Cy-Fair Fire Department Section: Rules and Orders SOG: ADM.01.03 Title: Uniforms Effective: 07/15/2024 Revision: 12 Objectives 1.01 To establish a standard appearance for personnel of the Cy-Fair Fire Department (CFFD) to follow while on duty or in public view. 1.02 To ensure that the personal appearance, dress, and grooming of personnel is appropriate for a given situation. While on duty, personnel shall be in the appropriate uniform or attire. 1.03 The purpose of this Guideline is to ensure a neat and professional appearance for the personnel of the Department. A professional appearance is a key component in an overall well-managed organization and reflects well on the organization and its individual personnel when interacting with our customers. 1.04 The personal appearance of personnel is based on safety requirements, comfort, and the desire to promote a professional and standardized image to the public. Definitions 2.01 Class A Uniform: The department Class A uniform is to be worn with pride and represents a high degree of professionalism. Grooming is a vital part of presenting a professional appearance when the Class A uniform is required. This uniform is to be worn for business occasions such as court, public meetings, anytime personnel may be representing the department in an official capacity, or at the request of the Fire Chief. 2.02 Class B Uniform: The uniform worn by personnel while on duty, on emergency assignments or public relations events. 2.03 Class C Uniform: The uniform worn by personnel who are actively responding to emergency incidents, such as EMS calls or non-fire related responses. 2.04 Class D Uniform: The uniform worn during training evolutions, station duties, or any response that may soil or damage the uniform. 2.05 Collar Insignia: Insignia worn on the collar of Class A and Class B shirts that is no greater than ½” in diameter. 2.06 Dress Uniform: The department’s Dress Uniform is to be worn with pride and represents the highest degree of professionalism. Grooming is a vital part of presenting a professional appearance when the Dress Uniform is required. This uniform is to be worn for formal occasions such as funerals, visitations, memorial services, weddings, ceremonies, anytime personnel may be representing the department in an official capacity, or at the request of the Fire Chief. 2.07 Department ID Badge: The department issued ID Badge shall be worn with the Class B, C, and D uniforms while representing the department. 2.08 Epaulet/Shoulder Boards: An ornamental shoulder piece worn on a long-sleeve shirt with the Class A and Dress uniforms that corresponds with Rank/Division. The wider portion will be towards the outside of the shoulder. 2.09 Pants: Pants shall be navy blue in color for all responders (Khaki for Support and Office Personnel) 2.10 Recognition Awards – Awarded to members of the department to exhibit the various awards on the Class A and Dress Uniforms. Recognition Awards may be in the form of a citation bar or medal for Annual, Valor, Achievement, Academic, Campaign and Years of Service awards. 2.11 Socks: Socks shall be black or navy blue if they are visible at any time. 2.12 Tie: A black tie will be worn by all personnel with the Class A and Dress Uniforms. The department provides both male and female specific ties. Responsibilities 3.01 It is the responsibility of all personnel and their supervisors to enforce this guideline at all times. 3.02 Personnel are responsible for the appearance and care of their Department clothing. Personnel shall inform their officer or supervisor if damaged, torn, or ruined on an emergency call. Officer/Supervisor will make arrangements with the Quartermaster’s office to exchange the damaged uniform. 3.03 Personnel should wear the clothing and insignia of the Department when responding to emergencies and other activities. Wearing the uniform, clothing, or insignia of another organization or department is prohibited. Personnel should always strive to have an appropriate Department shirt available for use as the situation warrants. 