# SAFETY & EMERGENCY PROCEDURES MANUAL ## STANDARD OPERATING PROCEDURES ### 7.1 Flight Preparation Instructions #### 7.1.1 Cabin Crew Checklists - Checklists are intended to be used by cabin crew as a quick reference to ensure that all aspects of safety and security duties are completed during the different stages of flight. - Are you aware that you are seated next to an emergency exit? - Are you willing to operate this exit in case of an emergency? - Before take-off & landing, please ensure that your baggage is kept in the overhead stowage - Fueling operation (refueling or defueling, as applicable) is one of the most safety critical aircraft ground handling operations due to the hazards and risks involved. - The provisions of this chapter compliments airside safety and fueling safety requirements described in the GOM. #### 7.2.1.1 General Safety Precautions (OM-A 8.2.1.4) - When within the fueling safety zone, crew shall ensure that they; - Do not smoke. - Do not use any handheld portable electronic devices including cellphones, portable music player, portable game units, earpieces or headsets. - Assume that fueling is taking place anytime a fuel vehicle is on the stand during aircraft servicing and fuel hoses connected. - Do not use items which could be sources of ignition or fire, e.g. matches, open flames, flashbulbs, electronic cigarettes, etc. during fueling operations on the aircraft stand. - Other general safety precautions are: - Connecting/disconnection of electrical equipment to aircraft during fueling/de-fueling is strictly forbidden. - Fueling shall be suspended during thunderstorm activity. - If any hazard arises during the fueling operation, the fueling process shall be stopped immediately. #### 7.2.1.2 Fueling with Crew or Other Persons Embarking, On board or Disembarking (OM-A 8.2.1.5) - On occasions where crew or personnel engaged in aircraft servicing (security, ground handling, maintenance, etc.) without passengers onboard and fueling operations are taking place, the following conditions shall be met: - The Left Crew Confirmation Call (LCCC) shall be used to pass the following checks: - Pre-passenger boarding checks (safety checks, security search and emergency lights) - Door Armed/Disarmed checks - Cabin secure checks for take-off, landing and planned emergency - Post-passenger disembarkation cheks - Once cabin crew have completed their checks, the SCCM shall initiate an ALL-ATTENDANT call. - Only LHS minimum cabin crew shall pick up their interphone. - The following general guidelines shall be observed when operating cabin doors: - The person responsible for the fueling operation - Establish and maintain an open communication channel with the flight crew on the aircraft via the most appropriate and immediate means. - Inform the flight crew when fueling is about to begin and when fueling has been completed. - Notify the flight crew if spillage occurs or any other hazard arises during the fueling operation. - Stop fueling at any time the flight crew request fueling to be stopped. - Ramp Supervisor - Ensure that the ground area beneath and immediately around the designated primary and secondary exits is always unobstructed and available for rapid deplaning and/or emergency evacuation, as applicable. - If boarding via passenger stairs, ensure the stairs are positioned at the applicable aircraft cabin doors. - In the event of a fuel spillage, assist the fueling operator to alert qualified personnel on board the aircraft, where required. - The Fueling Operator - In the event of a fuel spillage or fire: - Stop the fueling operations and summon the airport rescue and firefighting service. - Alert qualified personnel on board the aircraft (flight crew or Engineer) via the most immediate means. - Where required, seek the assistance of the Ramp Supervisor to alert qualified personnel on board the aircraft, in order to ensure the fueling equipment remains attended by a qualified fueling operator. #### 7.2.1.3.2 Requirements and Location of Exits (OM-A 8.2.1.6.2) - All aircraft, except the A380, shall have at least one primary exit and one secondary exit on the left-hand side of the aircraft, designated for rapid deplaning or emergency evacuation. - The A380 requires two primary exits, both of which may be on the main deck, and one secondary exit. - Primary Exit - Cabin doors on the left-hand side forward of the wing served by a passenger boarding bridge or passenger stairs, shall be designated as primary exits. - Where one passenger boarding bridge or passenger stair is attached forward of the wing, it will be designated as the primary exit. - Where two boarding bridges or passenger stairs are attached forward of the wing, both doors will be designated as primary exits. - Secondary Exit - The aft most cabin door on the left-hand side is designated as the secondary exit. - Passenger stairs at the secondary exits are not required for the refueling process. #### 7.2.2.1.2 Door Pre-flight Check - The pre-flight check of a cabin door shall be conducted by the assigned cabin crew and