COMMITTEE STRUCTURE A. Security Council a. This consists of the Committee Chairperson, Co-Chairpersons, and Faculty Advisers tasked to oversee the entire committee and lead them throughout the preparation of and during the event. B. Marshals a. These are the respective team leaders who will be guiding their teams all throughout the fair, serving as the committee’s core. They are the first point of contact for the Security Council when their team’s assistance is needed. b. They are responsible for contacting their respective team members, monitoring their attendance and performance, and reporting back consistently to the Security Council. c. There are two Marshals per team. C. Teams a. There will be six teams under the Security Committee, consisting of 20-25 general members each. The Grades 8 to 12 members of Lingkod Kapwa (LKap) and First Aid will automatically be part of the Security Committee and, thus, be members of the teams. b. All members are expected to follow their assigned shifts, embody the role of a Security Committee member, and report back to their respective team Marshals for any updates or concerns during their shift. II. GENERAL GUIDELINES A. Health Protocols a. Wearing of face masks for fairgoers and checking their temperature during fair hours is no longer required. b. In the case that a student, faculty, staff, or guest is feeling unwell and/or exhibiting symptoms of sickness while on the fairgrounds, they will be MCHS Student Council 2024-2025 Page 2 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas advised to proceed to the clinic for further evaluation by the school doctor or nurse. C. Member Shifts a. All Security Committee members and Marshals will have their shifts throughout the fair proper and night events. i. Kindly refer to this document for the full shifting schedule: [MCHS NOV FAIR '24] Security Fair Committee - Shifting Sc… ii. Members are expected to log in to the Security Headquarters 10 minutes BEFORE their assigned shift. i. Members are allowed to keep their belongings inside the Security Committee Headquarters. However, all members are responsible for their personal belongings, and the school or committee will not be held liable for any losses. b. Logging in and logging out will be done in the Security HQ at JOS 105 & 106 on the 1st floor of St. Joseph Hall. c. Members MUST log out after their shift. d. Before leaving their assigned area, members ending their shift must ensure that the next member for that shift is present. However, the following listed areas are STRICTLY NOT ALLOWED to be left alone: i. Entrance ii. Baggage Counter iii. Security Stations (First Aid) b. Marshals will be in charge of checking the attendance of their respective teams throughout the fair. Any member absences MUST be reported to the Security Council. c. The following are the rules regarding the Security Committee uniform during shifts: i. Members MUST have their Security Committee IDs during their shifts. 1. The “NO ID, NO SHIFT” policy will be strictly enforced to ensure that all actions done under the name of the Security Committee are by a Security Member. 2. After their shifts, the members MUST REMOVE their Security Committee ID. ii. Members on shift are still REQUIRED to wear their student ID at all times. 1. Those who don’t have their ID must get a no-ID pass from the AO office and should be returned by the end of the day. Members are advised to wear the official Security Committee shirt during their shifts as it serves as the committee’s official uniform; otherwise, they MUST wear a black top with a pair of pants. iv. Any member failing to comply with at least one of the listed required member uniforms will not be permitted to have their shift. d. The following are the rules regarding security committee member on-shift partners: i. Members will be partnered with each other where UPPER-grade level members will be paired with LOWER-grade level members. They will accompany each other in all their shifts unless stated otherwise. ii. This is not applicable to Marshals and the Security Council as they will be tending to their specified shifts and responsibilities. e. The following are the rules on shift attendance: i. General members are expected to reach a quota of 4 shifts overall including the fair proper and night events. 1. If a committee member is absent or fails to fulfill their duties as a Security Committee Member, a pair from the same team or members from different teams will be regrouped accordingly to substitute for them. a. If a student is unable to attend their shift, they MUST inform their team leaders beforehand. b. Failing to inform must merit a submission of an excuse letter to the Security Council with a valid reason. 2. Marshals are expected to reach a quota of 11-12 shifts. D. Member Decorum a. All security committee members must set the best example to all fairgoers and uphold the MCHS values in all their actions and decisions under the Security Committee. Therefore, they are expected to: i. uphold utmost honesty; ii. always clarify announcements or information to be disseminated to the public with the Security Council first; iii. be impartial, especially in handling any students or guests whom they may or may not know; iv. be firm but courteous to ALL fairgoers and; v. exercise their rights responsibly and must not abuse their privileges within and as a member of the Security Committee. E. Emergency Protocols MCHS Student Council 2024-2025 Page 4 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas a. In case of any natural disasters (e.g. Earthquakes, Typhoons, etc.) or man-made hazards (e.g. Active Shooter, Bomb Threats, etc.), the security committee members MUST drop their current responsibilities and follow the school protocols accordingly. i. All members (including the Security Council and Marshals) are NOT ASSIGNED to assist or give instructions to