3.04 It is understood that while responding as volunteers on an unmanned vehicle, personnel may be coming from or going to work or other activities. At the very least, all personnel should have the Department issued ID badge visible on their person when responding on an unmanned vehicle. This statement in no way precludes personnel from wearing appropriate dress while on duty. 3.05 The Quartermaster’s office will issue Class A, B, C and D shirts, dress pants, dress cap, badge, collar insignia, epaulets, winter/raincoat and nametag to new hires. Thereafter, personnel are responsible for the purchase of uniform items from the Department’s online Uniform Store. Guidelines 4.01 Casual attire such as sandals, tank tops, clothing with suggestive or inappropriate slogans or graphics, and similar items, is not permitted while representing the department. 4.02 As required, uniforms and other attire shall be clean, neat, free from rips or tears and worn in the prescribed manner. SOG ADM.01.03 Uniforms Page 2 of 18 4.03 Badge: A symbol worn on the Class A, Class B, and Dress Coat to identify a person’s affiliation with the department. The badge will be worn on the left breast and will be either silver or gold in color. A. Suppression: Personnel assigned to the Suppression Division will be denoted by a red seal in the center of the badge. B. EMS: Personnel assigned to the EMS Division will be denoted by a blue seal in the center of the badge. C. Support: Personnel assigned to Staff positions, Communications Division, the Public Relations Division, the Training Division and other Support Divisions will be denoted by a black seal in the center of the badge. D. Badges Shrouds will be worn as follows. 1. Line of Duty Death (LODD) and Active Duty Death from the time of notification until the end of the funeral. 2. Retiree Death on the day of the funeral service. 4.04 Baseball Caps: Are not to be worn with Class A or B uniforms. Baseball Caps may be worn with the Class C or D uniform and must comply with the following provisions: A. Baseball Caps must display the Department name and be navy blue, red, or white in color. B. Baseball Cap must be clean and in good condition. C. Baseball Cap must be worn in a forward position. 4.05 Job Shirts: An approved quarter zip sweatshirt may be worn as part of the Class C or D uniform. Job shirts must have an approved CFFD patch on the front and the department name on the back. 4.06 Shoes/Boots/Belts: Plain, smooth, black leather or leather/nylon combination. A. Shoes and boots can range from standard height to high tops. They can be secured by Velcro straps, zippers, laces or pull-on style. The shoe must be securely fastened as designated while being worn. B. Shoes, boots and belts shall be free from contrasting ornamentation and commercial references, including logos or insignia. C. Boots may be steel toed if desired and are recommended for emergency response personnel. D. Belts may be plain black in color, 1 ½” or 1 ¾” inch in width and may not have any names or decorative markings. 4.07 Winter Jacket/Raincoat: Issued by the department and will have the department name displayed on the back. 4.08 Winter Knit Hat: Knit hats are provided by the department to be worn during cooler temperatures. The hat will be black or navy blue in color and display the department name on the front. A knit hat that covers the face at any time will not be permitted. 4.09 Duty Uniforms A. Class D Uniform: The uniform worn around the station, while training or anytime approved by the Fire Chief. The Class D uniform will consist of the following items: 1. Class D Shirt shall be a department issued or approved T-Shirt with a CFFD logo over the left breast. Navy blue t-shirts (white/tan for Chief Officers) consisting of the CFFD patch over left breast and the department name on the back. SOG ADM.01.03 Uniforms Page 3 of 18 2. Any combination of “Cy-Fair Fire Department”, “Cy-Fair Fire Dept.”, “Cy-Fair FD” or “CFFD” may be used on the back of the shirt. 3. Each Station/Work Group may design, produce and wear duty shirts that promote their Station/Work Group on the back of the t-shirt provided it meets the following guidelines. a. Any deviations from the standard issue t-shirt should be approved by two of the three shifts and submitted through their Chain of Command prior to purchasing and being worn on duty. b. The approved Station Logo may be printed on the back of the t-shirt. c. Must be approved by the Fire Chief. 4. In addition to the shirt, the Class D uniform shall consist of pants, black/navy blue socks, shoes/boots and belt. 5. Department issued I.D. badge with current name, EMS skill level and rank must be worn and visible while in public. B. Class C Uniform: The uniform worn anytime there is the possibility of interaction with the public. The Class C uniform will consist of the following items: 1. Class C Shirt shall be a department issued long or short sleeve polo style shirt (white/tan for Chief Officers) with a CFFD patch over the left breast. Class C shirts must have name, rank, and/or EMS certification displayed over the right breast. 