III. Evidence-Based Practices in Nursing Management DR. ANNE ROSE L. CALIMLIM, MAN, RN Development of Nursing Standards in the Philippines Legal Bases The development of nursing standards emanated from Article III, Sec.4 (h) of Republic Act No. 7164 (Philippine Nursing Act of 1991) which enumerated the powers, duties, and functions of the Professional Regulatory Board of Nursing (PRBON). BON Resolution No. 82 issued on September 30, 1998, adopted and incorporated the Standards of Safe Nursing Practice. In 2001, the Association of Nursing Service Administrators of the Philippines (ANSAP), together with the PRBON and the Philippines Nurses Association (PNA), developed the Standards of Nursing Services. These initiatives were further strengthened with the passing of the R.A. 9173 (Philippine Nursing Act of 2002). Article III, Sec.9 (c) of the law states that: the PRBON is empowered to monitor and enforce quality standards of nursing practice in the Philippines and exercise the powers necessary to ensure the maintenance of efficient, ethical, and technical, moral and professional standards in the practice of nursing taking into account the health needs of the nation.” Development of Nursing Standards in the Philippines Legal Bases The 2005 standards identified four major competencies of a beginning nurse: (1) Patient Care Competencies; (2) Empowering Competencies; (3) Enhancing Competencies; and (4) Enabling Competencies. Then in 20009, the PRBON undertook the extensive and comprehensive review of the 2005 nursing core competency standards. PRBON, Commission on Higher Education-Technical Committee on Nursing Education (CHED-TCNE), and the UP Manila College of Nursing revisited the process which included scenario analysis, benchmarking core competency standards with other countries, field validation studies on the nurses’ roles and responsibilities in the hospitals and community settings, integrative review of output from the validation strategies, presentation of validation analysis, core competency validation, and public consultation. 2012 National Nursing Core Competency Standards (NNCCS) A. Beginning Nurse’s Role on Client Care Responsibility 1: Practices in accordance with legal principles and the code of ethics in making personal and professional judgement. Responsibility 2: Utilizes nursing process in the interdisciplinary care of clients that empowers the clients and promotes safe quality care. Responsibility 3: Maintains complete and up-to-date recording and reporting system. Responsibility 4: Establishes collaborative relationship with colleagues and other members of the team to enhance nursing and other health care services. Responsibility 5: Promotes professional and personal growth and development. B. Beginning Nurse’s Role on Leadership and Management Responsibility 1: Demonstrates management and leadership skills to provide safe and quality care. Responsibility 2: Demonstrates accountability for safe nursing practice. Responsibility 3: Demonstrates management and leadership skills to deliver health programs and services effectively to specific client groups in the community setting. Responsibility 4: Manages a community/village-based health facility/component of health program or nursing service. Responsibility 5: Demonstrates ability to lead and supervise nursing support staff. Responsibility 6: Utilizes appropriate mechanisms for networking, linkage, building and referrals. C. Beginning Nurse’s Role on Research Responsibility 1: Engage in nursing or health related research with or under the supervision of an experienced researcher. Responsibility 2: Evaluates research study/report utilizing guidelines in the conduct of a written research critique. Responsibility 3: Applies research process in improving client care in partnership with a quality improvement/quality assurance/nursing audit team. Standards of Nursing Practice in the US Standards of Practice Standard 1. Assessment The registered nurse collects pertinent data and information relative to the healthcare consumer’s health or the situation. Standard 2. Diagnosis The registered nurse analyzes the assessment data to determine actual or potential diagnoses, problems, and issues. Standard 3. Planning The registered nurse develops a plan that prescribes strategies to attain expected, measurable outcomes. Standard 5. Implementation The registered nurse implements the identified plan.
