PURPOSE: To fulfill the objectives in the Clearwater Fire and Rescue Department mission statement. Provide personnel with mission priorities, clear standards, and defined expectations for the performance of their duties. 104P.1 Priorities A. Respond to all calls for emergency assistance in a safe manner with minimal scramble and response time. 1. From the hours of 0700 to 2200 units shall clear quarters and be responding to calls for service within 1 minute and 30 seconds. 2. From the hours of 2200 to 0700 units shall clear quarters and be responding to call for service within 2 minutes. B. Staff apparatus and assigning personnel to ensure the highest standard of service to the community. C. Respond to non-emergency calls for assistance. D. Ensure preparation of personnel, equipment, and apparatus for all calls for service. E. Complete all required in-house training and Training Division sponsored education according to the monthly training calendar. F. Understand and adhere to Standard Operating Procedures and Policies. G. Complete any special teams training planned and approved by the Division Chief of Special Operations and the on-duty District Commander. H. Cover special events such as fire demonstrations, civic events, or City of Clearwater sponsored events. I. Attend the following if approved in advance by the on-duty District Commander, the Division Chief of Training, and the Deputy Chief: 1. Schools, conferences, seminars 2. Clearwater Fire and Rescue employees shall support and exhibit the organization’s expectations and standards. These expectations and standards will be clearly defined for employees in the Performance & Behavior Management Program (PBMP), Standard Department Policies (SDP), Standard Operating Procedures (SOP), and the Agreement between the City Of Clearwater and the International Association of Fire Fighters, AFL-CIO Local 1158. 1. Perform all work assignments in a professional manner and promptly comply with written or verbal instructions from supervisors. 2. Perform related tasks as assigned such as accepting responsibility for the performance of duties of higher rank when acting in such positions and abide by the rules and regulations specific to the position. 3. Report to their place of assignment fit and able to perform their required duties. 4. Follow the chain of command by taking all issues to your immediate supervisor first. 5. Strive to set the highest standards of excellence for fire, rescue, prevention, and fire administration services. 6. Utilize City resources wisely, effectively, and efficiently. 7. Adhere to City policies. B. Personal Responsibility 1. It will be the professional responsibility of all employees to: a. Follow the Standard Policies and Procedures (S.D.P and S.O.P). b. Keep informed of department information. c. Take responsibility for all official memos and S.O.P. & S.D.P. information. d. Share responsibility for licenses, certifications, and training. 2. All employees shall maintain a positive atmosphere by: a. Being prompt and ready to begin work. b. Being a team player. c. Working together and showing respect for fellow personnel. d. Taking responsibility for your actions. e. Being friendly and courteous. 3. Employees should show pride in their jobs by: a. Providing prompt and safe emergency responses. b. Knowing your job and that of your coworkers. c. Encouraging learning and continuing education. d. Maintaining self-motivation toward job duties and skills. e. Taking an active role in training. g. Maintaining station cleanliness and appearance. 4. A personal commitment will be shown by all employees as they: a. Participate in a physical fitness program. b. Practice good personal hygiene. c. Maintain a neat and professional appearance. C. Integrity 1. Employees will continually exhibit the following personal traits: a. Be honest, trustworthy fair, ethical, courteous, positive, and open minded. b. Have pride in yourself, your peers, and your organization. 2. Professional conduct will be shown by all employees as they: a. Respect citizens’ and coworkers’ property and privacy. b. Are sensitive and compassionate to the citizens’ and coworkers’ needs. 3. All employees will show a commitment to competence by: a. Constantly looking for guidance from peers, supervisors, and those more experienced. b. Being provided meaningful evaluations by supervisors. c. Sharing your knowledge with others. d. Helping to develop teamwork. 4. To insure public awareness, all employees will: a. Promote the Department whenever the opportunity arises. 5. Policies will be established and enforced consistently regarding: a. Standards throughout the department. b. Personnel practices between shifts. c. Uniforms. 6. Increase employee morale by: a. Providing positive recognition of a job well done. b. Allowing employees to participate in the hiring process. 7. Vehicle and equipment issues will be served by: a. Setting and following standards for vehicle maintenance. b. Having ready-to-go equipment for spare vehicles. 8. To encourage constant and thorough communication, employees will: a. Practice open communication through all levels of the Department. Participating in detailed (hands on) training. b. Maintaining job proficiency. c. Participating in meaningful Department and personal training. 10. Employees will represent the Department and the City by: a. Being professional at all times. b. Maintaining high levels of customer service. 11. Inspection employees will show respect to citizens and coworkers by: a. Returning phone calls within 24 hours on working days.