collectively by the SCCM, where applicable on the aircraft type: - Prior to the first flight on an aircraft during a duty period; - After a new crew has assumed control of the aircraft; - An aircraft has been left unattended by a crew for any period of time - Any defect or discrepancy with the doors shall be reported to the SCCM and the Commander. #### 7.2.2.1.3 Stop, Drop, Review - In order to mitigate inadvertent slide deployment, crew shall use the "Stop, Drop, Review" procedure anytime they are arming or disarming a cabin door. - "Stop, Drop, Review" shall be carried out with the crew standing directly in front of the cabin door and at an adequate distance to be able to see the entire door features. - The crew member shall: - STOP everything they are doing and focus on the door - DROP their hands and let their eyes focus on the door first - REVIEW the SOP for the action required mentally - Only after completing the above shall the crew proceed with the required cabin door operation as per SOP. #### 7.2.2.1.4 Arming and Disarming ##### Arming - Arming of all cabin doors shall take place at the stations after every flight, prior engine start. - Minimum cabin crew shall proceed to their stations after SCCM PA, 'Ground staff leave the aircraft', check outside their door to ensure no ground equipment is connected and notify the SCCM immediately, if any.. - SCCM shall announce via PA, Cabin Crew arm doors and cross check, after closing the last cabin door, airbridge and/or step is removed, and no notification received from cabin crew. - Cabin crew shall arm their door, as specified in the SEPM respective aircraft type chapter. - SCCM shall check the door status (where applicable) to ensure that all doors are armed. - SCCM shall obtain a verbal confirmation that all doors have been armed and cross checked via SEPM 7.1.2 Left Crew Confirmation Call (LCCC). #### 7.2.1.3.1 Specific Responsibilities for Fueling with Passengers Embarking, On board or Disembarking (OM-A 8.2.1.6.1) ##### Flight Crew - Establish communication with the person responsible for the fueling operation via the aircraft inter communication system. - Maintain communication with the cabin via the PA system or the aircraft inter communication system. - Inform the cabin crew/occupants when fueling is about to begin and when fueling has been completed. - Be prepared to initiate a rapid deplaning or emergency evacuation (if necessary). - Immediately stop the fueling operation should fuel vapor be detected inside the aircraft, if fuel spillage occurs or if any other hazard arises. ##### SCCM - Identify the location of the primary and secondary exits and inform the cabin crew. - Ensure sufficient cabin lighting is available. - Ensure cabin crew are at the primary and secondary exits and one cabin crew is in the vicinity of the remaining exit pairs. - Ensure that announcements are made to the passengers as defined in CCQRH Chapter 5 Safety Announcements. - Ensure that ground servicing inside the aircraft is conducted in such a manner that it does not create a hazard and that the aisles and emergency exits are unobstructed. - Notify the flight crew if the presence of fuel vapor is detected inside the aircraft, or any other hazardous condition or situation has been determined to exist during fueling operation. ##### Cabin Crew - Remain alert for potential hazardous conditions (e.g. fuel vapor). - Secure all curtains and rope class dividers in the open position and ensure that the aisles are free from any obstacles. - Ensure that the designated primary and secondary exits are unobstructed. - Be prepared to initiate an emergency evacuation or rapid deplaning if necessary. - Be aware of the location of special category passengers to ensure a safe emergency evacuation of these passengers if it becomes necessary. #### 7.2.1.3 Fueling with Passengers Embarking, On board or Disembarking (OM-A 8.2.1.6) - Fueling when passengers are on board, embarking or disembarking is allowed (except where prohibited by local regulations as stated in OM-C / Route Information Manual / Airport Briefs), provided the following conditions are met to ensure a coordinated and expeditious evacuation of the aircraft. - The minimum cabin crew complement in column "Non LRV" defined in SEPM 1.3.2.1.2 Minimum Cabin Crew Complement Required for Passenger Flights shall be onboard and be prepared for an immediate emergency evacuation. - A flight crew member shall always be on the flight deck to establish communication aircraft inter-communication system with the ground person performing the fueling procedure. - Exits: - The number and location of the primary and secondary exits are defined in SEPM 7.2.1.3.2 Requirements and Location of Exits. - If one or more of these exits are deemed unsuitable, the commander shall brief the SCCM and the person responsible for coordinating the turnaround on the use of alternative exits. - The person responsible for coordinating the turnaround shall brief the ramp supervisor accordingly. - When the secondary exit is not served by passenger stairs, the