2. In addition to the shirt, the Class C uniform shall consist of pants, black/navy blue socks, shoes/boots and belt. 3. Department issued I.D. badge with current name, EMS skill level and rank must be worn and visible while in public. C. Class B Uniform: May be worn when interacting with the public in emergency/non- emergency type situations such as PR events, presentations, inspections, parades, meetings, etc. The Class B uniform will consist of the following items: 1. Class B Shirt shall be a Department issued long or short sleeve navy blue (white for Chief Officers) uniform shirt with a CFFD department patch on the left sleeve. An additional patch may be worn on the Class B shirt (right sleeve) that displays the person’s current EMS certification, a Department approved Station patch or an American flag. The patch will not be any larger than the CFFD patch on the left sleeve. 2. Department issued badge worn over left breast. The badge must be consistent with the person’s current rank/division assignment. 3. Collar insignia that is consistent with the person’s current rank/division assignment. 4. Nametag consistent with badge color shall be worn just above the right pocket. Nametag should be centered over right pocket, 1/8” above the pocket flap. 5. In addition to the shirt, the Class C uniform shall consist of pants, black/navy blue socks, shoes/boots and belt. 6. Department issued I.D. badge with current name, EMS skill level and rank must be worn and visible while in public. 7. A pen may be worn in the left pocket of Class B uniform and must be silver or gold in order to match the badge worn. D. Class A Uniform: The fire department Class A uniform represents one of the highest traditions in the fire service. The Class A uniform will consist of the following: SOG ADM.01.03 Uniforms Page 4 of 18 1. Class A Shirt shall be a long sleeve navy blue uniform shirt (white for Chief Officers) with a black tie and a single CFFD patch on the left sleeve. 2. Belt, dress shoes, black/navy blue socks, and navy-blue dress pants (black for Chief Officers). 3. Department issued badge worn over left breast. The badge must be consistent with the Person’s current rank/division assignment. 4. Collar insignia that is consistent with the person’s current rank/division assignment. 5. Nametag consistent with badge color shall be worn just above the right pocket. Nametag should be centered over right pocket, 1/8” above the pocket flap. 6. Department issued picture ID shall not be worn as part of the Class A uniform. 7. Epaulet/Shoulder Boards with the wider portion towards the outside of the shoulder 8. Citation bars may be worn 1/8” above and centered over nametag. 9. A pen may be worn in the left pocket of Class A uniform and must be silver or gold in order to match the badge worn. E. Dress Uniform: In addition to the Class A Uniform above, a Dress Cap shall be worn. A Dress Coat and Dress Pants may also be worn if available. The coat, pants and cap may be worn within the following guidelines (As shown in Figures 8-14): 1. All Personnel, regardless of their rank, wearing a Dress Uniform shall wear a long sleeve shirt with a CFFD patch on the left sleeve, decorated as stated for the Class A uniform. 2. Dress Coat a. The coat will be navy blue (Black for Chief Officers) in color and consist of rank specific insignia. i. The striping on each sleeve will be silver (gold for Officers) and will designate the person’s current rank. All striping will either be ¼” or ½” in size. ii. Years of Service will be designated by a Maltese cross on the left sleeve above the striping. A Maltese Cross will be added for every five (5) years of service earned in emergency services. b. Badges will be worn on the left side of the coat. c. “FD” Buttons should coordinate in color with badge color. d. The dress coat should display citation bars and recognition medals on the outside of coat and should be level with the top of the badge on the right side. Any Medals worn shall be centered underneath the citation bars. e. No I.D. Badge or nametags will be worn on the dress coat. f. Dress coat collar insignia should be of the disc type and will not be greater than 1” in diameter. 