Purpose: To provide a rule whereby each department member required to dress in uniform understands the specific uniform regulations for each division of the Department. B. Scope: This information is provided to personnel covered under the IAFF labor agreement, with the exception of the Combined Communications Center, Bureau of Fire Investigations – Bomb Squad, and Fire Prevention to use when on duty. Personnel covered by the CEA labor agreement will abide by that agreement. C. Author: The Fire Chief, or designee, will be responsible for the content, revision, and review of these rules and regulations, and will ensure they are consistent with any valid and applicable bargaining agreements. D. Definitions 1. Class A uniform: Refers to the black (true navy) dress uniform. 2. Class B uniform: Refers to the fire-resistive midnight blue work uniform. 3. Class C uniform: Refers to the fire-resistive Class B pants and navy or midnight blue t-shirt, job shirt, or sweatshirt. RESPONSIBILITY A. All uniformed personnel: It shall be the responsibility of all Fire & Rescue uniformed personnel to be familiar and comply with established these rules for dress on duty. B. Officers and supervisors: It shall be the responsibility of all officers and supervisors to apply this regulation as uniformly as possible to ensure that all employees are informed as to its requirements and that all members within their division are dressed appropriately. POLICY A. The requirement of Las Vegas Fire & Rescue is to maintain a uniform with a 130.15 Uniforms Page 2 of 19 professional and easily identifiable appearance while in public and comply with all NFPA 1500 and ASTM or ANSI Standards. 1. Uniforms will be in good condition and wrinkle free. Threadbare, discolored, torn, or worn-out items are unacceptable and shall not be worn. Shirts will be tucked in at all times. 2. Badges, collar pins, and nametags shall be polished and free of scratches. 3. Footwear shall be in good condition and polished. 4. Each uniformed employee will have a minimum of one (1) each complete dress uniform and three (3) each complete work uniforms. 5. One (change) extra set of fire-resistive work uniforms are to be maintained in each suppression personnel's locker along with one complete set of a dress uniform. B. No polyester or other non-approved fabrics except for undergarments will be worn within the safety perimeter of the fire. In an effort to provide the safest possible working conditions, cotton is the recommended fabric for undergarments for personnel entering the safety perimeter of the fire ground. C. IAFF Local 1285 and LVFR both support complying with NFPA and the wearing of fire resistive or 100% cotton uniforms, however if members chose they may wear up to a 50/50 blend of cotton/polyester in t-shirts, shorts, sweatshirts, and sweatpants. D. Approved uniform style / part numbers will be provided in Appendix A. E. Civilian Clothing 1. Civilian clothing may be worn upon approval of the supervisor for specific situations only for the benefit of Las Vegas Fire & Rescue. Civilian clothing for personal convenience will not be authorized. F. Physical fitness clothing (Suppression only) 1. Physical fitness clothing may be worn during normal work hours while the employee is participating in physical fitness training. When working out on duty, members will wear authorized navy blue shorts and t-shirts with appropriate LVFR logos. Footwear must be appropriate for the physical training activity involved. 2. Class B or C uniform may be worn in place of navy blue cotton shorts and t-shirts. 130.15 Uniforms IV. Page 3 of 19 PROCEDURE A. GENERAL UNIFORM SPECIFICATIONS 1. Nametag a) Metal type, silver for all uniformed personnel with the exception of Chief Officers, who will wear metal type, gold. b) Last name only in bold, engraved print. Personnel having common last names will add their first initial followed by a period before their last name. ½” F. SMITH 2. Badge a) Regulation metal type, Las Vegas Fire & Rescue issue, or badge approved by the Fire Chief and provided by the Las Vegas Firefighter’s Benefit Association. 3. Las Vegas Fire & Rescue Patch a) The Las Vegas Fire & Rescue patch will be worn on the left shoulder of all work and dress shirts and blouses. 4. b) The Las Vegas Fire & Rescue patch will be worn on both shoulders of the dress uniform jacket, dress shirt, work jacket, and Commando sweater. c) The trim on the Chief Officer patch shall be gold in color; all other patches shall be trimmed in silver. Auxiliary patches a) Auxiliary patches may be worn by certified personnel on the right shoulder only of the work jacket and class B shirt. b) Authorized auxiliary patches. (1) Paramedic patch. (2) Advanced EMT patch. (3) Hazardous materials technician patch. (4) Technical rescue technician patch. (5) Communications patch. 130.15 Uniforms B. Page 4 of 19 CLASS A (dress uniform) 1. All uniformed personnel will maintain a full class A uniform to wear during formal activities, or as directed. 