door shall be kept CLOSED with door lever in the DISARMED position. - If emergency evacuation is required, the door shall be ARMED, to allow slide inflation. - Ground handling activities and work inside the aircraft such as catering and cleaning should be conducted in such a manner that they do not create a hazard and that the aisles and emergency exits are unobstructed. - 'No Smoking' placards shall be visible and signs shall be ON, together with interior lighting to enable emergency exits to be identified. - 'Fasten Seat Belts' signs should be OFF. - One cabin crew shall always be present at each boarding door, each nominated primary and secondary exit, whilst other cabin crew shall remain in the vicinity of the remaining exits pairs to monitor passenger safety and, if required, initiate a rapid deplaning or emergency evacuation. - If required by the airport authority a fire truck shall be present during the entire fueling process. - The ground area beneath the exits designated for slide deployment shall be kept clear at doors where stairs are not in position in the event an emergency evacuation is required. #### 7.2.2.1.5 Opening and Closing ##### Opening - Cabin door opening procedures shall only commence after the "Fasten Seatbelt" sign is switched OFF and the SCCM announces "Cabin crew clear to open doors". - Before opening a cabin door, crew shall: - Obtain positive clearance check from ground personnel who will knock twice and give the thumbs up to confirm that ground equipment (PBB/steps) is properly positioned by the cabin door, and it is safe to open the door. - Carry out a door warning check as follows. - Door operator shall: - Ensure the door is disarmed (refer to respective aircraft type chapter) - State, Door Warning Check Required - Second operating crew member shall: - Position himself at the side of the door closest to the arming system - Cross-check to ensure door is disarmed - Place the back of their hand over the arming system to prevent the door from being re-armed - Confirm Door Warning Check Completed - Remain at the door, with the door operator and monitor the operation until the door is fully open #### 7.2.2.1.3 Stop, Drop, Review - In order to mitigate inadvertent slide deployment, crew shall use the "Stop, Drop, Review" procedure anytime they are arming or disarming a cabin door. - "Stop, Drop, Review" shall be carried out with the crew standing directly in front of the cabin door and at an adequate distance to be able to see the entire door features. - The crew member shall: - STOP everything they are doing and focus on the door - DROP their hands and let their eyes focus on the door first - REVIEW the SOP for the action required mentally - Only after completing the above shall the crew proceed with the required cabin door operation as per SOP. #### 7.2.2.1.4 Arming and Disarming ##### Arming - Arming of all cabin doors shall take place at the stations after every flight, prior engine start. - Minimum cabin crew shall proceed to their stations after SCCM PA, 'Ground staff leave the aircraft', check outside their door to ensure no ground equipment is connected and notify the SCCM immediately, if any.. - SCCM shall announce via PA, Cabin Crew arm doors and cross check, after closing the last cabin door, airbridge and/or step is removed, and no notification received from cabin crew. - Cabin crew shall arm their door, as specified in the SEPM respective aircraft type chapter. - SCCM shall check the door status (where applicable) to ensure that all doors are armed. - SCCM shall obtain a verbal confirmation that all doors have been armed and cross checked via SEPM 7.1.2 Left Crew Confirmation Call (LCCC). #### 7.2.3.10.4 Care of Crew Handling Procedure (OM-A 8.2.3.11.4) - Some special cargo shipments require confirmation of delivery and are transported under the care of the crew. - When such shipments are transported onboard Etihad aircraft they will be accompanied by a "Care of Crew Special Cargo Form". - Typical shipments requiring this form are: - Live human organs - Blood samples - Vehicles (keys) ##### Departure procedure - The entrusted package shall be delivered to the SCCM by Cargo rep or the Ground Handling Agent (GHA).. - SCCM shall acknowledge acceptance and sign the "Care of Crew Special Cargo Form". - a signed copy shall be retained by cargo rep/GHA - other copies shall be retained by the SCCM - SCCM shall liaise with the commander on the stowage of the entrusted package. - SCCM shall notify the Aircraft Dispatcher/Turnaround Coordinator the exact loading position prior departure. ##### Arrival procedure - The entrusted package shall be handed over by the SCCM to the Cargo representative or GHA. - The cargo rep/GHA shall acknowledge receipt and sign the "Care of Crew Special Cargo Form". - a signed copy shall be retained by Cargo rep/GHA - other copies shall be retained by the SCCM #### 7.2.4 Passenger Handling (OM-A 8.2.5) #### 7.2.4.1 Embarking and Disembarking Passengers (OM-A 8.2.5.1) - Passenger boarding may only commence upon provision of boarding