C E 8.3 July 28, 2008 TO: All Department Sworn Personnel FROM; Chief of Detectives SUBJECT: NOTIFICATION TO JUVBNILE DIVISION ON ALL SEXUAL ABDSE CASES INVOLVING SCHOOL STAFF AND JUVENILE VICTIMS Recently, the Department has seen an increase in the number ofsexual abuse cases involving minor children (under the age of 18 at time of the offense) and suspects associated with schooIs and other educational institutions. Typically, these cases have been very complex and have become the focus of a substantial amount of media attention. Therefore, when these types of allegations are brought to the Department's attention, it is imperative that immediate and appropriate investigative resources are committed to investigate the incident(s). Effective immediately, when a Department employee becomes aware of a sexual abuse case wherein the victim is a minor child, under 18 years of age, and an adult suspect, who is an employee of the school or other education institution, a telephonic notification shall be made to the Sexually Exploited Child Unit (SECD), Juvenile Division, as soon as practical. The preliminary investigation remains the responsibility of Patrol I Juvenile Car (J-Car) personnel. Once notification is made, an on-duty/on-call Juvenile Division supervisor will determine if investigative responsibility will be handled by Juvenile Division or by the geographic Area. All related telephonic notifications shall be made to SECD, Juvenile Division, at (213) 485-6550, Monday through Friday, from 0600 to 1700 hours. After business hours and on holidays, the Patrol I J-Car personnel shall document their finding and forward their report to Juvenile Division, Sexually Exploited Child Unit, Mail Stop 400. The SECD will determine if fmal investigative responsibilities belong to the Area or Juvenile Division.
