Through projects and activities, student councils work to: 1) PROMOTE CITIZENSHIP 2) PROMOTE LEADERSHIP 3) PROMOTE SCHOLARSHIP 4) PROMOTE HUMAN RELATIONS 5) PROMOTE CULTURAL VALUES A student council is a group of student leaders who work with an adult advisor to collaborate with others to impact their school community, which impacts their city or town, which impacts our state, which impacts our country, which changes the world. 1. PROMOTE CITIZENSHIP By supporting and further developing democracy as a way of life By involving students in meaningful, purpose-oriented activities By helping each student develop a sincere regard for law and order appropriate to this democratic society By leading each individual in developing a sense of personal responsibility and earned self-respect By example through teaching the processes and procedures of a democracy 2 By encouraging desirable attitudes and the continuous upward development of valued patterns of good citizenship By providing a forum for student opinions, interests and desires so these may be understood by the entire student body, faculty, administration and community By honestly reflecting and interpreting the student viewpoint 2. To develop and provide opportunities for leadership and service in the local school and in the community. To encourage personal growth of leaders through participation in district, state and national meetings and organizations. To provide a living workshop of democratic processes, through such activities as elections, participation in a constitutional representative assembly, etc. To contribute to the educational experiences of students by providing them with a positive involvement in the school, with widened areas of responsibilities and with more direct participation in organizing and implementing activities. To promote respect for law and order and the general welfare of the school and community. To promote an awareness of human relations, of power structures and how one effectively operates within them. These objectives are realistically approached through increasing avenues of cooperation among the administration, faculty and students. To provide a viable means for student expression and an increasing amount of self-direction. To improve understanding between and within groups through interaction and communications. To increase student involvement and school pride. 7 ARTICLE NO : 9C/03 TITLE : STUDENT COUNCIL DIVISON THE STUDENT COUNCIL is be divided into A. The EXECUTIVE members B. The ASSOCIATE members C. The DIVIDEND members Basic throughout to EXECUTIVE, ASSOCIATE, DIVIDEND members : A. The EXECUTIVE members: They have the EXECUTION and IMPLEMENTATION powers in school. Their key task to maintain the DECORAM and DISCIPLINE in school. They are responsible for handling any kind of event in the school. B. The ASSOCIATE members: They are responsible for the ADMINISTRATION work of school i.e Finance for an event, Keeping track of event records, managing events, managing student council They do not have EXECUTION and IMPLEMENTATION powers except CULTURAL SECRETARY They are not responsible for maintaining DECORAM and DISCIPLINE in school. Their key task is to provide ADMINISTRATIVE HELP to executive members. C. The DIVIDEND members: They are not a member of STUDENT COUNCIL. They can be referred as ‘PARTICIPANTS’ in Council Assemblies. He is having the supreme powers along with Head Girl. He have powers to rule all the Executive members (Except Head Girl ) and Associate members (except Speaker, Council Secretary and Council Entitlement ) and whole school students. ROLES You will jointly chair the School Council. You will make sure that student voice is represented in key decisions and developments within school. You will represent School and student body at a variety of public functions during the year. To organise and plan regular meetings with the School Council and ensure that decisions are carried out. To be internal and external ambassadors for the school and to act as role models for all students at school To greet important visitors to School Charity and fund-raising events To maintain DECORAM of school PERSONAL QUALITIES Leadership Work well in a team Time-management and very good organisational skills Ability to talk confidently and appropriately to parents and staff Ability to talk confidently and appropriately to students Willingness to get to know the students in the lower years Politeness Maturity Clear judgement Responsibility Reliability ADDITIONAL DUTIES 13 A Head Boy Supremely Governs Vice Head Boy and all House Captains, Viceroys and Prefects, Head Boy have power bring any bill to the council. 