330.94 PUBLIC SAFETY AWARD Awarded to a uniform public safety member(s) (police, fire, EMS, and civilian dispatchers) who have distinguished themselves by performing acts or duties in a manner deemed to be above that normally required or expected, and sufficient to set them apart from their peers. (Added 12/31/15) IDENTIFICATION CARDS 332.00 All employees of the Division of Fire shall have an identification card, the type and description of which shall be determined by the Chief of the Division. 332.02 Members of the Division of Fire shall carry their identification cards on their person at all times while on duty or in uniform, as well as on other occasions where they may be in contact with the public acting as representatives of the Division of Fire. (Revised 12/31/15) 332.04 Members working a forty-hour work schedule shall properly display their identification cards at all times. The only exception are those firefighters working there assigned hours in a fire station. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 332.06 Members of the Division who are asked to verify their status as Division employees shall willingly do so by stating their name, rank and/or badge number. If requested, they shall present their identification card to the person seeking such verification. 332.08 Division members at the various levels of supervision shall be responsible for seeing that all Division members assigned under their supervision have a current, wellmaintained identification card. 332.10 Members entering the Uniformed Division shall obtain identification cards during their period of basic training as arranged by Training Academy personnel. Other Division employees shall be issued identification cards through their respective bureaus. 332.12 If a member needs replacement of his/her identification card he/she shall write a memo (RT-154) to his/her Battalion Chief or Bureau Head. The memo shall contain the members printed name, assignment, and unit. The approved memo will serve as an authorization for the photo lab technician. NOTE: Do not report to the photo lab before making an appointment. DIVISION HONOR GUARD 334.00 The Honor Guard of the Division of Fire shall be composed of officers and members of the uniformed Division, the structure, personnel, and duties of which shall be determined by the Chief. 334.02 In order to accomplish the goals of the Division with regard to Honor Guard functions, it is recommended that a minimum of 30 members per unit, actively participate in the Honor Guard program. 334.04 It shall be the responsibility of the Division Honor Guard to maintain a pool of uniformed members who are proficient in military drill movements, flag etiquette, and funeral procedures including firing squad duties. Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 334.06 Honor Guard personnel, when officially acting in their assigned capacity, shall be under the direct supervision of the Assistant Chief of the Emergency Services Bureau. 334.08 The Emergency Services Assistant Chief shall see that an up-to-date roster of all members of the Division assigned as Honor Guard members is maintained, to include compiling a list of those persons desiring to be accepted as Honor Guard members. 334.10 The Emergency Services Assistant Chief shall assign a minimum of three members on each of the three alternate units to be the Honor Guard Commander for that particular unit. These commanders shall coordinate the training, scheduling, and related operations of their unit's Honor Guard members. (Revised 12/31/15) 334.12 Subject to the approval of the Emergency Services Assistant Chief, each Honor Guard Commander shall designate an alternate who shall be responsible for effectively performing those duties which may be required in the absence of the Honor Guard Commander. 334.14 When the Emergency Services Assistant Chief acquires knowledge of upcoming events which will require the attendance or services of the Division Honor Guard, as approved by the Chief of the Division, he/she shall relay this information through the Deputy Chief to the concerned Honor Guard Commander as far in advance of the actual date as possible. 334.16 The Emergency Services Deputy Chief shall make the arrangements necessary to facilitate the shifting of manpower so that Honor Guard members assigned to the various stations can be relieved for them to participate in required functions, or acquire the training necessary to efficiently perform in this capacity. Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 334.18 Honor Guard Commanders shall schedule and conduct regular drill and training sessions for the members of their respective Honor Guard contingents, in accordance with the directives of the Emergency Services Deputy Chief. The purpose of such training will be to develop and maintain the high level of competency and proficiency that is required of this specialized unit. 334.20 As a recommended guideline all Honor Guard Commanders shall schedule a minimum of three training exercises, four hours each, on three alternating Unit Days each year to maintain proficiency. The Honor Guard personnel who are to be scheduled for these training sessions will be determined at the discretion of the unit commander. (Revised 12/31/15) 334.22 The nine Honor Guard Commanders, with the advice and approval of the Emergency Services Assistant Chief, shall develop an equitable system whereby definite responsibility for the storage and maintenance of all Honor Guard equipment is established and adhered to on a continuing basis. (Revised 12/31/15) 334.24 Whenever possible, all formal Honor Guard and Firing Squad functions shall be performed by on-duty Honor Guard personnel. This shall include furnishing event coordinators as needed. These event coordinators shall normally be the on-duty Honor Guard Commander and his/her designated alternate. The on duty Honor Guard Commander shall be in charge of the event regardless of rank. (Revised 12/31/15) 334.26 In selecting individuals who desire to represent the Division of Fire as members of the Honor Guard, the Honor Guard Commander should give prime consideration to those members whose general attitude, prior experience, and physical appearance will favorably reflect the overall image of the group. Honor Guard members should realize that, as designated representatives of the Division of Fire, the impression that they convey to the public will be viewed as an indication of the appearance and standards of the entire Division. Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 334.28 Honor Guard Commanders shall develop and maintain a procedures file relative to the various duties required of their position, to include maintaining pertinent reference and training materials, as well as information describing typical operations where standard Division functions and ceremonies are concerned. 334.30 There shall be a monthly meeting of Honor Guard Commanders and their alternates. These meetings shall be on alternating units and are for the purpose of communication and maintaining consistency among the three (3) units. COMMUNICATIONS - WRITTEN 336.00 In most cases, communications initiated by Division personnel regarding policies, requests, suggestions or other official business will be placed in a standard Division of Fire Intra-Departmental Communications envelope, left unsealed, and addressed to the Fire Chief. These communications shall be forwarded through proper channels - without unreasonable delay - after having been reviewed and signed by each intermediate supervisor. 336.02 Supervisors who are not in agreement with any letter or communication shall precede their signature with the word "disapproved", and shall add a note explaining the reason for such disapproval. Initials or signatures without comment will indicate approval. Communications for which an "approved" or "disapproved" would not be appropriate or indicated, are to be marked "acknowledged" and initialed. Under no circumstances shall an intermediate supervisor fail to promptly forward any letter or other communication through proper channels. Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 336.04 When in accordance with written Division policies, Division personnel may send or receive official letters or communications of a highly personal, sensitive, or confidential nature. Such communications should be placed in a sealed envelope, addressed appropriately, and marked "CONFIDENTIAL - FOR ADDRESSEE ONLY" on the front of the envelope. This mail shall be forwarded promptly and shall not be opened, signed or initialed by any intermediate supervisor or member. No routine, non-confidential, or non-job related communications are to be sent by this means. BULLETINS 336.06 (Deleted 12/31/15) 336.08 All bulletins shall remain in effect until superseded by another bulletin, systems manual revision, or an official revision of any other applicable Division manual, document or communication, or until the discard date. 336.10 At the beginning of each year, the Administration Officer shall distribute an index of bulletins issued during the previous year. This index shall list the bulletins by their “number” and “identification” or title. (Revised 12/31/15) 336.12 All Division members shall read and acknowledge all bulletins and other official communications received, as is further explained in Section 400.36 of this manual. Members on vacation or away from duty for extended periods of time for any reason shall immediately upon their return to duty read and determine the intent and pertinence of all bulletins released during their absence. (Revised 12/31/15) 336.14 Division officers and other Division members at every level of supervision shall accurately explain the purpose and intent of all bulletins and similar communications when they relay or make such information available to their subordinates. 336.16 Each supervisor shall assure himself/herself of his/her subordinates understanding. He/she shall promptly provide answers to any questions that arise. Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 336.18 Information submitted in response to bulletins requesting replies must be processed through proper channel on an official intra-Divisional communication. BULLETIN SUBMITTAL 336.20 Whenever a proposed bulletin is submitted to the Chief for approval, attached will be a listing of the current Division documents that the new bulletin will affect. The list will identify the relevant sections that will be superseded, deleted, amended, etc. Included will be suggested revisions to the affected documents. This submittal shall follow the doctrine of completed staff work. 336.22 Proposed bulletins will be submitted through the member’s chain of command to Research and Innovation. Research and Innovation will review the proposed bulletins for content and formatting before forwarding to the Fire Chief. A copy of each proposed bulletin shall be submitted electronically, in “Word” format to facilitate amendments and for archiving. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Chapter III General Policies And Procedures 336.28 (Deleted 12/31/15) 336.30 Following approval, the Office of In-Service Training will be responsible for placing all new Bulletins, SOPS, on-line training, and notices for training on the Division’s distance learning platform. This will insure accurate and consistent format and placement of the Division’s on-line training content. (Added 12/31/15) DIVISION UNIFORM AND FIRE CLOTHING REGULATIONS 338.00 The importance of the personal appearance of all employees of the Division of Fire cannot be overemphasized. This is especially true with respect to all working relationships and other day-to-day contacts with the public. As perceived by the citizens of the City, each individual member of the Division is the Division of Fire. All members have an inherent responsibility to wear the appropriate class of uniform in a manner consistent with the professional standards of the Division of Fire. 338.02 Inspection of Uniforms: It shall be the direct responsibility of the respective Company Commanders or other immediate supervisors to inspect their subordinates various uniforms, including a day to day inspection of the uniform that is worn while on duty. Immediate supervisors shall also be held accountable for the proper appearance of their subordinates during their tour of duty. Where applicable, the immediate supervisor shall be responsible for assuring that the complete uniform of the members under their command is functional, well maintained, and conforms to Division specifications and SOPs. 338.03 Replacement and Purchase of Uniforms: Additional uniform articles may be purchased from any approved source, providing all such items conform to the specifications and SOPs set forth by the Fire Chief. These specifications and SOPs are subject to change as the Chief of the Division may direct. The Uniform Clothing Committee will evaluate new and/or replacement products and make any recommendations to the Fire Chief. Pursuant to the current Collective Bargaining Agreement, the City of Columbus will purchase and replace the required items outlined in SOPs 04-03-10, 04-03-11.