fairgoers as they are also tasked to follow the guidance of the official school Security Guards and other authorities. III. FAIR POLICIES A. Policy on Dress Code a. The Security Committee will be STRICT with the dress code during the whole fair proper and night events. i. Fairgoers wearing crop tops will be asked to raise their hands straight up (must NOT have any skin showing upon doing so) ii. Fairgoers wearing sleeveless will be asked to measure the width of the strap using their three inches. iii. Fairgoers should only wear bottoms that are at least knee-length or longer. iv. Members at the entrance shift will be provided with masking tape for students and guests who will enter the fairground wearing ripped jeans. The students and guests may opt to have it taped to be allowed entry inside the fairgrounds. If they refuse to do so, the policy on dress code violation (see page 6) will be followed accordingly depending if they are a student or a guest. b. The issuance of an infraction and the handling of guest protocol violations on the fair’s dress code policy are found on page 6 of this document. a. The fair’s dress code is as follows: i. ALLOWED: 1. Shirt/polo/blouse with sleeves and dress that is knee-length or longer 2. Sleeveless tops with straps that are at least three inches wide 3. Bottoms that are knee-length or longer 4. Thick, dark-colored leggings 5. Mini skirts with thick dark-colored leggings underneath 6. Footwear with ankle straps/sandals or rubber shoes/sneakers ii. NOT ALLOWED: 1. Sleeveless, strapless, asymmetrical halter, spaghetti-strapped, and crop tops MCHS Student Council 2024-2025 Page 5 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas 2. Plunging necklines, low cut on the top’s sides and back 3. Tops and other articles of clothing or accessories that have explicit, offensive, and suggestive words/slogans and weapons 4. Bottoms that are above the knee, ripped jeans that show ANY SKIN 5. Slippers, slides, footwear without ankle straps 6. Dangling earrings, big hoop earrings, excessive accessories, more than one pair of earrings, and piercings other than those of the ears (except during Day 1 of the Fair which is the designated Costume Day). 7. Heavy makeup (except during Day 1 of the Fair which is the designated Costume Day). b. The following will be the courses of actions for any violations on the dress code policy: i. MCHS students who violate the dress code will be assisted by the Security Committee to change into dress code-appropriate clothes (students may buy from the fair concessionaires). 1. Should they refuse to do so, they will be given an infraction. ii. Guests, on the other hand, will be assisted by the Security Committee in buying and changing into dress code-appropriate clothes from the fair concessionaires. 1. Should they refuse to do so, they will be denied entrance to the fair. B. Policy on Prohibited Items a. The Security Committee will be STRICT with the items brought to the fair. Thus; i. the school Security Guards will be in charge of checking the bags of the fairgoers while; ii. the Security Committee members will monitor all prohibited items found by the guards. The issuance of an infraction and the handling of guest protocol violations on the fair’s policy on prohibited items found on page 8 of this document. c. The list of prohibited items is as follows: i. Outside food and drinks ii. Tableware, utensils, bottles - plastics, cans, aluminum, styrofoam iii. Balloons iv. Sharp objects, scissors, swiss knives, cutters, etc. v. Pyrotechnics - lighters, candles, fireworks, etc. vi. Cigarettes/Vapes vii. Drugs 1. Fairgoers are no longer required to surrender their medicinal drug prescriptions to the clinic. d. The following will be the courses of action for any violations of the prohibited items policy: i. For MCHS students: 1. Minor Infraction: The Security Committee, Faculty Advisers, or GLCs will issue the infraction. (see page 10 for the list) 2. Major Infraction: The Grade Level Coordinator will process the infraction. (see page 10 for the list) ii. For guests: 1. The fairgoer who allowed the confiscation of the prohibited item/s by the Security Committee may enter or stay at the fairgrounds. The confiscated item will no longer be returned to the owner. 2. However, those who refuse and/or are drunk/high/etc., will immediately be handled accordingly by the Security Council, Security Guards, and the higher authorities. C. Policy on Bullying/Fights/Harassment/Violence a. Offenses and actions counted under bullying, harassment, and violence are found in the Miriam College High School Student Handbook 2024. b. The following will be the courses of action for any violations of the bullying/fights/harassment/violence policy: i. The student/s and/or the guest/s concerned MUST be brought to the Grade Level Coordinator’s Office. NOTE: Any form of bullying, harassment, or violence is a case of Major Infraction which will be properly assessed by higher authorities and be given its due processing and appropriate disciplinary action in accordance with the institutional policies and regulations. Thus, any occurrence of such shall be IMMEDIATELY reported to the Security Council, Security Guards, Security Committee Advisers, and/or any other authoritative figures. MCHS Student Council 2024-2025 Page 7 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas D. Policy on Public Display of Affection (PDA) a. The following acts are considered Public Display of Affection but not limited to: i. Kissing ii. Sitting or lying on the lap iii. Back hugs iv. Holding waist v. Prolonged hugs including side hugs and an arm wrapped around someone else’s shoulder b. The following will be the courses of action for any violations of the Public Display of Affection policy: i. For MCHS students: 1. MINOR Infractions a. The student/s and/or the guest/s concerned will be given TWO verbal warnings. i. If the student/s and/or guest/s continue to violate this rule after their 2nd warning, they will be issued an infraction. 