5.2 HEAD GIRL Head Girl is the PRESIDENTIAL Position of the Council Assembly She is having the supreme powers along with Head Boy She have powers to rule all the Executive members (Except Head Boy ) and Associate members (except Speaker, Council Secretary and Council Entitlement ) and whole school students. ROLES AND PERSON QUALITIES OF 3.2 IS SAME AS 3.1 ADDITIONAL DUTIES A Head Girl Supremely Governs Vice Head Boy, Vice Head Girl, Sports Captain ,Vice Spots Captain and Position 2 members of Association She is not supreme governor of House Captain However still she have right to observe and guide House Captains Sports Captain is the Chief Secretary of Head Girl. Sports Captain have to report to Head Girl. Head Girl have power to bring bill in the council. 5.3 VICE HEAD – BOY Vice Head – Boy is the Second most utmost position in Student Council. He is the Secretary of Head Boy. ROLES You will attend School Council meetings and chair these in the absence of the Head Girl and Head boy. You will circulate agendas and take minutes for the meetings. You will attend a variety of public functions during the year 14 To liaise with the Head Girl and Head Boy to help organise and plan regular meetings with the School Council and ensure that decisions are carried out. To be internal and external ambassadors for the school and to act as role models for all students To act as a Peer Mediator for the students in the lower years (training will be given) To arrange morning assemblies and other events at school. He also have to maintain DISCIPLINE in school. You are the Secretary of Head Girl. You have to involve in each EVENT of school and have to bears a supreme responsibility. Sports Captain have power to bring bill to council regarding sports ONLY. PERSONAL QUALITIES 3 C’s Caring, Courageous, and Consistent Caring : Great captains have an undeniable passion for the game, for competing, and for their teammates. Courageous : Captains are willing to step up. As a courageous captain, you must “walk the talk” and you cannot be afraid to compete in the worst of situations Effective captains need to be the model of consistency. To be a consistent captain you need to hold yourself to a standard of giving 100% effort in every practice and game. 5.6 VICE SPORTS CAPTAIN Vice Sports Captain is the Secretary of Sports Captain He have to follow the assistance by Sports Captain 16 Roles played by Sports Captain is same for Vice Sports Captain 5.7 HOUSE CAPTAINS House Captains of all Four houses are the Chief in governing their houses. They are answerable to House Masters ROLES To be held responsible for the progress of the House. To represent class 7,8,9 students at Council meetings 5.9 PERFECTS Perfects of all Four houses are the third most superior in governing their houses. To represent class 6,7,8 students at Council meetings ARTICLE NO: 9C/06 TITLE : ROLES OF THE ASSOCIATE MEMBERS. ASSOCIATE member are a part of student Council. They are not elected (except : Speaker) but directly appointed. 4.1 COUNCIL SPEAKER The speaker of the student council is the presiding officer and the highest authority of the council. The speaker is elected generally before all the election and appointments starts in school. ROLES The Speaker of the Student Council conducts the assembly in house to present bill or regular meeting. They maintain discipline and decorum in the house and can punish a member for unruly behaviour with respect to law after suspending them. They also permit the moving of various kinds of motions and resolutions such as a motion of no confidence, motion of adjournment , retardation motion. The Speaker decides on the agenda to be taken up for discussion during the meeting. All comments and speeches made by members of the House are addressed to the Speaker All bills passed requires the speaker’s signature to go to the authority’s cabin for its consideration Speaker can also be elected by Vice – Principal on a nomination basis 4.1.2 PRO SPEAKER Pro Speaker is not a member of ASSOCIATION but he conducts assembly when Speaker is unable to do so. He/ She can be from either EXECUTIVE or DIVIDEND. A term for pro speaker is only 2 months i.e their will be 6 pro speaker in a year. Pro Speaker is directly appointed by Vice Principal on self nomination basis. Pro Speaker have same roles as a Speaker but cannot sign a bill. 18 Pro Speaker cannot be removed from his position till his tenure ends. Pro Speaker can be re appointed but with mandatory single gap. The Pro Speaker is answerable to the House There is no separate seat for the PRO SPEAKER, he is one of the member of the Council. 4.2 COUNCIL SECRETARY A COUNCIL SECRETARY is a post offered which a superior to Execution and Association. He have to keep track of all the meetings and bills of assembly. He is superior to Head Boy and Head Girl and even can question them for their unruly behaviour and failures. A Council Secretary is the administrator of Council assemblies. He is either Appointment or elected when division fails. He have powers to question any of the council member and can retard them for their failures He cannot question speaker and entitlement. A council secretary have to sign a bill after signature of speaker and then submit it to cabin. He can even sit on speaker position by Speaker permission during any retardation motion. He is Supremely answerable to cabin about council meetings or house meetings. 4.3 COUNCIL ENTITLEMENT The Student on ENTERTAINMENT position is a member of committee of Privileges It examines the cases of breach of privileges of the House and its members and recommends appropriate action. He is appointed by Speaker He have powers to dismiss any person from council with permission from cabin except Speaker or can bring no confidence motion to council He make sure that no member misuse his powers either during assembly or during regular campus days. He will have to report to Faculty. Duration will be of 6 months 19 4.4 CULTURAL SECRETARY He have EXECUTIVE powers The Cultural Committee shall be responsible for all intra and inter collegiate cultural events in the College. To plan and schedule cultural events for the academic year. (Tentative dates to be included in the academic calendar of the institute.) To prepare budget for all cultural events and take necessary steps for its approval. The Convener of the committee shall conduct a meeting of the committee to discuss and delegate task Procedure to organize cultural events : To prepare the Annual Budget for various cultural event To obtain formal permission from the College authorities to arrange program To decide the date, time and agenda of the program to inform members of staff and students about the event To arrange the venue and logistics (audio/video system, dais, podium etc).To invite the Chief Guest and other dignitaries To arrange mementos for guests and gifts/certificates for the participants The committee shall display on the Notice Board/Website information about festivals to be celebrate He have powers to bring bill to council regarding cultural events ONLY. 4.5 COUNCIL TREASURER He is 2ND secretary of Cultural Secretary He will help cultural secretary to prepare budget. He is main head to event accounts. Responsible to distribute budget to various committees. 4.6 COUNCIL HISTORIAN The Historian will keep a record of all Council activities and be responsible for taking pictures or otherwise documenting all Student Council events. He is the secretary of Council Secretary. 📌DIVIDEND MEMBERS: They have right to apply for any kind of PROPOSAL of PROBLEMS, REQUEST, REQUIREMENTS, NECESSITIES and CHANGES. 20 OPPOSITION LEADER: The candidate who have lost Head Boy and Head Girl will become opposition leaders and can be a part of council meetings.. They can also question on the working of PRESENT Council members when needed. REPORTERS: Council also allows Reporters to attend council meetings however they are not allowed to question anyone in the council. They can question outside the assembly. -In meeting, they can observe and record things to share it with the school. - They can only enter with the permission of Speaker. Meeting with respective voters. 26 3 ELECTIONS On the election day, all the Executive, Association and Dividend vote for both Head Boy and Head Girl through EVM The Candidates who will not be able to cast their vote on Election day will cast their vote in one day advance through ballot paper. The No. of Votes as follow: EXECUTION : 16 Votes ASSOCIATION: 6 Votes DIVIDEND : 72 Votes + 6 Votes TOTAL : 100 Votes In addition, Class 11 and 12 all students will vote for Head Boy and Head Girl. To Hold Power : 49 % are required 4 RESULT If One candidate from 3 candidate won, then he/she have full right to hold the power. If not the DIVISION shall fails and the Results shall go to the Speaker with disclosing in the SELECTIVE SESSION of Council. The Speaker will see the results and ask the 3 candidate to form a council and 2 of them have to nominate themselves for the position of Head Girl/ Boy and the Council Secretary and the 3rd will automatically become a member of opposition This Council can only be accepted if all 3 are satisfied with their position, if anyone of them said NO , then the council will fail and METHOD 2 to elect Head Boy/Girl have to be strictly opted. METHOD 1 : THE PROCEDURE TO FORM COUNCIL IS : 1. Division Fails 2. Speaker will ask all 3 candidate to form council for 30 Minutes only and then to present their personal opinion to JOINT SECRETARY. 