**PURPOSE** This policy is to ensure that all members of the Bernalillo County Fire Department (BCFD) are uniform in appearance. **POLICY** This Uniform Regulations policy pertains to all uniformed Bernalillo County Fire Department (BCFD) personnel. Reference the "Uniform Specifications" for specific uniform details for items outlined within this policy. Any item or logo that has not been approved by the Bernalillo County Fire Department shall not be worn with the uniform. All previous Policies & Procedures and SOGs pertaining to Uniform Regulations are rescinded. **PROCEDURE** I. **GENERAL REQUIREMENTS** Any item or logo that has not been approved by the Bernalillo County Fire Department shall not be worn with the uniform. A. All Personnel 1. Members who are on-duty, or are representing the Department, i.e. training, shall dress in a professional manner that is appropriate for the occasion. 2. Member's uniform shall be properly worn. a. All attire shall be neat, pressed, and clean. b. Shirts are to be tucked in c. When worn, the dress coat shall be fully buttoned 3. Ball caps are to be worn with the bill of the cap facing forward. 4. BCFD T-shirts may be worn off duty with due regard to the reflection of the department based on your activities and association with the department. d. It is preferred that if the BCFD t-shirts are going to be worn off duty, they are worn outside of the departments jurisdiction. 5. All members shall maintain an extra uniform, at the station, or in their vehicle if they are a float or on over time in the event that the one being worn is soiled, contaminated, or damaged. 6. No badge, emblems, or insignia of any kind shall be worn except those specified in the uniform specifications. e. At no time while on duty shall a member wear jewelry, pins, ribbons, buttons, or articles of clothing that constitute an advertisement, political, social viewpoint, or a message that may be offensive to anyone. These do not include the approved IAFC, IAFF, and years of service pins. 7. Officers shall not allow personnel to wear items that do not meet specifications (i.e. "dry fit" t-shirts, non-specified jackets or sweatshirts, IAFF t-shirts, etc.). 8. Officers shall condemn any uniform item that is unfit to be worn. (i.e. screen printing faded, holes). f. The member shall be required to replace any condemned part of the uniform. g. Members may purchase approved uniform items, other than the Fatigue shirt and trousers, wherever they wish. It is the duty of each member to make certain that the uniform items he/she purchases are approved BCFD uniform items according to department uniform specifications. h. Any condemned uniforms shall be disposed of in a fashion that prevents further use. It shall be the responsibility of the duty member to dispose of all condemned regulation uniforms. No part of a condemned regulation uniform shall be worn on duty by a member or off duty by a non-duty member. This requirement maintains the security and unauthorized wearing of the BCFD regulation uniform. 9. The Fatigue shirt and trouser shall be provided by Bernalillo County through the Logistics Division. i. Fatigue shirt and trousers that are condemned will be turned into the Logistics Division for replacement. 10. Sleeping Attire j. Due to the possibility of an officer or another member having to enter a bunkroom to wake another member for a call, all personnel must wear basic regular type underwear when sleeping. 1. T-shirts and shorts are recommended B. Training Division special exemption during a Fire Academy. 11. Training academy staff, and assisting instructors, may wear the alternate Gray uniform T-shirt when teaching a cadet academy as long the shirt meets specifications. II. **UNIFORMS** C. Class "A" Uniform -- Dress Uniform 12. Class "A" Uniform must be clean, pressed, altered to fit, and kept in a manner ready for immediate use or inspection with three (3) days' notice. k. All career members shall obtain the complete Class "A" Uniform within ninety (90) days of completion of probation. 13. Class "A" Uniform is to be worn for the following events: l. Funerals. m. Court proceedings when you are representing the department as a witness. n. Public speaking engagement. o. Promotional assessments and interviews. p. Promotional and awards ceremonies. q. Any event ordered by the Chief of Fire & Rescue or the Chief's designee. r. Probationary employees will wear their Class B uniform for any event or occasion that would normally require a Class A. 14. Class "A" Uniform consists of: s. Uniform cap with cap medallion. t. Dress coat with shoulder patches, badge, department award(s), and lapel buttons only. u. Long sleeve dress shirt with badge, years of service bar (optional), nameplate, department award(s), one affiliation pin, and collar insignias for officers. v. Tie w. White gloves 2. only for funeral services, memorials, or for honor guard members during events. x. Dress Trousers 3. Female personnel may wear dress skirt y. Belt z. Dark blue or black socks. 