**[SCOPE]** Guidelines for the operation of Rehab. **[RESPONSIBILITY]** The Spring Fire Department Executive Committee is responsible for the revision, issue and approval of this procedure. **[REVIEW]** The Executive Committee is responsible for reviewing this procedure annually and assuring its accuracy. **[PROCEDURE/POLICY]** **Purpose:** Rehab is a service that provides support for fire department personnel at fire scenes, training events, public relations events, and as requested by Station Captains or the Executive Committee. **Requirements for Membership:** 1. Be willing to go to fire scenes and assist at any function Spring Fire Department is involved in as needed. 2. Have transportation (POV's) available to incidents and any other functions. 3. Be in good health. If there are any health problems (i.e., diabetes, asthma, high blood pressure, etc.) they should be discussed with the District Rehab Leader if the problems could interfere with the performance of their duties at fire scenes. 4. The member should have a home telephone or cell phone. 5. The District Rehab leader should be notified of any times the member will not be available for response. The District Rehab Leader will arrange for the member's area to be covered in the event of an incident. This only pertains to an extended amount of unavailability to consist of 7 or more days. 6. Contact Rehab Leaders to replenish supplies. **Members Responsibilities** While this is a volunteer division of the Spring Fire Department, the ability to be available for incidents is essential. There is not a minimum requirement for calls per quarter for Rehab members. However, the District Rehab Leader will monitor each member's activity. If it is determined that a member has poor participation, the District Rehab Leader will forward the information to the Deputy Chief of Support Services. **Supplies to be provided by the Fire Department:** 1. A fire department pager and charger when available 2. Key map 3. Gatorade -- 2 Cases (24 Pack of 12 ounce bottles) 4. Water -- 2 Cases (24 pack of 8 ounce bottles) 5. A cooler with wheels when available 6. A box of trash bags 7. Water proof boots when available 8. Fire Department I.D. and car sticker when available **Resignations:** If a Rehab member resigns or is dismissed, all unused supplies, files and issued equipment will promptly be returned to a Spring Fire Department representative. **Rehab Members:** All personnel will fill out an application form for consideration of Rehab membership. At any time, Rehab member(s) place themselves in a dangerous situation, any officer of the Spring Fire Department can instruct the member(s) to move to a safer area. At any time, a Station or the Department is hosting, or is a part of any event in which either the Department Officers or Station Captains, deem necessary, the help of all or part of the Rehab personnel, the Rehab member will assist as requested. If any member, during the tenure as a Rehab member, becomes ill, medically incapable, or has experienced any partial or permanent changes in physical health, the District Rehab Leader is to be notified. The District Rehab leader is to notify the Deputy Chief of Support Services to see if any action needs to be taken. **Duties:** Any Rehab member that is issued any equipment from the Spring Fire Department is to keep clean at all times. The purchase of any replacement or new gear is to be submitted to the District Rehab Leader for approval from the Deputy Chief of Support Services. Since the amount of dispensable supplies will vary with the incident call volume, low stock can be purchased by any District Rehab Leader with approval from the Deputy Chief of Support Services. Reimbursements will be made from the Spring Volunteer Fire Association. If extenuating circumstances arise (i.e., excessive call volume, extended fire scenes, etc.), special financial arrangements can be made by incident command or any Executive Board Member. Squad 77 is the department designated Rehab vehicle. Squad 77 will be driven to the fire scene by fire department suppression personnel. Rehab members will report to the Rehab vehicle at the fire scene to serve refreshments. Files of members will be kept by the District Rehab Leaders, with the original maintained in the Administration Office. **Responses** Rehab members are to follow this policy along with all other Spring Fire Department Policies, Procedures, and Orders. Safety is a priority with the Spring Fire Department and all Rehab members will adhere to the following: 1. Check in with the Incident Commander when arriving on scene. 2. Determine or located the Rehab Staging area. Depending on the size of the incident, more than one location can be designated. 3. Closed toes shoes on scene if not wearing department issued boots. 4. Wear Rehab shirt/safety vest (if one is provided) 5. Children are not allowed to be on scene. If an emergency exists, children between the ages of 12 to 17 can be present only if they remain with the parent, stay out of the fire scene, and have approval from the Deputy Chief of Support Services on a case by case basis. 6. There will be no Privately Owned Vehicles (POV's) allowed on incidents on any freeway unless given permission form the Incident Commander. 7. In order to receive credit for the incident, check in with command and text or email the Rehab Leader. If you get cancelled prior to arriving on scene, text/email the rehab Leader. 8. Rehab 70 (RH70) must be paged to an incident. Rehab members are not to respond to any emergency scene without being dispatched. **Out of District Responses** There will be instances that Spring Rehab is called to assist other agencies. If dispatched, Rehab members may respond if available. Rehab members will not respond outside of Spring Fire Department territory unless dispatched. **Chain of Command** Any issues by Rehab members will be reported to the Rehab Leader. The Rehab Leader reports directly to the Deputy Chief of Support Services. **Resignations** When a rehab member leaves the department, it is the responsibility of the Rehab Leader to retrieve all Spring Fire Department owned equipment and unused supplies.