3. If JOINT SECRETARY feels any kind of tension or disinterest in the opinion of 3 candidates, He have power to fails the council and go for method 2. 27 4. If not, JOINT SECRETARY will accept the Council and transfer the Opinion sheet to Speaker 5. Speaker then again ask the 3 candidate about their opinion on their council, If anyone of them say NO then Speaker have right to accept or reject the council immediately based on the voting % in elections. 6. If Speakers accepts, then the Council member 1 will be our new Head Boy/ Girl ; Member 2 will be our new council secretary and member 3 will be part of Opposition. METHOD 2 : VOTING BY TEACHERS 1. If the Council fails, voting by TGTs and PGTs will be done. 2. In this, the speaker will declare the council as FAIL and reveal the results. 3. The top 2 will get votes only, 3 ranker will not be involved as a candidate in voting. 4. The winner will be new HEAD BOY/GIRL 5. This is to take care that in this method , candidate who score 2nd rank shall not be entitled as COUNCIL SECRETARY. This post as be filled by normal procedure of nomination. 6. Both the 2nd and 3rd ranker candidates will be automatically added to opposition THE ABOVE TWO PROCEDURE SHOULD BE USED WHEN DIVISION FAILS , TO ELECT HEAD BOY AND HEAD GIRL AND SHALL BE DONE BY SPEAKER. HERE, ELECTION COMMITTEE PLAYS NO ROLE. If Division fails in both Head boy and Head Girl case, then method one should be followed till council fails. If council do not fail in both Head boy and Head girl, then Member 1 should be considered as NEW HEAD BOY/ GIRL TO elect COUNCIL SECRETARY, voting by whole council (Executive, Associate, Dividend along with TGTs and PGTs should be done. The 2nd members of Head boy/ girl , who gets more votes will be new council secretary and others will be a member of opposition. PROCEDURE TO ELECT SPORTS CAPTAIN Procedure to elect sports captain is very simple. He have to be elected before HEAD BOY/GIRL elections. 28 Students belonging to SPORTS CLUB shall be entitled to vote ONLY. The Procedure involves : 1. Interested candidates have to give their application to Sports Incharge. 2. He will select minimum 2 or maximum 3 candidates for elections 3. A date for elections to be announced. 4. All the council members have been given 3 warrant cards on basis of the indiscipline created by them, These cards can be given by position 1 and position 2 members of Chairing committee GREY CARD : This card is given as a warning. BLUE CARD : This card is the second chance and last chance for indiscipline BLACK CARD : A members who got black card will be removed from his position and another suitable student will be given that position. WHO CAN REMOVE A STUDENT COUNCIL MEMBER ? 1. PRINCIPAL 2. VICE PRINCIPAL 3. NO CONFIDENCE MOTION 4. IMPEACHMENT 5. CARDS 1. Principal can remove any student from council member if he finds that student not responsible. The method is A Principal cannot remove a student directly but he have to give one chance to student instead of two by giving him directly the BLUE CARD. A student who did blunder mistake can be directly given BLACK CARD. 2. Vice Principal have powers to give cards to irresponsible students of student council, on getting a black card ,the student will be out of student council. Vice principal can give card to irresponsible student on advice of any teacher 33 3. NO CONFIDENCE MOTION : A vote of no confidence, also variously called a motion of no confidence, no- confidence motion, motion of confidence, or vote of confidence, is a statement or vote about whether a person in a position of responsibility is still deemed fit to hold that position, such as because they are inadequate in some aspect, fail to carry out their obligations, or make decisions that other members feel to be detrimental. It is a right given to members of EXECUTIVE to bring no confidence motion by informing speaker against lowers members. If 51% votes are required to remove any lower member from his position. A minimum of 2 executive members along with 3 Dividend members are required to bring no confidence motion. 4. IMPEACHMENT IMPEACHMENT is for the removal of ASSOCIATES A IMPEACHMENT motion can brought for any Association member by collectiveness of three lower members of EXECUTIVE only. In impeachment motion, the council shall be controlled by Head Boy and Head Girl not speaker. In IMPEACHMENT motion, a minimum of 55% votes is required against the associate member. 5. CARDS A Three colour cards has been introduced as system of 2 chances for the members of student council. LOWER member have power to assign only grey card to UPPER members. MOTION OF NO CONFIDENCE 2. IMPEACHEMENT 3. MOTION OF RETARDATION THE MOTION OF NO CONFIDENCE AND IMPEACHEMENT has been discussed above already. These motions can be brought anytime by calling special session of parliament. 3. MOTION OF RETARDATION A motion of retardation can be brought by OPPOSITION, DIVIDEND, UPPER MEMBERS OF EXECUTIVE AND ASSOCIATION for the LOWER MEMBERS. In this motion, the assembly members will present the failures and irresponsibility of LOWERS MEMBERS and can be turned to NO CONFIDENCE MOTION, if LOWER MEMBERS fails to present their answers for the retarding questions. There is no rule that everytime NO CONFIDENCE MOTION have to be brought after RETARDATION MOTION, these both two are different. Minimum 5 members of assembly are required for retardation motion and have to submit it to speaker, The speaker shall announce the date for no confidence motion. THE RETARDATION MOTION can be also controlled by COUNCIL SECRETARY but only if speaker is ready to do so, and can question the LOWERS MEMBERS directly. PRESENCE OF COUNCIL ENTITLEMENT IS NECESSARY. 36 ARTICLE NO: 9C/13 TITLE : NUMBER OF MEETINGS OF STUDENT COUNCIL IN A YEAR (JOINT SESSION) There shall be 9 meetings of whole assembly in year and maximum duration of each meeting will be 3 DAY and minimum duration will be 1 DAY out of which 6 meetings are compulsory Any motion have to bought only on the selective months however duration of assembly can be increased. The important event can be an upcoming program for celebration any kind of improvement that has to be done in the school or any kind of failure or lagging that has been done by the school and the and to decide the future welfare for that particular incident Any event that will be call by any of the higher members shall be firstly indicated to the JC and he will inform all the rest of the members and the Council assembly will operate in the regular manners. The assembly will be controlled by the speaker only and seating arrangement will be same as per the normal meetings however edition of principal Vice Principal or other members shall be taken place in the Council. Any bill can be introduced in the council assembly by either lower members of the EXECUTION or by ASSOCIATION A bill must be permitted by Joint Secretary before introducing in the assembly. THIS ACTS GIVE STUDENTS RIGHT TO A] Right to Privacy B] Right to Speech C] Right to defer harassment D] POSCO Act 2] SCHOOL REGULATION ACT [SRA] SRA, is enacted to work on fair school management. Every governing body shall help school to run smoothly. Disobeying may result in dissolving of that body from the HEAD OFFICES. Governing body prior aim should be to work for school only. 3] PREVENTION OF MISUSING POWERS ACT [POMPA] POMPA, is for Student Council members. Here SRPA will directly comes into enforcement. 47 Possible Outcomes Principal and AD can directly summons the guilty and can proceed with appropriate proceedings, Here to note , both Principal and AD need not to handle a case. Only one is required however if no solution is found from one, the student can go to other. If a student is from the STUDENT COUNCIL, his position can directly be removed if the SRPA comes in enforcement. A teacher can loose his job, if violation comes to an extent Harassing someone is not a deal to be tolerated. Student Right Prevention Act, is meant to be dealt with such kind of things. B| RIGHT TO SPEECH All students shall have the right to freedom of speech and expression. This implies that all students have the right to express their views and opinions freely. POMPA, simply refers to the violation of of school code of conduct. POMPA, is different from SRPA in simple definition that SRPA needs to be enacted when there is a a violation of PRIVACY, SPEECH, POSCO and if student face HARRASMENT Whereas, POMPA enacted when student tries to violate internal school rules or code of conduct such as : Misbehavior with teachers