3. Dress Pants a. The pants will be navy blue (black for Chief Officers) in color. 4. Dress Cap a. The Dress Cap will be a Bell Cap style and navy blue in color (White for Officers). SOG ADM.01.03 Uniforms Page 5 of 18 b. The Dress Cap bill will be black vinyl for all ranks [flames on the visor for Chief Officers - Fire Chief (6), Assistant Chief (4) and Deputy/District Chiefs (2)]. c. Dress Caps will be worn with a 1 5/8” diameter pin with a silver or gold Scramble. d. Chin straps and buttons colors will vary by rank. (See Figures 8 – 14 below) F. Honor Guard Dress Uniform (See Figure 14) 1. Dress Coat a. The coat will be black in color and consist of rank specific insignia. The striping for all Honor Guard Members will be one ½” red stripe on each sleeve, regardless of current rank. b. Badges will be worn on the left side of the coat. c. “FD” Buttons will be gold, coordinating with badge color. d. Dress coat shall not display recognition medals, citation bars, I.D. Badge or nametags. e. Dress coat collar insignia should be of the disc type and will not be greater than 1” in diameter. 2. Dress Pants a. The pants will be black in color with one ½” red stripe on the lateral portion of each pant leg. 3. Dress Cap a. The Dress Cap will be a Bell Cap style and black in color (White for the Honor Guard Commander and the Honor Guard Assistant Commander). b. The Dress Cap bill will be high gloss black in color and no flames on the visor. c. Dress Caps will be worn with a 1 5/8” diameter gold pin matching collar insignia. d. Cap straps will be gold in color. 4. Accessories a. Cords (Red) b. Gloves (White) c. Ascot (Red) G. Accommodations for Pregnancy: The Department shall provide reasonable accommodation to employees who are pregnant. These accommodations may include, but are not limited to, modified work duties, adjustments to uniform requirements, and access to appropriate facilities. 1. Maternity Clothing: Pregnant employees may request uniform accommodation for Class C & D uniforms through their chain of command to accommodate their changing bodies. Requests may include: Larger size uniform, or modifications such as an elastic waistband or additional pockets. 2. Employees should maintain department uniform standards until a point where their pregnancy is creating discomfort in the waist or hips, difficulty buttoning, or have a visible belly bulge. 3. Maternity clothing shall be professional, appropriate, and must adhere to the standards set forth in the uniform policy. SOG ADM.01.03 Uniforms Page 6 of 18 a. Class A/B - Department standard uniform pants may be adjusted to include pregnancy support or maternity belt. b. Class C/D i. Top – May be worn untucked at a point when maternity pants worn do not have belt loops. ii. Pants Employees should maintain standard uniform procedures Pants must be solid navy blue in color Must be professional and durable Free of any decorative embellishment or logos Must not have a drawstring or any other loose material that could pose a safety hazard May be in a scrub style or similar that is comfortable and accommodating Must fit properly and not be excessively baggy or loose 4. The Department may choose to limit the types of non-uniform clothing that can be worn, in order to maintain a consistent and professional appearance. 5. Safety Considerations: Any modifications to the uniform must not compromise the safety of the pregnant employee or others. Pregnant employees shall consult with their supervisor to ensure that any requested modifications are safe and appropriate. 6. Confidentiality: The Fire Department shall respect the privacy of pregnant employees and shall not disclose any medical information related to their pregnancy without their consent. Use the collar seam as a guide.  Insignia to be worn on Class A and Class B shirts. Disc Insignia should be worn on Dress Coats only. Citation bars shall be in order from top to bottom and left to right. See ADM.02.08 – Recognition Awards for order.  Shoulder epaulets shall be worn with the bugles pointing (wide end) towards the fingertips. Dress Coat Disc Collar Insignia and Medal Placement  Disc Collar Insignia shall match badge color, be no larger than 1” in size and be placed ¼” from the edges of the collar.  Badges will be worn on the left side of the coat.  Dress coat should display citation bars and recognition medals on the outside of coat on the right side and should be level with the top of the badge.  No I.D. Badge or nametags will be worn on the dress coat.
