Bridgeport Fire Department Standard Operating Procedures LADDER COMPANY OPERATIONS AT RESIDENTIAL STRUCTURE FIRES #517 I. 02/15/2001 PURPOSE To provide guidance to ladder company personnel during structural firefighting operations. II. RESPONSIBILITY A. Battalion Chief: 1. B. Company Officer: 1. C. Incident size-up, position apparatus for aerial operations, positioning of ground ladders, continual communication with the incident commander for incident operations, forcible entry, search and rescue, ventilation, salvage and overhaul. All Personnel: 1. III. Will utilize the ladder company for rescue, laddering the building, ventilation, forcible entry, locating and confining fire, salvage and overhaul. All personnel shall familiarize themselves with SOP #306: Safety Belts While Using Aerial Apparatus, and SOP #506: Company Riding Positions and Radio Designations. PROCEDURES A. First Due Ladder Company 1. The first due Ladder Company will position the apparatus in such a manner so that it can be used most effectively and maximize scrub area. a) If possible, apparatus should be positioned at a corner of the structure, thus gaining access and control of 2 sides. b) Will set up aerial on jacks/outriggers. c) Will insure proper ground ladder placement to fire floor to facilitate VES and/or secondary egress. 2. The company will split into two teams, the “interior team” and the “exterior team”. 3. The Officer and the “Irons” firefighter will be the interior team. They are assigned to operate on the fire floor. 4. The Ladder Driver and the “Can” firefighter will be the exterior team. They then will report to the fire floor for assignment. 5. 6. Interior Team: (Officer and Irons Firefighter) a) Tools Officer: Thermal imaging camera, and a 4’ foot hook. b) Tools Irons FF: 8 lb. flat head axe and halligan. c) Duties: i. Make a rapid size-up, performing a 360 if possible. ii. Force entry. iii. Locate and confine the fire; coordinate ventilation with fire attack team, conduct search and rescue operations. iv. Control door access to room(s) involved, to confine the fire and protect hallways. v. Coordinate operations of the exterior team. vi. Provide IC with progress and benchmark reports utilizing “CAN”. Exterior Team: (Ladder Driver and Can Firefighter) a) Tools Driver: 6’ foot hook. b) Tools Can FF: 6’ foot hook and pressurized water extinguisher. c) Duties: i. Upon arrival, set up the aerial for operations. Jacks and outriggers shall be deployed. ii. When smoke is showing or a working fire has been called the aerial should be positioned to the roof to be used by the second due ladder company. Anytime the aerial is in motion a member must be positioned at the turntable. If there is an immediate life hazard, aerial should be utilized to perform rescues before being positioned to the roof. Will place a ground ladder to the fire floor for secondary egress or VES. iv. Will perform outside horizontal ventilation of upper floors as directed. v. Will provide progress reports and benchmarks to the company officer. vi. Once exterior operations are complete, will report to the Company Officer on the fire floor. They will assist with performing searches, coordinating ventilation and conducting overhaul. Second Due Ladder Company 1. The second-due ladder company will approach the scene in the opposite direction of the first due ladder if possible. 2. If possible, position the apparatus to achieve maximum scrub area and place the apparatus on its jacks and outriggers. 3. The second due ladder company will split into two teams. The floor above team and the roof team. (1) Floor Above Team: (Officer and Irons Firefighter) a) Tools Officer: Thermal Imaging Camera, and a 4’ foot hook. b) Tools Irons FF: Flat head axe and halligan c) Duties: i. Make a rapid size-up. Officer will perform a 360 of the structure. ii. Report to the floor above the fire to conduct operations. iii. Check for fire extension, coordinate ventilation with fire attack team conduct search and rescue operations. iv. Coordinate operations with the roof team. v. (2) C. 02/15/2001 In the case of a top floor fire, the floor above team will report to the roof to assist the roof team. Roof Team: (Ladder Driver and Can Firefighter) a. Tools Driver: 6’ foot hook and vent saw b. Tools Can FF: 6’ foot and Halligan c. Duties: i. Position and set up aerial for operations if possible. ii. Ascend the aerial of the first due ladder company to gain access to the roof. iii. Perform vertical ventilation as directed. iv. Will provide benchmarks and updates to the IC. v. When roof operations are completed members will drop down and assist the floor above team. vi. If unable to gain access to the roof, or ventilation is not required they will report to the floor above to assist. Additional Information This procedure is written with the understanding that it is to be used for operating at residential structure fires. Conditions encountered and life safety issues may dictate that members deviate from the outlined procedures. When the aerial device is in motion, a member must be located at the turn table.