Misbehavior with peers, continuous misbehavior with peers should be seen as peer to peer harassment. Violation of school discipline Unfair means in the school. Misbehavior with management Trying to disrespect school during internal or external events. Hence, for the prevention of above mentioned, POMPA is introduced Possible Outcomes Violation cards could be issued against the student from the responsible authorities. Suspension from powers 51 SUSPENSION OF POWERS : It is a kind of practice that can be brought by position 1 members of chairing committee and principal. This is a part of POMPA act, which takes powers of a students for a particular duration. He becomes powerless and cannot involve in any decision making or council assemblies. His duties are distributed among other similar positioned students. 52 ACT NO: 9C/04 Title: COUNCIL ASSEMBLY CONTROLLING ACT [CACA] CACA, follows that council assembly should be followed in a sequence. All the major power’s rest with the Faculty staff and higher official only. Only managing task has been given to the students. This Acts is for the ASSOCIATION MEMBERS which, whom they have to ensure for a smooth running of the council assembly This act is also fir ASSOCIATION, that their main duty is for the smooth flow of council assembly. They are righteous for asking of records from execution and questions execution. They also have to answer the Execution and dividend. Association also need to ensure proper bill proceedings and amendments in assembly. Association is build under this ACT. This act is a powerful initiative to protect the rights of ASSOCIATION. If Execution go against the decision of association this act could be implemented by council secretary or speaker or council. ASSOCIATE UNFAIR TREATY This act also deals with dissolvement of association by the school management in which, if association founds to be unfair, biased , the school can entirely dissolve association and then no nomination or further selection of students for association will take place The basic duties of associate shall be distributed among execution. However one thing to note is the execution can never be dissolved. 53 ACT NO: 9C/05 Title : COUNCIL ASSEMBLY UNLAWFUL ACTIVITIES CONTROLLING ACT (CAUACA) Completely understandable from the name of act number 5, this act is bought to prevent violation of rules during council meeting. This act is in different from POMPA in the terms that POMPA acts is enacted when a council members misuses his powers outside the assembly meeting i.e in campus where as CAUACA ensure that misusing powers during council meeting are rule violating. Before any Motion in council assembly, the ACT has to briefly initiate to bring the Motion. This is not necessary in every case. Act can be brought by : Speaker or Pro Speaker Council Secretary This act is generally to control peace in council meeting. Any voilance can distrupt the proceedings and can impact on the final decision. Using of abusive or wrong words Disrespect to school management or any student Possible Outcomes Speaker/Pro speaker/ council secretary can bring this act and suspend that member from council proceedings upto a time of period Voting rights can be taken away Violation cards could be issued against those members. This is applicable to all irrespective of their position. Joint Secretary have powers to do the same included speaker termination as well. Any members can request Joint Secretary if he feels any biased decision and JS need to investigate. If the Speaker /Pro Speaker/ Council Secretary found guilty, this act can be initiated among them and right punishment could be given. 54 ACT NO: 9C/06 Title : RIGHT TO AMENDMENT ACT (RAA) This act give powers to student council members to amend any rule with proper procedure. Student Council and school have right to amend any ARTICLE but ACTS are. Not meant to be modified at any cost. They can be directly modified from Head Office Amendment can be brought by both association and execution but both would have different rights. This act will have procedure for amendment and rights that execution and association have to get amends. For amendment, permission from JC is required. What article needs to be amended must be presented infront of JC and what is the need for amendment. Onces the permission got, council members could be called to the assembly for voting. Discussion and debates could be done The group who bought the amendment need to dictate it to the assembly in exact words.The speaker will again explain it in simple terms