4. Females wearing dress skirt shall wear tan colored nylons, sheer toe. a. Dress shoes b. Dress over-coat is optional D. **Class "B" Uniform -- Dress Uniform** 15. Class "B" Uniform is to be worn for the following events: c. Anytime that a Class A uniform is required with in the first 90 days after an employee's probation has ended. d. Any event ordered by the Chief of Fire & Rescue or the Chief's designee. 16. Class "B" Uniform consists of: e. Uniform cap with cap medallion f. Long sleeve fatigue shirt with badge, years of service bar (optional), nameplate, department award(s), one affiliation pin, and collar insignias for Officers. g. Tie h. Dress Trousers 5. Female personnel may wear dress skirt i. Belt j. Dark blue or black socks. Females wearing dress skirt shall wear tan colored nylons, sheer toe. k. Dress shoes l. Commando sweater with badge and nameplate is optional m. Dress over-coat is optional E. **Class "C" Uniform -- Station Uniform** 17. Class "C" Uniform **[shall]** be worn during: n. Class "C" uniform will be worn between the hours of 09:00 to 17:30 and 07:00 to 09:00 or end of your shift. o. Formal classroom training p. Any time during station tours, public relations events and public presentations. q. Must be worn on all calls except when PPE is warranted, at such time the class "C" shirt may be removed and approved T-Shirt may be worn. r. During business hours for personnel working on special assignment at fire headquarters or training academy. s. Deputy Fire Marshals when they are going to court to represent the department on behalf of any citations they have issued. 18. Class "C" Uniform consists of: t. Uniform Cap with medallion (optional). u. Fatigue Cap (optional). v. Fatigue shirt, with badge, years of service bar (optional), nameplate, department award(s) (optional), one Affiliation pin (optional) and collar insignia for Officers. 6. All shirts must be neat and orderly at all times and must be tucked into trousers. 7. **At no time will a short sleeve fatigue shirt be worn over a long sleeve t-shirt.** w. Fatigue T-Shirt 8. Commanders are to wear plain white t-shirts under their fatigue shirt 9. When a Commander is wearing a t-shirt without the fatigue shirt it must be appropriately logoed for identification. x. Fatigue trousers y. Belt z. Work boots or Casual Work Shoe for Office personnel a. Socks, dark blue, black, or white (white in boots only) F. **Class "D" Uniform -- Station** 19. Class "D" Uniform **[SHALL NOT]** be worn: b. When out in public for an anticipated event such as: meals, public relations events (i.e. school standby or visits, etc.) c. During formal classroom training d. Company inspection e. During station tours and public presentations 20. Class "D" Uniform **may be** worn when: f. Class "D" uniform may be worn from **17:30 to 07:00**, g. Special assignment personnel working in the warehouse h. Working on apparatus to include truck swaps, equipment, and station projects. i. When on emergency scenes while wearing structural or wildland PPE 10. Personnel will keep their fatigue shirt on their response unit while wearing their T-shirts in order to avoid returning to the station to retrieve it to dine in a restaurant, go to the store, or go anywhere out in public. j. Fatigue T-Shirt may be worn without a button down Fatigue shirt from the period of Memorial Day through Labor Day with the exception of PRs, special events, or training. k. Commanders, when wearing a t-shirt only, the t-shirt must be appropriately logoed for identification. 21. Class "D" Uniform consists of: l. Fatigue Cap (optional) m. Fatigue T-Shirt n. Fatigue trousers o. Belt p. Work boots or Casual Work Shoe for Office personnel q. Socks, dark blue, black, or white (white in boots only) G. **Class "E" Uniform -- [Working out ONLY]** 22. **Class "E" Uniform may be worn:** r. **When working out at the station only** 23. Class "E" Uniform **[SHALL NOT]** be worn: s. Any time you are [not] working out -- you may not linger/lounge before or after your workout in your Class "E" attire. t. Under your PPE in lieu of your Class "D" uniform u. At any time out in public to calls, locations or events v. During formal classroom training w. Roll Call/Briefing x. Company inspection y. Anytime during station tours and public presentations. 