The competency management process covers: Initial Competency requirements and pathway; and, Ongoing Competency Maintenance (renewal). Scope This procedure applies to all Rail Safety Workers (RSWs) who require or hold a ‘Work on Track’ Safeworking competency for MTM Metropolitan Rail Network. Roles and responsibilities RSWs and safeworking companies shall comply with the requirements of this procedure. RTO Manager is responsible for governance and compliance of the training to National Standards. Rail Safety Training Manager is responsible for the compliance of the training material currency and validity. General Managers or their authorised delegate are responsible for the approval of an individual attending a knowledge-based familiarization training (Section 5.5). All other specific responsibilities are listed within this document. ‘Work on Track’ Safeworking Competencies The ‘Work on Track’ Safeworking Competencies include the following: Level 2.1 Lookout, Level 2.2 Handsignaller, Level 3.1 Track Force Protection Coordinator (TFPC), Level 3.2 TFPC, and, Level 3.3 TFPC. In addition, the following competencies are also covered in this procedure: Train Track Safety Awareness (TTSA), Track Vehicle Operator (TVO) 1, and, Level 5 On-Track Maintenance Machine Competent Person. 'Work on Track' Safeworking competencies requirements 5.1. Pre-Requisites There are pre-requisite requirements to be obtained before applying for ‘Work on Track’ Safeworking competencies as depicted in the table below. The minimum age requirement for all ‘Work on Track’ Safeworking competencies is 18+ years of age. Individuals are expected to have a demonstrated capacity in learning, reading, writing, oracy, and numeracy competencies to Level 2 of the Australian Core Skills Framework (ACSF). Individuals must be able to communicate verbally in English due to the safety critical nature of competency. RSWs are required to obtain and maintain the medical category required as per MTM’s “Safeworking (Track Protection)” metrics. TTSA Level 2.1 Lookout TTSA Level 2.1 Lookout TTSA Level 3.2 TFPC Version: 2.0 Level 2.1 Lookout Level 2.2 Handsignaller At least 40 hours performing the role of a qualified Lookout under Live train running environment. At least 120 hours performing the role of a qualified Lookout and / or Handsignaller (inclusive of 60 hours under Live train running environment). Also, must hold the Lookout competency for at least 6 months. A total of 240 hours completed as per below: at least 40 hours performing the role of a qualified Handsignaller, and, at least 200 hours as a qualified TFPC 3.1 (inclusive of 4 x shifts holding a non-obstructive permit to foul and at least 25 x RSWHAs under a TAN). Level 3.2 TFPC TVO1 TTSA N/A The RSW and safeworking company must complete the A9802 Pre-requisite Declaration Form and ensure that: It is provided to Metro Academy two (2) weeks prior to the nominated training date to confirm enrolment, failure to do so will result in the participant being removed from the training, and, It is signed by the Managing Director (or their authorised delegate) for external safeworking companies or the Direct Manager for MTM employees. Evidence applicable to the Level 3.1, 3.2 & 3.3 TFPC competencies must be obtained from worksites established on the MTM Network. Evidence to meet Industry / Operational Exposure must be maintained in the logbook format by the individuals for hours worked in the live environment and below details are to be included. Knowledge and Practical Assessment All ‘Work on Track’ Safeworking competencies have a knowledge and practical assessment requirements. The individuals will have to successfully meet the requirements of these assessments as part of their initial training sessions. These assessments cover the knowledge and practical demonstration of skills required for the competency. If an individual is unable to successfully complete the knowledge and/or practical assessment, then they will be required to repeat the initial training. 5.3. Infield Assessment Requirement ‘Work on Track’ Safeworking competencies Level 2.1 Lookout, Level 2.2 Handsignaller, Levels 3.1, 3.2 & 3.3 TFPC have an Infield Assessment requirement, along with a written and practical assessment. The Infield Assessment tool is a record of the operational experience obtained in the workplace and is considered as assessment evidence for awarding the National Units of Competency. This information is recorded in an MTM approved template used by a Metro Academy Assessors to support a final assessment decision. An approved Infield Assessment tool is designed to record evidence of employment in a nominated capacity. Individuals are required to complete all the requirements outlined in the respective Infield Assessment tool. All the information recorded in the Infield Assessment tool must be: Legible, Sufficient details to demonstrate operational experience, and, Co-signed by an infield Supervisor. These