and then will proceed discussion and debated from minimum 5 members. Then the voting has be done, minimum 50% of votes of present members are required. If the amendment successfully done, it is need to ve presented to vice principal, chairing committee and Principal for final approvals If it is denied, a powers of SIL (STUDENTS INTEREST LITIGATION) can be presented to principal to understand the decision for cancellation. They can also ask for any changes and then again present it to the council assembly for votings. Any amendments in rule book can be done by members only. 55 STUDENTS INTEREST LITIGATION (SIL) The chief instrument through which judicial activism has flourished in school is students interest litigation (SIL) o. It refers to litigation undertaken to secure public interest and demonstrates the availability of justice to socially- disadvantaged parties or reason for a particular action taken by higher authorities. In simple terms, SIL is a right for any student (Execution, Association or Dividend) to ask the higher authorities for their action. Higher authorities are principal, associate director, vice- principal, sports incharge, activity incharge or coordinators 56 ACT NO: 9C/07 Title : RIGHT TO CONTROL RUDENESS ACT (RCRA) This act give right to all members of Student Council, common students , Faculty to take the powers from a member of council assembly in case of Rudeness. Council Assembly is not meant to tolerate rudeness and not meant to show rudeness Commoners can complaint to the right authority I e either teachers or any higher member of council assembly to act against the Rudeness. The procedure may involve to bring RETARDATION MOTION by higher student council members. This act might look simple but , in the rudeness case, many of the above acts can be imposed on the voilator such as act 03 and 05. Student can also face voilator cards in such case. Possible Outcomes and Situations If, a commoner show RUDENESS to any of the council members (Execution.P and Association ), they have powers to give white card to the commoner independently, this could be only be only done by Position 1 and Position 2 members, no else member is allowed to do so. If a member show rudeness to any other member, he/she can give council voilator cards. This can only be done by position 1 members. If position 2 and low members face any rudeness form position 1 member, he /she directly complain to Vice Principal or JC and rest will be depend on them according to the depth of situation. If a student show rudeness i.e using foul language or abusive words during meetings, this act can impose along with act 03 and 05, such student might face suspension of powers or removal from position by impeachment or no confidence motion or removal by higher authorities If a member found showing RUDENESS to any teacher, this will directly violate the school code of conduct and face serious complications. 57 ACT NO: 9C/08 Title : COUNCIL ASSEMBLY REPRESENTATION ACT (CARA) This act, represent that council assembly of student is the representative body of each school. A school us proud of its council assembly members. They are enacted to represent at intra and inter school events. Thus , this act ensures that representation rights of representatives should be secured. They must be guided towards right and supported when they need a support. This act prevents the representatives either of EXECUTIVE, ASSOCIATION or DIVIDEND. This right give members to meet principal at any kind of needed support either personally or for school. This act also ensure student that HEAD OFFICE is their for their support. They can directly mail HEAD OFFICE with their right powers to seek for any help : [email protected] This representation act is for the representatives. However school also protects the rights of common students through Students Right Prevention Act (SRPA) The outcomes for this act, will result in direct action against the person who violates the representatives right. The management of school and head office has to validate any complaint by student to decide if there is violation or not. 58 ACT NO: 9C/09 Title: RIGHT TO PETITION (RTP) The right to petition school management for redress of grievances is the right to make a complaint to, or seek the assistance of, one’s opinion without fear of punishment or reprisals. Right to Petition is a right given to all the members of student council. USE BY EXECUTIVES 1) Any kind of advice needed from faculty or any department for so to bring change in any kind of procedure.
