BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 81.300 REAL TIME COMMAND CENTER Revised: new I. PURPOSE: The purpose of this departmental standards directive is to provide information to employees regarding the operation of the Real Time Command Center (RTCC) and the responsibilities of employees assigned to the RTCC. II. POLICY: It is the policy of the Department to provide a Real Time Command Center with the ability to capitalize on a wide range of technologies for efficient and effective policing. III. DEFINITIONS: RTCC Technician: Law enforcement officers (LEOs) and/or civilians who have specialized training to who provide the real-time information to employees in the field. Situational Awareness (SA): Being aware of what is happening in the vicinity to understand how information, events, and one’s own actions will impact goals and objectives. IV. PROCEDURE: A. DUTIES AND RESPONSIBILITIES: 1. The Department’s RTCC is assigned to the Communications Section and is supervised by a public safety dispatch supervisor (PSDS). 2. The PSDS is responsible for supervising the workload of RTCC technicians and ensures that daily tasks and projects are completed. 3. RTCC technicians are responsible for monitoring public and private video platforms to provide real-time intelligence on criminal or suspicious activity and active incidents to employees in the field responding to calls for service. 4. RTCC technicians are responsible for monitoring video in and on City owned public property. 5. The use, review, archival, and/or dissemination of available camera recordings shall be used for legitimate law enforcement purposes only. RTCC technicians shall monitor radio transmissions, computer aided dispatch (CAD), Automated License Plate Recognition (ALPR), and other data sources for the purpose of gathering intelligence relevant to calls for service. 7. RTCC technicians shall monitor all available sources of information and continue to provide updated information and situational awareness (SA) to employees as calls progress. 8. Once assigned to an incident, RTCC technicians shall continue to monitor the incident until it is clear that no new real time information can be gathered, a higher priority call takes precedence, or as directed by a supervisor. For non-priority calls, RTCC assistance can be requested by employees. 9. When not handling an in-progress call, RTCC technicians are expected to proactively monitor incoming intelligence for the purpose of identifying and reporting to LEOs any criminal activity in progress. 10. RTCC technicians may also be assigned to monitor special events or unusual occurrences such as mass gatherings. B. RTCC WORKSTATIONS: 1. RTCC workstations are in the 6500 building. 2. RTCC technicians will have full access to all available video platforms at RTCC workstations. 3. RTCC technicians will have two-way radio capability and the ability to input information directly into CAD notes providing continuous communication with Communications and employees on duty. C. PRIORITIZING CALLS: 1. The RTCC technician will prioritize which calls will receive attention based on the circumstances and information available at the time based on the following priority system: a. Priority 1 status will be given to in-progress calls where an active threat exists at the scene. b. Priority 2 status will include: i. Crimes where an offender is still present but is not actively causing a threat to others ii. Crimes where an offender has left the scene and there is information available to identify and locate him/her iii. ALPR hits Priority 3 status will include all other calls for service d. As time permits the RTCC technician will assist with other calls and investigations. D. VIDEO RECORDING: 1. Any recordings that contain video evidence relevant to an investigation shall be submitted as evidence. In addition, a supplement documenting that the video was submitted as evidence shall be completed by the RTCC technician in the records management system (RMS). 2. Any request made for video recordings saved by RTCC technicians shall be forwarded to evidence. 3. Only employees assigned to the RTCC and those designated by the communications commander are authorized to copy and export video footage for evidentiary, administrative, or non-evidentiary purposes. 4. All video recordings designated as evidence shall be disseminated in accordance with Florida State Statute Chapter 119.