signatures are required for authenticity to be validated by a Metro Academy Assessor. Individuals will have to include a plan which details when they expect to complete and submit the Infield Logbook. Individuals may also be required to provide a letter of support from their employer which demonstrates that sufficient opportunity will be provided to complete the specified operational tasks. The individual will be withdrawn from the initial training if the Infield Logbook is not received by the due date and no extension request has been submitted and approved prior to the due date. 5.4. Individuals are required to complete the training and assessment as part of their ongoing competency maintenance (renewal) with Metro Academy. If an individual is unable to successfully complete the renewal training and assessment within prescribed timeframes, then they will be required to complete the initial training, knowledge and practical assessment and in-field assessment requirements. Individuals completing the higher-level competencies will renew their lower-level competencies. For Example, completing the Level 3.3 TFPC renewal training will renew the Level 3.2 TFPC, Level 3.1 TFPC, Level 2.2 Handsignaller, Level 2.1 Lookout and TTSA competencies. The exceptions are TVO1 and Level 5 On-Track Maintenance Machine Competent Person competencies that has its own renewal training and assessment. Knowledge-based Familiarization An individual may elect to attend a ‘Work on Track’ Safeworking competency for theory purposes only. This may be particularly relevant where office-based personnel are required to maintain a functional knowledge of ‘Work on Track’ safeworking practices to fulfil the conditions of their employment and / or job role i.e., safety auditor, rail safety officer etc. Individuals must have approval from their General Managers or their authorised delegate to attend a knowledge-based familiarization training. Individuals will be issued with Certificate of Attendance at the end of completing the knowledge-based familiarization training session. ‘Work on Track’ Safeworking Competency Pathway An individual may elect to follow either of the three (3) pathway options for upskilling in competencies. The three (3) competency pathways are as follows: Individuals who hold the competencies from interstate will have to follow the same pathway as mentioned above. Metro Academy will recognise the national units of competency, however, due to the safety critical nature of the rail industry and MTM’s business requirements, an individual may be required to undertake some if not all training and assessment in relation to job roles and tasks. The AQF is the national policy for regulated qualifications in the Australian education and training system. It incorporates the quality assured qualifications from each education and training sector into a single comprehensive national qualifications framework. Handsignaller A rail safety worker who displays hand signals to the operators of rail traffic movements. Infield Assessment Requirements This is used to record practical evidence of specified tasks performed in the practical field to assess against the relevant unit of competency, in line with the AQTF requirements. The infield logbook is completed by the learner and signed off by an authorised person/supervisor i.e., employer after directly observing the candidate perform the required task under direct supervision. Ongoing Competency Maintenance (Renewal) The period within which an individual must renew their competencies. Pre-requisites The minimum evidence that must be held by the individual prior to being accepted for enrolment in ‘Work on Track’ Safeworking competencies. Rail Corridor All space from fence line to fence line, or where there are no fences, 15 metres from the nearest rail. This includes a station platform. Rail Safety Worker Any individual who has carried out, is carrying out, or is about to carry out rail safety work see RSNL Section 8 Rail Safety Worksite Hazard Assessment An assessment of the rail safety hazards to determine the level of track protection required for a worksite. Track Access Number The access authority number that will be issued by the TAD following an approved Danger Zone access application being completed and registered in the ARMS. Volume of Learning In addition to the above, the AQF also provides a guide to the Volume of Learning (VoL). The VoL describes how long a learner who does not hold any of the competencies identified in the relevant units of competency would take to develop all the required skills and knowledge. Work on Track App The Work On Track Application is a Geographical Information System that incorporates maps of the MTM network with asset and geographical information for the purpose of pre-planning work in the rail corridor and conducting a Rail Safety Worksite Hazard Assessment. Worksite The nominated area of work which is defined by geographic boundaries.