clearance unless green light boarding process is applicable. - Before embarking/disembarking, ground staff shall ensure that passenger ground equipment (PBB/steps and guard rail) are properly and safely placed at the aircraft doors and in locked position. - The step between the ground equipment and aircraft shall not be too high and the guard rail shall be secured against the aircraft. - Cabin crew positioned at the aircraft door shall stop passenger embarkation/disembarkation and notify the ground staff to reposition the equipment, should they observe any safety hazards (ground equipment is not positioned safely e.g., the drop from door sill is too low or too high). - When passengers are embarking/disembarking, the minimum cabin crew complement shall be on board the aircraft to execute an emergency evacuation should conditions dictate and also to guide passengers regarding seat location and hand baggage storage.. - Passenger embarkation may commence as long as the provisions in SEPM 1.3.2.1.1 Minimum Cabin Crew Complement Required for Passenger Embarkation are met. - Placement and restraint of pet carriers on passenger seats shall be in accordance with SEPM 7.2.3.7 Baggage Items on Cabin Seats. #### 7.2.3.8.3 Mix of Live Animals in the Cabin (OM-A 8.2.3.8.3) ##### Maximum Number - When there is a mix of service dogs and pets in the cabin the maximum number of service dogs/pets carried shall be as follows: | Class of Travel | Max number of pets allowed in cabin | Max per flight | |---|---|---| | First | 1* | 4 | | Business | 1* | 4 | | Economy | 4 | 4 | * May be increased to a total of two in the applicable class, where two passengers are travelling together and wish to bring one pet each from the same household/family. - There is no limit to the number of service dogs allowed on a single flight provided the number of passengers travelling with a service dog does not exceed the number of ABPs capable of assisting with an emergency evacuation. ##### Segregation - Where there is a mix of pets, service dog and/or falcon in the cabin on the same flight, the following segregation rules shall apply: | Item | Segregation requirement | Falcon | |---|---|---| | Pet dog/cat | Minimum 7 rows apart * | Not in same class | | Service dog ** | Minimum 10 rows apart | Minimum 10 rows apart | | Falcon ** | Not in same class | No segregation requirements | * Segregation is not required where multiple pets are with passengers travelling together, i.e. the pets are from the same household and are known to each other. ** Segregation is not required for service dogs travelling from the USA. Pets and falcons may be re-seated. #### 7.2.3.9 Offloaded Passenger Baggage (OM-A 8.2.3.9) - All checked baggage of passengers who fail to board (or who board and subsequently disembark) shall be identified and offloaded by ground staff prior to departure. - The ground staff responsible for turnaround coordination shall verbally inform the commander and SCCM of any missing passengers, including whether they have checked baggage. - Where the missing passenger(s) have checked baggage, the person responsible for turnaround coordination shall: - Coordinate with the ramp supervisor to ensure all checked bags of missing passengers are identified and offloaded. - Verbally update the commander and SCCM on progress, including confirmation when the applicable bags have been offloaded. #### 7.2.4.1.2 Remote Stand Disembarkation (OM-A 8.2.5.1.2) - Occasionally, aircraft are parked at remote stands. - Passenger steps are utilized to allow for passenger boarding and disembarkation and may be placed at any of the following locations: | Aircraft Type | Passenger steps location | |---|---| | A320/321 | L1 & L4 | | A350 | 2L & 4L | | A380 | M1L & M5L | | B777 | L2 & L5 | | B787 | L2 & L4 | - On the A350 and B787, after passenger disembarkation is completed, cabin crew shall close the 4L/L4 door to allow for the offloading of baggage from the bulk hold. - If the ground equipment is not positioned correctly, the SCCM shall document this in a CSR. #### 7.2.4.2 Seat Allocation (OM-A 8.2.5.2) - All persons on board aged 2 years or more shall occupy a fixed seat fitted with a safety belt. - Approved CRD may be used for infants and/or children in compliance with the manufacturer's installation instructions and any restrictions. - Seat allocation shall permit access to emergency evacuation doors and the assistance of the cabin crew. - Passengers who are permitted to sit on the jump seats shall be instructed on the use of oxygen masks, emergency exits, seat belts and life vests. - For safety reasons, only authorised ABPs are allowed for transportation on vacant jump seats in the cabin and in the flight deck. #### 7.2.3.10.4 Care of Crew Handling Procedure (OM-A 8.2.3.11.4) - Some special cargo shipments require confirmation of delivery and are transported under the care of the crew. - When such shipments are transported onboard Etihad aircraft they will be accompanied by a "Care of Crew Special Cargo Form". - Typical shipments requiring this form are:
