DETECTIVE BUREAU NOTICE 8.4 June 23, 2004 TO: All Department Personnel FROM: Chief of Detectives SUBJECT: PROCEDURES FOR USE OF CONFIDENTIAL INFORMANTS Volume 1, Paragraph 2, of the Los Angeles Police Department Informant Manual, dated June 12,2003, and Consent Decree Paragraph 108, outline the procedures for the handling and management of informants.· Both use similar language and state that the use of informants is limited to non-uniformed personnel assigned to investigative units. Personnel in uniformed assignments shall riot maintain or use informants. Uniformed officers, when involved in a potential informant situation s1;lould, as soon as practical, contact a non-uniformed sworn employee assigned to an investigative unit to handle the informant. Intelligence or information related to specific types of investigations involving the use of an informant should, when feasible, be directed to officers involved in the concerned type of investigations, such as Area detectives, Narcotics Division, and specialized detective divisions. Uniformed officers are not restricted from assisting with any investigation that is based on the information provided to those Department personnel authorized to manage and use infonilants. A field officer's notebook divider will soon be distributed to assist uniformed officers in handling potential informant situations.
