PURPOSE POLICY ACCRUAL OF COMPENSATORY TIME DOCUMENTATION USE OF COMPENSATORY TIME I. PURPOSE APPROVAL: NUMBER: Dale Coleman Chief of Police GO 2-13.0 REFERENCE: Current Collective Bargaining Agreement RESCINDS: None The purpose of this order is to establish guidelines for the accrual and usage of compensatory time. II. POLICY It is the policy of the Oviedo Police Department to allow those members in the Officer/Sergeant bargaining unit to accrue and use compensatory time as outlined in this order. III. ACCRUAL OF COMPENSATORY TIME A. To be eligible for compensatory time, officers and sergeants must have worked the first eighty-four (84) hours in a pay period (any leave time taken does not count as hours worked). Hours worked above the eighty-four (84) hours in the pay period are eligible for conversion to compensatory time. B. Compensatory time will be accrued and posted at the overtime rate. C. The maximum accrual of compensatory time shall be eighty-four (84) hours. Oviedo Police Department GO 2-13.0 Compensatory Time IV. Page 2 of 3 D. Once eighty-four (84) hours of accrued compensatory time has been reached, members shall automatically be paid for all hours worked more than an eighty-four (84) hour pay period until the compensatory time balance is reduced. E. The twelve (12) hours worked on a holiday and the holiday pay for working the holiday are not eligible for compensatory time. However, any hours worked more than the scheduled shift are eligible for compensatory time. F. Compensatory time may be required at the discretion of the department. G. The department may designate additional tasks, operations, special assignments, or events as specified for compensatory time. H. The accrual of compensatory time is at the sole discretion of the department. DOCUMENTATION The following procedures will be followed to ensure compensatory time is tracked correctly: V. A. The supervisor will be responsible for moving the desired overtime hours from the overtime category in Kronos to compensatory time utilizing the procedure set forth by the City IT department. B. Since overtime eligible for conversion to compensatory time will not be determined until the last work day of the pay period, the process shall only be completed on the officer/sergeant’s last work day of the pay period. USE OF COMPENSATORY TIME Compensatory time may be utilized upon request by the member as follows: A. The use of compensatory time does not mitigate minimum staffing requirements. B. Compensatory time may be used in lieu of or to supplement annual leave. C. Compensatory time may be used in the event that sick leave has been exhausted. D. A member’s supervisor may require the use of compensatory time for requested time off as the first leave option as long as accrued vacation time will not be forfeited. If overtime usage for the member’s section or division exceeds budgetary limits, compensatory time may be imposed. F. Consistent with the current Collective Bargaining Agreement, bargaining unit members may roll-over up to forty-two (42) hours of compensatory leave each year, but all other accrued compensatory time in excess of fortytwo (42) hours must be used prior to the end of a fiscal year. G. The department may designate when overtime shall be compensated as compensatory time. H.
