Procedure Hanover Fire EMS 1000 Procedures-Guidelines Manual Uniforms (SOP) 1000.1 PURPOSE The purpose of this procedure is to outline the expected personal appearance and dress code while representing the Department. 1000.2 SCOPE This procedure applies to all members of the Department. The authority to deviate from this procedure rests with the Chief of Fire-EMS or designee who will be responsible for the results of any deviation. Volunteer stations may wear company uniforms when approved by the Chief of Fire-EMS. 1000.3 RESPONSIBILITIES Department personnel are required to dress and groom themselves to reflect a positive, professional image. Any manner of dress or personal hygiene that is disruptive will be considered inappropriate. Uniforms will be neat, clean, and pressed. 1000.4 PROCEDURE 1000.4.1 CLASS A UNIFORM Class "A" Uniform – The Class "A" uniform is considered the Department's formal dress uniform. This uniform is typically worn at events when a coat and tie is appropriate such as formal business meetings, funerals, Board of Supervisor's Hearings, or when directed by the Chief of Fire-EMS. This uniform consists of the following items: (a) Blue dress coat with approved Department patches and badge. (b) Appropriately colored long sleeve shirt (White for company level and above officers, Blue for all others). (c) White crew neck undershirt (d) Dark navy-blue tie (e) Blue dress trousers (f) Black belt with issued buckle (g) Black shoes, polished, w/black socks (h) Dress cover, with appropriate rank insignia, in accordance with the following schedule: 1000.4.2 CLASS B UNIFORM Class "B" Uniform – The Class "B" uniform is considered the Department's business uniform. This is not a utility uniform. It is worn when interacting with other county departments, county leadership, or the public. It is worn by personnel attending meetings and working on administrative- type issues. With the exception of the Fire Marshal's Office, this is the uniform of the day from 0700 to 1900, Monday through Friday, unless otherwise directed. Administrative personnel may wear business casual (i.e. khakis, shoes, sweaters, turtlenecks, windbreakers, and/or a button-down) as required. The uniform consists of the following items: (a) Appropriately colored short or long sleeve uniform shirt (White for company level and above officers, Blue for all others). Personnel will wear the appropriate type of shirt/ hat in accordance with the schedule defined by the Assistant Chief of Operations. 1. A plain white undershirt must be worn in conjunction with the white uniform shirt. 2. A plain white undershirt or Department issued T-shirt may be worn under the blue uniform shirt. (b) Dark navy-blue tie (optional, wear when appropriate with long sleeve only or as directed). (c) Blue trousers, as issued by the Department. (d) Black belt with issued buckle when wearing a tie. (e) Black shoes or boots, polished, with black socks (white if not visible). Safety toe black boots are required in the Operations section. (f) Department-issued job shirts, sweatshirts, or jackets. (g) Head Wear – Department-approved ball cap or stocking cap, except when wearing a tie. Firefighter Level I, II, III Blue with a black band Hat Badge: GALLS #CB397 Master Firefighter Blue with a silver band Hat Badge: GALLS #CB397 Lieutenant, Captain Blue with a gold band Hat Badge: GALLS #CB42 Battalion Chief White with a gold band Hat Badge: GALLS #CB410 Assistant Chief White with a gold band Hat Badge: GALLS #CB433 Deputy Chief White with a gold band Hat Badge: GALLS #CB434 Chief of Fire-EMS White with gold and gold scrambles on the brim Hat Badge: GALLS #CB242 1000.4.3 CLASS C UNIFORM Class "C" Uniform – The Class "C" uniform is the Department's utility uniform. (c) Officers must wear a plain white crew neck T-shirt without lettering. (d) Blue pants, six pocket type. (e) Department-approved Black belt. (f) Black shoes or boots, polished, with black socks (white if not visible), safety toe black safety boots are required in the operations section. (g) Head Wear – Department-approved ball cap or stocking cap. (h) Department-issued job shirts, sweatshirts, or jackets. (i) All Department golf and t-shirts must be in good condition, not faded or have any holes or tears. 1000.4.4 ON-DUTY SLEEPWEAR Physical fitness shorts and tee shirts are the minimum acceptable garments for personnel while sleeping in shared bunk rooms, or when in an area of the station visible by others. 1000.5 INSIGNIA AND ACCESSORIES (a) The collar rank will be placed one inch from the bottom edge of the collar's point on a line bisecting the collar's two edges. (b) Badges are placed just above the left breast pocket within the provided pin reinforcements. (c) The name tab will be centered on the right pocket flap with the tab's top edge on the pocket's top seam. (d) One approved lapel pin may be worn on the Class "A" dress coat or uniform shirts. Authorized pins are: IAFC, IAFF, NFFF, National Paramedic/EMT, Hanover County Years of Service Award, US Flag, or Star of Life or with prior authorization by the Chief of Fire-EMS. (e) Dress coat striping should be added to class A dress blouse as outlined below: (1) Master Firefighter rank stripe will be silver in color. (1) Lieutenant, (2) Captain, and (3, 4, 5) Chief Officer ranks will be gold in color. Reference the example below for stripe numbering by rank. The bottom of the first stripe (one closest to the thumb) should be 3" from the end of the sleeve. The separation between stripes should be 1/8". The stripes should be ½" in width with the exception of the Battalion center stripe which should be ¼" in width. (f) The Maltese Cross years of service insignia is authorized and will be the same colors as the stripes. Each cross represents 5 years of service with Hanover Fire-EMS (career/volunteer) and shall be placed on the left sleeve. Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. For example, paramedics shall not display a paramedic patch until they are successfully endorsed by the Department. 1000.6 SPECIAL CONSIDERATIONS (a) PT Uniform – Personnel will wear dark blue/grey shorts or sweat pants, issued department T-shirts, and sweatshirts while conducting physical fitness training. (b) Volunteer Member Agencies may prescribe and issue uniforms worn by volunteer members on assigned shifts. Members must attire themselves in such a manner as to promote a safe working environment consistent with the fire suppression and EMS response mission of the Department. The station- issued work uniform will be worn at any time the member is on an assigned duty shift. (c) Volunteer station leadership is authorized to submit requests for patch and logo design for their membership that is unique to their station. All requests are submitted through the chain of command to be reviewed by the executive staff. The Chief of Fire-EMS has the final authority to approve or deny the request. Approved logos may be worn on golf shirts, T#shirts, ball caps, or sweatshirts. (d) At no time should structural firefighting gear be worn in public places while personnel are not on assigned working incidents. Uniforms (SOP) - 459 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1001 Procedures-Guidelines Manual Use of Alcohol (SOP) 1001.1 PURPOSE This procedure is to establish guidelines for alcohol use in county owned buildings. It is generally the policy of Hanover County not to allow alcoholic beverages on County-owned property; however, it is recognized that the volunteer agencies in Hanover do have occasions where it may be appropriate to allow alcoholic beverages to be served as long as it is managed properly. With this in mind, the following policy is intended to outline the appropriate events where alcohol may be allowed in county#owned buildings and the management of those events. It should be clearly understood that it is not the intent of this policy to allow the consumption, storage, or serving of any alcoholic beverage on a routine basis. 1001.2 SCOPE The following procedure is intended to outline the appropriate events where alcohol may be allowed in county#owned buildings and the management of those events. It should be clearly understood that it is not the intent of this policy to allow the consumption, storage, or serving of any alcoholic beverage on a routine basis. 1001.3 PREREQUISITES The serving of alcoholic beverages may be allowed at special outside events upon the approval of the Chief or Assistant Chief. 1001.4 RESPONSIBILITIES It shall be the responsibility of the individual organization to manage all events in an appropriate manner. Career members of the department must comply with the County Human Resources Department Rules and Regulations. 1001.5 MANAGEMENT OF EVENTS Alcohol may not be stored on county property without approval of the Chief of Fire-EMS or the Assistant Chief. At no time will alcoholic beverages be served to minors. No persons that are intoxicated or appear to be intoxicated will be allowed to remain on County property. All proper Virginia Alcoholic Beverage Control licenses will be obtained by the organization. No person who consumes alcohol will be allowed to respond to any emergency calls, or make themselves available for duty within twelve hours of consumption. No persons consuming alcohol will be allowed to drive any department vehicle within twelve hours of consumption. The individual organization shall be responsible for providing adequate security arrangements for crowd control and the administration of this policy. Use of Alcohol (SOP) - 460 Published with permission by Hanover Fire EMS Hanover Fire EMS Procedures-Guidelines Manual Procedures-Guidelines Manual Use of Alcohol (SOP) Members shall not consume alcoholic beverages or other intoxicants, on-duty or off-duty, while wearing the Department uniform, or parts thereof, or any clothing bearing the Department’s brand. 1001.5 ELLIGIBLE AND NON-ELLIGIBLE EVENTS Alcohol may only be allowed for special organizational fundraising events. Alcohol may not be allowed at turkey shoots or any event where safety may be an issue. 1001.7 ROOM RENTAL Many of the company's meeting rooms are used as Community Rooms and the rental of these rooms for special events is a routine occurrence. Some of these events may request to be allowed to serve alcohol during the event. It shall generally be the policy of the Department not to allow alcohol at these types of events. Use of Alcohol (SOP) - 461 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1002 Procedures-Guidelines Manual Physical Fitness (SOP) 1002.1 PURPOSE To establish a standard and consistent physical fitness program (Fit for Duty (FFD) for all sworn members of the Hanover Fire-EMS Department. 1002.2 SCOPE All sworn members of the Hanover Fire-EMS Department are expected to participate in this mandatory program. 1002.3 PREREQUISITES Personnel must be on full duty status. Personnel may utilize station or approved outside facility fitness equipment. 