2. Shirt: White shirt (short, long sleeved), nameplate, collar insignia appropriate to rank, as issued by LVFR, and Las Vegas Fire & Rescue patch on both shoulders. Patch will be placed ½ inch from shoulder seam and centered on crease. Shirt will have two pockets with mitered corners. The pockets will have flaps with mitered or scalloped corners. There will be a badge holder above the left pocket. The badge holder will be an inside sling type. There shall be plain epaulets, pointed at the end toward the neck of the shirt. Vinyl collar stays will be installed in the collar. 3. Trousers: Dress style, black, without cuff. Pleat-style trousers are not allowed. 4. Skirts: A-line, gored, or straight (knee length). They should be suitable for business when sitting, or standing and black in color. 5. Shoes: Black plain style, oxfords with black laces, high-top half boot (Wellington), or sturdy high cut loafer. Referee or tennis style shoes are unacceptable. (Shoes will be in good condition and have a polished leather look.) 6. Socks: Black. Black with white foot sections acceptable. 7. Belt: Solid black leather or leather look. Belts will have a polished leather look. a) 8. Belt Buckle: Plain type, not to exceed ¼" on each side of belt. Jacket a) Black 6-button double-breasted jacket. Badge on the left front of jacket; nametag on right breast even with bottom of the badge. Las Vegas Fire & Rescue patch on each shoulder, and appropriate rank buttons on each upper collar. (1) No auxiliary patches will be worn on the class A uniform jacket or blouse. b) Collar insignia: For all personnel, a one-inch round collar insignia shall be worn on the jacket lapel. (5) Fire Training Officer (a) FTO insignia; silver. (6) Assistant Fire Chief (a) Three (3) crossed bugles on round 1” base; gold. (7) Deputy Fire Chief (a) Four (4) crossed bugles on round 1” base; gold. (8) Fire Chief (a) Fire (5) crossed bugles on round 1” base; gold. (9) Union pins and yearly service pins are allowed on the lower collar flaps. (10) Silver or gold bands will be worn on each sleeve, and will run the entire circumference of the sleeve. Single sleeve bands will be sewn 2 ½ inches above and parallel to the end of the sleeve. Any additional sleeve bands will be sewn parallel to the first band, and spaced ¼ inch apart. (1) Silver bands will be ½ inch wide. (2) Gold sleeve bands will be ½ inch wide. All Uniformed IAFF personnel covered by this regulation will wear one silver sleeve band with the exception of: (1) Fire Captains, Fire Fleet Supervisor, Fire Mechanic Foreman who will wear two silver sleeve bands. (2) Battalion Chiefs will wear two gold sleeve bands. Maltese crosses will be worn on the left sleeve, just above the 130.15 Uniforms Page 6 of 19 sleeve band and centered on the sleeve. One Maltese cross will be worn for each five years of service with Las Vegas Fire & Rescue. Maltese crosses will be ¾-inch Gold Bullion style in the appropriate color to match sleeve bands. 9. 10. C. Hat - Hard bill. a) All hats provided by the Department or purchased by current members will be the traditional “stove pipe” style dress uniform hat. b) Firefighter; Firefighter/Paramedic - cloth type black cover with black bill and a black band, with appropriate hat piece attached. c) Fire Engineer - cloth type black cover with black bill and a silver metallic lace band with appropriate hat piece attached. d) Fire Captain; Fire Training Officers; EMS Field Coordinators - vinyl type white cover with black bill and a silver metallic lace band with appropriate hat piece attached. e) Administrative or Fire Battalion Chief - vinyl type white cover with black bill and gold metallic lace band with appropriate hat piece attached. Necktie: black necktie, full front type. Women have the option of wearing a cravat while wearing the skirt option. CLASS B (work uniform) 1. The Safety Committee-approved fire resistant work uniform is constructed from 100% cotton or Nomex material. 2. Acceptable trousers and shirts as approved by the Safety Committee (See Appendix). 3. Shoes: Shoes must be black with plain toe and a polished appearance. The safety shoes must have an ASTM F2413-05 or ANSI Z41 certification. The ASTM or ANSI certification can be verified by looking inside the shoe. ASTM F2413-05 or ANSI Z41 must be printed inside the shoe. 4. Socks: White, dark blue, or black crew style. a) Plain; no text or logos. b) Socks must cover the ankle completely. 130.15 Uniforms Page 7 of 19 5. Belt: Solid black leather, basket-weave or leather look. Belts will have a polished leather look with no lettering. 6. Belt buckle: will be plain or fire department related and not extend more than ½ inch above the belt. 7. Collar insignia: a) Collar insignia shall be centered at a point 1 inch (1”) from the front and lower edges of the shirt collar; position the vertical axis of the insignia along the imaginary line bisecting the angle of the collar point. 