  • The purpose of this procedure is to identify and define the Hanover Fire-EMS guidelines for annual participation in the Work Performance Evaluation (WPE) for sworn incumbent personnel.
  • The scope of this policy includes promoting the member's ability to perform occupational activities, improving health and safety, and meeting the minimum requirements for the development and implementation of the Hanover Fire-EMS Department's Physical Fitness Program.
  • Prerequisites include being on full-duty status and meeting certain weather conditions during the evaluation.
  • The evaluation is critical for maintaining a high standard of physical readiness to meet the needs of citizens.

Uniforms (SOP)

  • The purpose of this procedure is to outline the expected personal appearance and dress code while representing the Department.
  • This procedure applies to all members of the Department, and the authority to deviate from this procedure rests with the Chief of Fire-EMS or designee.
  • Department personnel are required to dress and groom themselves to reflect a positive, professional image.

Class A Uniform

  • The Class "A" uniform is the Department's formal dress uniform, typically worn at events when a coat and tie is appropriate.
  • The uniform consists of:
    • Blue dress coat with approved Department patches and badge.
    • Appropriately colored long sleeve shirt (White for company level and above officers, Blue for all others).
    • White crew neck undershirt.
    • Dark navy-blue tie.
    • Blue dress trousers.
    • Black belt with issued buckle.
    • Black shoes, polished, with black socks.
    • Dress cover, with appropriate rank insignia.

Class B Uniform

  • The Class "B" uniform is the Department's business uniform, worn when interacting with other county departments, county leadership, or the public.
  • The uniform consists of:
    • Appropriately colored short or long sleeve uniform shirt (White for company level and above officers, Blue for all others).
    • Dark navy-blue tie (optional).
    • Blue trousers, as issued by the Department.
    • Black belt with issued buckle (when wearing a tie).
    • Black shoes or boots, polished, with black socks (white if not visible).
    • Safety toe black boots are required in the Operations section.

Use of Alcohol (SOP)

  • Members shall not consume alcoholic beverages or other intoxicants, on-duty or off-duty, while wearing the Department uniform, or parts thereof, or any clothing bearing the Department’s brand.
  • Alcohol may only be allowed for special organizational fundraising events.
  • Alcohol may not be allowed at turkey shoots or any event where safety may be an issue.

Physical Fitness (SOP)

  • The development of an optimal level of cardio-respiratory endurance, muscular strength and flexibility, as well as the achievement and maintenance of ideal body weight is considered Physical Fitness.
  • Incumbent Personnel are personnel who already hold an active, sworn, full duty status as a Hanover Fire-EMS employee.
  • Approved Fitness Activities include:
    • Running/Jogging
    • Walking
    • Cycling
    • Swimming
    • Rowing
    • Weightlifting
    • Flexibility Exercises
    • Resistance Training
    • Functional Training
    • Circuit Training
    • Cardio Machines
    • Aerobics
    • Yoga
    • Pilates
    • Core Strength Exercises
    • Work Performance Evaluation (WPE) Training

Quality and Accountability

  • All sworn personnel are accountable to the adherence of this Standard Operating Procedure.
  • The level of physical fitness participation during on-duty hours shall be documented on each sworn employee’s annual performance evaluation by their supervisor.
  • Daily fitness activity shall be recorded in Target Solutions.

Uniforms (SOP)

  • Crew neck T-shirts must be gray, department-issued, and in good condition.
  • Officers must wear plain white crew neck T-shirts without lettering.
  • Blue pants must be six-pocket type.
  • Belts must be department-approved black belts.
  • Shoes or boots must be black, polished, and have black socks (white if not visible).
  • Safety toe black safety boots are required in the operations section.
  • Head wear must be department-approved ball caps or stocking caps.
  • Job shirts, sweatshirts, or jackets must be department-issued.
  • All department golf and t-shirts must be in good condition, not faded or have holes or tears.

On-Duty Sleepwear

  • Physical fitness shorts and tee shirts are the minimum acceptable garments for personnel while sleeping in shared bunk rooms or visible areas.

Insignia and Accessories

  • Collar rank must be placed one inch from the bottom edge of the collar's point.
  • Badges must be placed just above the left breast pocket.
  • Name tabs must be centered on the right pocket flap with the tab's top edge on the pocket's top seam.
  • One approved lapel pin may be worn on Class "A" dress coats or uniform shirts.

Use of Alcohol (SOP)

  • Members must not consume alcohol while on duty or off duty while wearing the department uniform.
  • Alcohol may be allowed for special organizational fundraising events.
  • Room rental events may request to serve alcohol, but it's generally not allowed.

Physical Fitness (SOP)

  • Purpose: To establish a standard and consistent physical fitness program (Fit for Duty) for all sworn members.
  • Scope: All sworn members of the Hanover Fire-EMS Department are expected to participate in this mandatory program.
  • Prerequisites: Personnel must be on full-duty status and use sound exercise principles within medical restrictions.
  • Responsibilities: Sworn personnel must participate in physical fitness activities, officers ensure participation and scheduling, and peer fitness trainers provide assessments and mentoring.
  • Procedure: Physical fitness activities must prioritize health and safety, and competitive fitness activities involving contact sports are prohibited.
  • Use of outside facilities requires permission from the Battalion Chief, and exercise sessions should be kept to one-hour time frames.

Work Performance Evaluation (SOP)

  • Purpose: To identify and define the Hanover Fire-EMS guidelines for annual participation in the Work Performance Evaluation (WPE) for sworn incumbent personnel.