1002.4 RESPONSIBILITES Sworn Personnel (a) Participate in physical fitness activities as described below during their assigned work shift. (b) Personnel will use sound exercise principles and stay within any medical restrictions as applicable. Officers (a) Ensure participation of sworn personnel in physical fitness activities. (b) Ensure work shift scheduling to accommodate physical fitness activities. (c) Ensure physical fitness activity clean-up is completed as quickly as possible. (d) Ensure activity is recorded in Target Solutions. Peer Fitness Trainers. (a) Provide physical fitness assessments, mentoring or assistance as requested and identify proactive interventions where possible. Health and Safety Battalion Chief (a) Monitor accident and injury data related to fitness activities. (b) Review requests to add physical fitness activities and perform a risk evaluation to determine suitability. 1002.5 PROCEDURE The physical health and fitness of all sworn personnel is a priority of the Hanover Fire-EMS Department. When the physical aspects of the job of firefighting are considered, it must be realized that above-average physical fitness is necessary and must be maintained. (a) Physical fitness shall be a mandatory program for all sworn department personnel. Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. Each employee should adhere to the recommendations provided by the county’s Occupational Health Provider following their annual physical, along with the recommendations from their annual fitness testing. (c) The level of physical fitness participation during on-duty hours shall be documented on each sworn employee’s annual performance evaluation. (d) All 40-hour employees should perform one (1) hour of physical fitness training at least three (3) days per week. All station personnel shall be required to perform one (1) hour of physical fitness training during their tour of duty.This training should focus on flexibility, strength and aerobic conditioning.It is recognized that extenuating circumstances may excuse physical fitness training for that tour of duty i.e., during days of extreme physical workload.This shall be at the supervisor’s discretion. (e) Peer Fitness Trainers (PFT’s) are available to assist incumbent personnel with participation in fitness programs and achieving personal fitness goals. (f) Competitive fitness activities that involve contact sports are prohibited. Use of Outside Facilities (a) Companies may utilize outside facilities within their first due district to facilitate physical fitness training and exercise.The station Lieutenant is responsible for obtaining permission from their Battalion Chief prior to using these facilities.Consideration must be given to the impact on response times when giving approval.The Battalion Chief of Administration must keep an updated list of approved external facilities. (b) It will be the responsibility of the company involved, to gain permission and acceptance from the facility they wish to utilize.After such permission is granted, approval should be forwarded through the chain-of-command to the Battalion Chief of Administration. (c) Exercise sessions should be kept to a one-hour time frame if possible (this does not include travel time, etc.). (d) Please arrange to use the facilities during off-peak periods and park apparatus in areas that do not congest the parking lot. (e) All members of the shift shall engage in some type of physical activity related to strengthening, flexibility and aerobic conditioning while at the facility. (f) All companies must remain in-service during this time and must be readily able to respond to an emergency incident. (g) Workers Compensation for any injury or illness incurred, will not cover personnel using exercise facilities or station equipment outside of regular on-duty hours. 1002.6 REFERENCES Standard Operating Procedures: Work Performance Evaluation WPE Hanover Fire-EMS Firefighter Fitness Program (To be developed/adopted by Peer Trainers) Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. Full Duty Status – Personnel’s ability to work without restrictions identified by the individual’s Primary Care Physician or the department’s Occupational Health Provider. Work Performance Evaluation (WPE) – The evaluation of a minimum level of acceptable performance of job related tasks, by a sworn member of the Hanover Fire-EMS Department. Peer Fitness Trainers (PFT) – A Hanover Fire-EMS employee who has successfully completed a National Academy of Sports Medicine (NASM) Certified Personal Trainer course or American Council on Exercise (ACE) Peer Fitness Trainer course and has been endorsed as a PFT by the Health and Safety Battalion Chief. Incumbent Personnel – Personnel who already hold an active, sworn, full duty status as a Hanover Fire-EMS employee. Approved Fitness Activities: Running/Jogging Walking Cycling Swimming Rowing Weightlifting Flexibility Exercises Resistance Training Functional Training Circuit Training Cardio Machines Aerobics Yoga Pilates Core Strength Exercises Work Performance Evaluation (WPE) Training 1002.8 QUALITY AND ACCOUNTABILITY All sworn personnel are accountable to the adherence of this Standard Operating Procedure. The level of physical fitness participation during on-duty hours shall be documented on each sworn employee’s annual performance evaluation by their supervisor. Improve the health and safety of our personnel. The requirements of this standard are the minimum requirements for the development, implementation and management of the Hanover Fire-EMS Department’s Physical Fitness Program. 1003.3 PREREQUISITES It is critical that each member of the Hanover Fire-EMS Department understands that their personal physical fitness is a priority.As fire and EMS professionals, it is critical that we maintain a high standard of physical readiness in order to meet the needs of our citizens. Personnel must be on full-duty status. Weather conditions during the evaluation must meet certain acceptable established criteria and shall not exceed the following: Heat Index > 90F Sustained Wind >25 mph Sustained Wind Chill