8. b) See Division requirements for work uniform collar insignia. c) Assistant Fire Chief (1) Three (3) crossed bugles; gold. d) Deputy Fire Chief (1) Four (4) crossed bugles; gold. e) Fire Chief (1) Five (5) crossed bugles; gold. T-shirts: a) Authorized department t-shirts will be midnight blue with Las Vegas Fire & Rescue in white letters across the back (gold for Battalion Chiefs and above). (1) The entire logo will measure 5.3” x 13.” (2) The “LAS VEGAS” letters will be 1.25.” (3) The “FIRE & RESCUE” letters will be 1.” (4) Embroidery specifications will be approved by the Fire Chief and provided by an approved vendor. (5) The Las Vegas Fire & Rescue logo will be on the left front above pocket. (6) Optional: Up to two (2) of the following allowed on the right front: (a) Rank. (b) Last name. Personnel with common last names will add their first initial followed by a period before the last name). 130.15 Uniforms (c) Page 8 of 19 Specialty assignment (hazmat or technical rescue technician) will be worn on the right front. Specialty assignment on top line, Technician on bottom line. Example – Technical Rescue Technician Technical Rescue Technician (7) (8) (9) 9. Optional IAFF logo will be worn on left sleeve with Local 1285 below. (a) The entire logo will be measure 3” at its widest points top-to-bottom and side-to-side. Optional one (1) item on right sleeve in white: (a) US flag; (b) Peer Fitness Trainer logo; (c) Fire Chief approved station logo (see Appendix B). (d) Sleeve logo will measure 3” at its widest points top-to-bottom and side-to-side. T-shirts may be embroidered or screen-printed. b) Certified specialty technician: 56-hour personnel certified as a hazardous materials or technical rescue technician may add “HAZMAT” or “TECHNICAL RESCUE” to the back of the t-shirt below FIRE & RESCUE. (1) The letters will be 1”. (2) Specialty technician t-shirts will be worn only when assigned to and on duty at a specialty station. c) Fire Training Cadre: 56-hour personnel assigned temporarily to the Training Center during a fire recruit academy may wear grey with midnight blue letters. All other specifications for department t-shirt apply. d) Firefighter trainee or recruit: New employees assigned temporarily to the Training Center will wear red with white letters. All other specifications for department t-shirt apply. Sweatshirts, crewneck: a) Authorized department sweatshirts will be midnight blue, longsleeve, pull-over crewneck with Las Vegas Fire & Rescue in white letters across the back. Sweatshirts may be embroidered or screen-printed. Firefighter trainee or recruit sweatshirts: New employees assigned temporarily to the Training Center will wear red with white letters. All other specifications for department sweatshirts apply. Job shirts: Authorized department job shirts will be midnight blue, ¼- or full-zip, 100% cotton, as approved by the Fire Chief, with Las Vegas Fire & Rescue embroidered in white letters across the back (gold for BC’s and above). a) b) c) d) e) f) The entire logo will measure 5.3” x 13.” The “Las Vegas” letters will be 1.25.” The “Fire & Rescue” letters will be 1.” The Las Vegas Fire & Rescue logo will be on the left front. The Job shirt is not approved to be worn under turnouts or during emergency suppression activity. Optional jacket, work – all weather a) The all-weather work jacket will be dark navy. b) It is not to be worn under turnout clothing during firefighting activities. c) Military-style last name tab on right breast d) Las Vegas Fire & Rescue printed in white letters (gold for BC’s and above) across the back. (1) The entire logo will measure 5.3” x 13.” (2) “Las Vegas” letters will be 1.25.” (3) “Fire & Rescue” letters will be 1.” 14. Class B maternity uniform (non-fire resistive), midnight blue. This is a custom made non-combat uniform and shall be consistent with the standard class B work uniform, with the exception of rounded side slits and shirt to be worn on the outside of a basic maternity pant. 130.15 Uniforms 15. Page 11 of 19 Ball cap a) Will be worn with bill facing forward. b) Will be midnight blue. c) The following options are permitted on the front of the ball cap: (1) “Las Vegas Fire & Rescue” on the front, above the bill Text will be 4.5” wide by 2.5” tall in Century Schoolbook bold font, in white. (a) These ball caps are permitted to have a station number in the middle of the text on the front. (2) Las Vegas Fire & Rescue logo on the front above the bill in white. d) The following options are permitted on the back and/or side of the ball cap: (1) Back: Last name (no nicknames); (2) Right side: IAFF borderless logo or approved station logo (see Appendix B for approved logos). (a) Station logos must be submitted to and approved by the fire chief. (3) Left side: American flag borderless logo. 16. Knit watch cap (beanie): a) Will be navy blue with Las Vegas Fire & Rescue logo on the front in white. 