - **Change in behavior --** they usually spend a lot. They are usually in the company of known drug users in the community. CHAIN OF CUSTODY IN DRUG CASES - Accused ------- - APPREHENDING OFFICES - INVESTIGATORS - FORENSIC CHEMIST - COURT **What is a "TEST BUY" and "BUY BUST"** **NOTE:** **PNP MANUAL ON ANTI-ILLEGAL DRUGS OPERATION AND INVESTIGATION** Section 18. No PNP member shall be allowed to conduct a planned anti-illegal drug operation unless he is a member of an authorized anti-drug unit. **TEST BUY --** The purpose of the test purchase is to give you more information about the suspicious products. **BUY BUST--** The exchange of money for the illegal substance. It aims to catch the seller in the act of selling the illegal drugs, thus ensuring that evidence is obtained to prosecute the suspect. **Planning the "Buy bust" operation** **[PRIOR TO BUY-BUST]** - The *"buy bust" money* shall be duly marked or dusted with ultra-violet powder by the PNP Crime Laboratory. It shall be properly photographed, reproduced and/or *recorded indicating the serial number* and the person who released the money. - Preparation of the prior coordination with PDEA as far as practicable and the territorial police unit. - If necessary, a test buy may first be conducted. If there's any, the dangerous drugs purchased shall be photographed, marked, packaged, scaled and submitted to PNP Crime Laboratory for examination. The PNP Crime Laboratory shall issue a laboratory result for the purpose. **Planning the "Buy bust" operation** **[PRIOR TO BUY-BUST]** - The team leader shall see to it that prior reports have been submitted which may include but not limited to the following classified reports: 1. Summary of Information of he targets 2. Special Reports 3. Surveillance Report 4. Contact meeting report 5. Development Report **Planning the "Buy bust" operation** **[PRIOR TO BUY-BUST]** HAZARDS OF UNDERCOVER DRUG OPERATION - **Passive opposition** -- People who are not directly involved in the intelligence operation. (Arrest of the police to the undercover agent) - **Friendly opposition** - Refers to friendly organizations that may hinder or compromised intelligence operation. (Friends, neighbors, and other persons that unaware of intelligence operation) - **Unfriendly opposition** -- Refers to enemy intelligence operation that may compromise the operation. (The enemy's counter intelligence) **Planning the "Buy bust" operation** **[PRIOR TO BUY-BUST]** - The Team leader shall ensure that he has the contact numbers of the *[representatives from DOJ, Media,]* and any *[local elected officials]* in the area for inventory purposes as required under Section 21, RA 9165. **Case build up --** refers to series of activities in anti-drug operation such as but not limited to *casing,validation,surveillance,verification etc*, up to the time of completion of necessary information as basis for possible operation. **Coordination of THE PNP to PDEA** - PNP units, prior to any anti-drug operation shall, *[as far as practicable,]* coordinate with the Philippine Drug Enforcement Agency. EXEMPTION TO THE RULE: 1. In remote places where coordination is not possible 2. When coordination will compromise the lives of the police operatives, informant and witnesses, involved in anti-drug operation. 3. When coordination will prejudice the apprehension of drug suspects and confiscation of dangerous drugs. 4. When prior coordination will compromise the entire police operation. The apprehending team having initial custody and control of the drugs, shall inventory and take *[photograph in the presence of the accused]* from whom such items were oncfiscated. **Who are the permanent consultant of the Board?** - **The NBI Director** - **The Chief of the PNP** **The chain of custody in drug cases** 1. The seizure and marking***, (should be done immediately)*** if practicable of illegal drug recovered from the accused by the apprehending offices. 2. The turnover of the seized illegal drug by the apprehending officer to the investigating officer. 3. The turnover of the illegal drug by the the investigating officer to the forensic chemist for the laboratory examination. 4. The turnover and submission of the illegal drug from the forensic chemist to the court. **What is the Dangerous Drugs Board** - The **DDB** is the *[policy making body and strategy making body]* in the planning and formulation of policies and control. **What is are composition of the DDB?** **Composition: 17 members (3 as permanent,12 as ex-officio,2 regular member)** - Within (24) hours upon confiscation/seizure of dangerous drugs and controlled precursors essentials chemicals as well as instrument and paraphernalia shall be submitted to PDEA Laboratory for **QUALITATIVE and QUANTITATIVE** analysis. - After the filing of the case the court shall within (72) HOURS, conduct an ocular inspection of the confiscated , seized or surrendered dangerous drugs. **What is important in "Buy bust" operation** **[DURING BUY-BUST]** - The poseur buyer should *[ensure that the suspect delivers the dangerous drugs or accepts the marked or dusted money]* before giving the pre-arranged signal for the arrest. - Upon the execution of the pre-arranged signal, the designated arresting officers shall arrest the suspect/s. They shall introduce themselves as police officer to the suspect/s.
