HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: ADMINISTRATIVE – 013 September 1, 2023 NIMS COMPLIANT SOG Title: Retraining Requirements Revision: 5 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 2 PURPOSE POLICY This Administrative Policy shall establish a training standard that will define the training requirements of the Fire Department for its members in order for them to return to duty from an extended absence from duty leave in order to ensure that they are able to perform their assigned duties in a safe manner that does not present a hazard to either him/herself or another member. PROCEDURE Training Requirement The Fire Department has determined that any absence from duty for a period of six (6) or more months may require the individual firefighter to undergo suppression and/or EMT or Paramedic training. Any absence or light duty assignment more than 60 calendar days due to illness/injury may require a return to work plan coordinated by the Battalion Chief of Training and Safety. The type of training will be determined by the length of time the individual firefighter is absent from duty, the duration that the individual was actually absent from the Department (working Light Duty may constitute being present for duty), and the amount of training that the individual has been able to complete and maintain while away from shift while working Light Duty. Any decision made to have the individual participate in a retraining program will be made with discussion between the individual, the individual’s Shift Commander, the Deputy Chief and the Battalion Chief-Training/Safety. The Deputy Chief will make the final rule on the retraining requirements. Based upon the discussion listed above, retraining could encompass any of the following: 1 A. The training requirement would be coordinated by the Shift Officer and/or Company Officer and is intended to familiarize the firefighter with any operational changes or procedures. B. The training requirement would be coordinated by the Battalion Chief- Training/Safety involving the firefighter to pass selected minimum standards and/or Company Evolutions and driver training as well as familiarize him/herself with all operational changes in guidelines. This could result in the firefighter completing these requirements before he/she is reassigned to shift duty. Some retraining may be able to be completed after the individual returns to shift duty. C. The training requirement shall be that the firefighter will be required to attend Basic Operations Firefighter School, and upon completion, be required to pass the Department Boot Camp before he/she is reassigned to shift duty. D. The training requirement for EMT and/or Paramedic will be determined by the Northwest Community EMS System policy standards. Responsibilities A. It shall be the responsibility of the Deputy Fire Chief to monitor all incidents involving personnel absent from duty for 72 or more duty hours. B. It shall be the responsibility of the Fire Chief and/or his/her designate to approve all guidelines set forth in this order before they are implemented. EXCEPTIONS REFERENCES DEFINITION Absence from Duty The term, "absence from duty," shall be defined as an excused leave from duty involving: A. An injury and/or illness that is duty related. B. An injury and/or illness that is not related to duties and/or occurred while off duty C. A personal request for time off End of Document 2