17. Wide-brimmed hat (boonie) a) Will only be worn outdoors to provide additional sun protection. b) The style will be at the discretion of the Fire Chief. c) Will be midnight blue. d) The following options are permitted on the front: (1) Las Vegas Fire & Rescue. (a) Text will be 4.5” wide by 2.5” tall in Century Schoolbook bold font, in white. (2) A station number in the middle of the text. (3) e) Las Vegas Fire & Rescue logo on the front in white. The following options are permitted on the back and/or side of the wide-brimmed hat: (1) Back: Last name (no nicknames); (2) Right side: IAFF borderless logo or approved station logo (see Appendix B for approved logos). (a) Station logos must be submitted to and approved by the Fire Chief. (3) Left side: American flag borderless logo. 130.15 Uniforms D. Page 12 of 19 EMERGENCY SERVICES 1. Fire Suppression a) Class B and C work uniform (1) Fire Captains and above shall wear collar insignia on the class B. (a) Fire Captain: Two (2) parallel bugles; silver. (b) Battalion Chief: Two (2) crossed bugles; gold. (c) The open (large) ends of the bugles shall face down toward the collar point. (2) The class B uniform will be worn during all scheduled functions to include, but not limited to: school drills, public relations events, meetings (to include Fire Administration), classroom training, and other times when interacting with the public. (a) (3) b) The class C uniform may be worn in place of the class B uniform June through September. The class C uniform may be worn when in the fire station, on emergency responses, during physical or fireground training, and other non-public station-related duties. Optional EMS pants (1) The approved EMS pant will be worn any time outside of the station when shorts are allowed to be worn in other parts of this section. (2) The EMS pant is to be worn over shorts. (a) Over workout shorts while working out. (b) At night over sleeping clothing. (i) Night shall be from 2100-0730. (c) They are not to be worn in lieu of the work uniform. (3) Turnout clothing should be worn any time the member may be exposed to hazards (i.e., fire scenes, automobile accidents with extrication or fire hazards). (a) EMS pant is not to be worn under turnout clothing. 130.15 Uniforms c) d) Page 13 of 19 Optional summer work uniform (1) The summer uniform is optional and may be worn by suppression personnel (excluding Battalion Chiefs) from April 1 to October 31. (a) Class C shirts may be worn with either shorts or long pants. (b) Cargo Shorts: (i) Shorts will only be allowed to be worn inside the station. (ii) Durable YKK zippers - two (2) back single welt zipper closing pockets, located under back yoke - two (2) open hip pockets two (2) “side of the thighs” bellow cargo pockets, with center pleat and Velcro closing flap - pen pocket on right cargo pocket. (iii) These approved shorts are only available with a 9-inch inseam. No alterations will be made to shorten the shorts but may be lengthened but not below the knee. Station footwear: (1) Wearing of station footwear as described below is recommended by the Labor/Management Health and Safety Committee in order to limit cross contamination to living areas within the fire station. (2) Duty boots may be removed before entering the living quarters and replaced by station footwear. Station footwear may be worn anytime while in the station. (a) (3) Exception: Station footwear shall not be worn during heavy lifting or through normal duties of the work day (i.e. handling equipment, tools, EMS bags). Station footwear shall comprise of athletic type footwear with a hard sole and closed toe (solid or predominantly navy blue/black in color). Flip-flops or slides are not permitted. Socks shall be worn at all times. 130.15 Uniforms E. SUPPORT SERVICES 1. F. Class B work uniform a) Administrative Battalion Chiefs shall wear the class B uniform. (1) Collar insignia shall be two (2) crossed bugles; gold. b) Mechanical section uniformed personnel shall wear the class C uniform. (1) When representing LVFR in an official capacity or interacting with the public, the class B uniform shall be worn. c) Other IAFF uniformed personnel within the Support Services Division will wear the class B uniform. FIRE TRAINING 1. The work uniform for personnel assigned permanently to the Fire Training Center will be the class B uniform. a) b) 2. G. Page 14 of 19 The collar insignia for Administrative Battalion Chief shall be two (2) crossed bugles; gold. The class A uniform shall be worn when representing LVFR in an official capacity. Firefighter Trainee (Recruits) temporarily assigned to the Training Center will wear the class B work uniform with red t-shirt or sweatshirt. EMS ADMINISTRATIVE BATTALION CHIEF 1. Work Uniform: The work uniform shall be the class B uniform. a) Collar insignia shall be two (2) crossed bugles; gold. 2.