24. Class "E" Uniform consists of: z. Fatigue T-Shirt a. Work out shorts or sweats b. Athletic shoes 25. Work out attire must be in a presentable condition in the event the public appear at the station while you are working out and you have to attend to their questions or in the event of an emergency. III. **OPTIONAL UNIFORM ITEMS** H. **Duty Jacket** 26. May be worn with the Class "B", "C", or "D" uniforms. I. **Commando Sweater** 27. May be worn over the Class "B" or "C" uniform shirt. 28. With badge and nametag or embroidered name strip. J. **Turtleneck or Mock Turtleneck** 29. May be worn under the Class "C" fatigue shirt instead of the fatigue t-shirt 30. **Long sleeve turtleneck or mock turtleneck shirts [may not] be worn under short sleeve fatigue shirt.** K. **Coveralls** 31. Deputy Fire Marshals while "Digging Out" a fire. L. **Optional Fatigue Items (weather related)** 32. With approval of Officer, when outside temperature and or environmental conditions are causes for concern for an employee's safety or health. c. Boonie hat d. Wool Knit Cap e. Head Sokz f. Sorrel-type insulated snow boots g. Blizzard-Pruf Freezer suit h. Cold Weather Coverall IV. **BADGES, PINS, AWARDS, AND NAMEPLATE** M. The County shall furnish one badge from a designated vendor. 33. Replacement of the badge will be at the member's expense. 34. Member may purchase additional badge(s) from the designated vendor at their expense with written approval from the Logistics Division Chief. N. All shirt collar insignias worn by officers shall be worn with the bell of the trumpet pointing toward the corner (tip) of the collar, one (1) inch from the collar end, and centered. O. Nametag shall be worn along the seam of the right breast pocket flap, centered vertically and horizontally with the top edge of the upper seam and the permanent crease, the nameplate pins aligned on the top edge of the upper seam. P. IAFC, IAFF, or Fire Affiliate Pin 35. Only one pin may be worn, one (1) inch centered above the nameplate or department award(s) Q. Years of Service bar 36. The wearing of a "Years of Service" bar on the Class A, B, and C uniform shirt is optional. 37. Only a single bar is to be worn in this location. 38. If worn, it shall be worn along the top of the seam of the left breast pocket flap, centered vertically and horizontally with the top edge of the upper seam and the permanent crease or badge line. Generally, the pins aligned along the top edge of the upper seam will be your guide. R. Department Awards -- Medals and Ribbons 39. Medals shall be worn on the right breast of the Class "A" Jacket and shall be centered, directly above the inside pocket. i. Medals will be placed alongside each other in order of precedence in rows of three (3). j. If multiple rows, the medals will be overlapped, top to bottom, with the bottom of the top medal positioned directly above the top of the medal positioned below. 40. Award Ribbons shall be worn on the Class "A", "B", or "C" Shirt, k. Centered, one half (½) inch above the name tag and one (1) inch below IAFC, IAFF, or Fire Affiliate Pin. l. Multiple ribbons will be placed in order as stated below and in the "200-010 Awards Program" policy and procedure. 11. Individual ribbons will not be worn independently pinned next to each other. 12. They will be aligned in a single bar tray, to a max of three (3) ribbons wide. 13. If you have four ribbons, the single ribbon will be worn above the three bar tray, centered along the top edge. 14. If you have five ribbons, they will be worn in a double bar tray above the three bar tray, centered along the top edge. 41. If the member has no medals, any award ribbons shall be worn on the right breast of the Class "A" Jacket and shall be centered, directly above the inside pocket. m. Award Ribbons shall be worn on the Class "A", "B", or "C" Shirt, 1. Centered, one half (½) inch above the name tag and one (1) inch below IAFC, IAFF, or Fire Affiliate Pin. 2. Multiple ribbons will be placed in order as stated below and in the Awards policy, in a single bar tray, to a max of three (3) ribbons wide. Individual ribbons will not be worn independently pinned next to each other. a. If you have four ribbons, the single ribbon will be worn above the three bar tray, centered along the top edge. b. If you have five ribbons, they will be worn in a double bar tray above the three bar tray, centered along the top edge. 42. Medals will not be worn with Ribbons (commendation bars) on the Class "A" jacket.
