Oates, Chief of Police DETENTION CENTER PROCEDURES SUBJECT: REFERENCES: PAGE: 1 of 4 6.6 AURORA DETENTION CENTER PROCEDURES 6.6.1 Training on the Use of the Detention Center Members with assignments requiring dealings with the Aurora Detention Center (ADC) will receive the appropriate level of training for their specific assignment in relation to the facility. 6.6.2 Access to the Detention Center Members will be allowed to enter the ADC on official business only. When requested, members will provide proper identification to the Detention Control Officer, prior to entering the facility. Members escorting detainees into the facility will enter the facility through one of the following doors:    Entrance 1 – the officer’s entrance located on the east side of the building, Entrance 6A – the juvenile entrance located on the west side of the building, or Entrance 7 – the mittimus door located on the west side of the building. Members will not escort detainees into the facility for processing or housing through the administrative offices or the employee entrance. 6.6.3 Firearms in the Aurora Detention Center Members will not carry firearms into the detention center. Lock boxes for firearms are provided in the following locations within the facility:      Administrative office area Sallyport near the entrance to the report writing area (Entrance 1) Detention employee entrance hallway (Entrance 2) Secondary processing area (Entrance 6A) Juvenile/Mittimus processing area (Entrance 7 or PP2 from the Sallyport) Directive Manual (Revised: 1-3-2015) 6.6 DETENTION CENTER PROCEDURES Page 2 of 4 Sergeants, ADC Supervisors or Command officers may authorize an exception to this directive in the event of an emergency inside the facility, which dictates the need for the potential use of deadly force. 6.6.4 Use of the Sallyport The Sallyport may be used when members transport violent prisoners or detainees deemed to be an escape risk. Transporting members may contact the ADC directly with the radio on a Services channel, through the Public Safety Communications Department or the drive-up intercom system on the west side Sallyport entrance to request the Sallyport be opened. Members will enter the Sallyport through the west garage doors and exit through the east garage doors. Members will remove their vehicles from the Sallyport as soon as practical after the detainee is secured inside the Aurora Detention Center. 6.6.5 Report Writing / Hardbooking Area A short chair mounted to the wall with a single handcuff ring is available for prisoner security. Detainees will remain handcuffed behind their back, to the ring, while in this area. Detainees who are uncooperative may be placed in the holding cell located in this area. Holding cells are intended to be used for short-term placement of detainees. Members will maintain continual visual observation of the detainee pending the detainee's transfer to the detention facility, transportation to another facility or until released. Detainees will remain handcuffed until custody is transferred to the detention staff. 6.6.6 Juvenile Detainees Except by order of a District Court Judge, juvenile detainees cannot be housed in the Aurora Detention Center. Juveniles may be brought to the Detention Center for the purposes of processing (fingerprinting and photographing) only. The juvenile must be separated from adult detainees and may not be in the Aurora Detention Center longer than necessary to complete processing. Prior to bringing a juvenile to the Detention Center for processing, members will check with Records to determine if the juvenile has been recently processed by the facility. The Aurora Detention Center will not process violent and/or combative juveniles. Medical screening is available for juveniles at the Aurora Detention Center. Directive Manual (Revised: 1-3-2015) 6.6 DETENTION CENTER PROCEDURES Page 3 of 4 Members will bring juveniles into the Aurora Detention Center through Entrance 6A on the west side of the building. Should the Juvenile Area be unavailable, the member should contact the Detention Center staff for instructions. The Aurora Detention Center has no juvenile holding cells or facilities. Juveniles brought into the Detention Center will be continuously visually monitored and supervised by a member. Members will complete the logbook provided to annotate the time and reason the juvenile was brought into the Detention Center. Juveniles will not be secured in any fashion to fixed objects. Members will utilize the weapons lock-boxes provided in the Juvenile Processing Areas. Juvenile status offenders will not be detained in or processed through the Detention Center. "Status Offender" is defined in Directive 11.2.13 as any juvenile that has been accused of, or adjudicated for an act that would not be a crime if committed by an adult. Mental health holds on juveniles will be handled pursuant to Directive 6.13 – Handling Of The Mentally Ill. 6.6.7 Violent and/or Intoxicated Detainees Members will notify the Public Safety Communications Department via radio when they are transporting a violent detainee requiring immediate placement into the Detention Center. The dispatcher will ensure the Detention Center is notified to allow for the immediate intake of the detainee. In Accordance with ADC SOP, Detention staff will meet the member arriving with a violent detainee in the Sallyport for immediate assessment of the prisoner. Detention personnel will assist the member in moving the detainee inside the facility. Members will advise Aurora Detention Center personnel that a detainee is violent, self-destructive or under the influence of alcohol/drugs before relinquishing custody of the detainee to the Detention Center. 6.6.8 Notifying Detention Personnel of Prisoner Cautions and Medical Issues Members will advise the detention staff of any cautions related to the detainee. When creating a “Person Record”, if a caution note is appropriate, the member will select from the drop down list in the Cautions field from the following;  “A” Armed (at time of arrest or still in possession of a potential weapon that cannot be removed)  “B” Blood / Airborne Pathogen Directive Manual (Revised: 1-3-2015) 6.6 DETENTION CENTER PROCEDURES Page 4 of 4  “D” Drug Abuse  “E” Escape Risk  “L” Alcohol Abuse  “M” Mental / Dist (mental health issues or mentally disturbed)  “S” Suicidal  “V” Violent “W” MV Accident (recent motor vehicle accident) Medical related issues should be documented in the appropriate boxes of:  Injuries  Prescribed medications  Medical conditions Cautions and specifics related to the above may be further detailed in the narrative box. 6.6.9 Detainees' Property Property that will be stored in the Detention Center and later released to the prisoner will be inventoried by the member on Prisoner Property Inventory form. The receiving Detention Officer will verify the detainee’s property being inventoried by the transporting member or the arresting officer. The member will leave the property bag open to allow the Detention Officer to verify the inventory. Once the property has been verified, the Detention Officer will seal the property in a property bag. Detention Center personnel will assume responsibility for the detainee's property in accordance with the Aurora Detention Center S.O.P. Manual. Any contraband, weapons or items, which are prohibited by ADC SOP’s, will immediately be returned to the sworn member for proper disposition. The member will book the property into the Property and Evidence Unit as “personal property.”
