What is Disaster Risk? 8/12/2024 DISASTER RISK 10 WHAT ARE THE THREE ELEMENTS OF DISASTER RISK? R = H x E x V RISK HAZARD EXPOSURE VULNERABILITY​ This model is used by United Nations Development program (UNDP) and has been adopted by many, including the Philippines, in assessing risk. 11 Estimating Disaster Risk Earthquakes, torrential, rains, storms, etc. Resistance against Natural hazards People, property, etc. 12 RISK ASSESSEMENT Risk Assessment estimates the impact that a hazard would have on people, services, facilities, and structures. A Risk Map shows the hazards, effects (physical, social, and economic), vulnerabilities of areas, and costs of damages. 13 Estimating Disaster Risk At the disaster risk model implies, the magnitude of the disaster depends on the following: 1) The severity of natural event; 2) The quantity of exposure of the elements at risk, which include lives and property; 3) Vulnerability level or quality of exposure This model can thus be expressed as: Disaster Risk = Hazard x Exposure x Vulnerability 14 Minimizing disaster risk reduction through reduction of exposure and vulnerability. What will be the result in the reduction of vulnerability and disaster risk? Answer: Mitigation and Preparedness measures Disaster Risk Reduction The level of vulnerability and exposure can be reduced by keeping people and property as far as possible from hazards. Relocating people to reduce vulnerability and exposure, however, is not simple matter of imposing an order which will be followed blindly by those affected. 17 The most vulnerable are the poor who are forced to live in dangerous area such as near volcanoes, flood-prone sites, and steep hillsides. Often, people consider the risks more acceptable than facing the curse of starvation away from very productive and fertile volcanic soils or river flood plains. 18 Do you live in an area prone to hazards? What hazards are you exposed to?