2. MAJOR Infractions a. The student/s and/or the guest/s concerned MUST be brought to the Grade Level Coordinator’s Office. ii. For Guests: 1. The guest/s concerned will be given a total of TWO verbal warnings. a. If the student/s and/or guest/s continue to violate this rule after their 2nd warning, they will be escorted by the Security Guard out of the campus. 2. However, if it is already a MAJOR INFRACTION, they will be escorted by the Security Guard out of the fairgrounds on the first warning. Please refer to the next section of this document for the infraction process and the different issues (see page 13) of such depending on the degree of policy violation. IV. VIOLATIONS & INFRACTION PROCESS A. Only the Security Council and Marshals are authorized to give infractions. Thus, general members are NOT ALLOWED to give any infractions. a. Issuance of infraction slips does not apply to guests. B. The following is a step-by-step process on how to issue an infraction: a. The Marshal must first ensure that the student is truly violating the fair policies. MCHS Student Council 2024-2025 Page 8 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas b. The Marshal who will issue the infraction MUST ask for the student’s necessary details indicated in the infraction slip (see page 8). c. Then, the infraction receipt must be given to the student and the Marshal will keep the infraction sheet. d. After every shift, all Marshals must hand over their infraction sheets to the Security Headquarters. e. The Security Council will take note of all the students who received an infraction in an Infraction Mastersheet. This will be updated every after shift to record how many infractions were given during that specific shift. Furthermore, collected minor infraction slips will be sorted by grade level and section and then turned over to the GLC staff for recording. i. For alleged major infractions, these will be referred to the concerned GLC by the committee Faculty Adviser and/or Student Heads as soon as possible. C. Please refer to the image below for your reference of the infraction slip with the necessary details which MUST be filled completely: D. The following are different issues of infraction depending on the type and degree of violation of the aforementioned policies: For Dress Code: MINOR INFRACTION 1. Violating the dress code regardless of policy. MCHS Student Council 2024-2025 Page 9 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas For Prohibited Items: MINOR INFRACTION Bringing of any of the following: 1. OUTSIDE FOOD AND DRINKS 2. TABLEWARE/ UTENSILS/BOTTLES - PLASTIC/CANS/ALUMINUM/STYROFOAM/ETC. When found upon inspection at the entrance, the fairgoer will be asked to consume the food item/beverage prior to entering the fairgrounds or dispose of them in the nearby trash cans. When found on campus, the food item/s will be placed in a container and any of the Security Council members or Marshals will turn it in the AO office. ○ For MCHS students, they will be issued an infraction. MAJOR INFRACTION 1 FOR MCHS STUDENTS FOR GUESTS Bringing of any of the following: 1. All items listed on the left 1. SHARP OBJECTS - must be confiscated by a SCISSORS/SWISS Security Guard, Faculty KNIVES/CUTTERS/ ETC. Advisers, and GLCs, and 2. PYROTECHNICS - be brought to the AO LIGHTERS/CANDLES/FI office. MAJOR INFRACTION 2 FOR MCHS STUDENTS FOR GUESTS Bringing of any of the following: 1. Guests with such items 1. For PDA: MINOR INFRACTION Displaying of any of the following acts: 1. PROLONGED EMBRACING 2. HAVING AN ARM AROUND ANOTHER INDIVIDUAL’S WAIST OR ANY OTHER BODY PART (HEAD, NECK, ETC.) Note: This will only be given when PDA is committed once more after the student/s has been given 2 warnings already. INAPPROPRIATE KISSING AND TOUCHING 2. RUBBING UP AGAINST ANOTHER INDIVIDUAL FROM THE FRONT, SIDE, OR BACK, OR IN ANY MANNER 3. TOUCHING IN A SEXUAL MANNER E. The process for a general member on shift who identifies a student violating any of the above protocols is as follows: a. The said member must: i. not leave their stations; ii. send a message in the Security Committee General Group Chat, Security Team Group Chat, and/or to the roaming members directly to alert them and ask for their assistance and; iii. approach and bring the student to the nearest security station for the issuance of an infraction from a Marshal. 1. If the student claims that they have already received an infraction, they must present their infraction receipt to the roaming member. All information in the infraction slip must be filled out to be considered valid. a. If they have lost it or fail to present their infraction slip, they must be given an infraction again. 2. MCHS students are only allowed to receive ONE INFRACTION per violation. If the violation from their first infraction is/are different from the violation you noticed, another infraction must be issued. iv. Only one roaming security member will escort the student in question to the nearest Security Station. F. Please refer to the examples below for the possible cases of infraction. Jean must be brought to the Security HQ since she will receive a Major Infraction 2, thus, she will be assessed by the Security Advisers. Infraction 2) This is because wearing spaghetti straps and makeup are both under the Dress Code violation (Major Infraction 1) and the PDA in her case is considered under the disciplinary case (Major Infraction 2). Iza must be brought to the Security HQ since she will receive a Major Infraction 2, thus, she will be assessed by the Security Advisers. V. Fair Proper Operations A. Entrance a. Security committee members on shift MUST ensure that all fairgoers present/follow the following: i. Entrance Ticket 1. If the fair entrance ticket is presented, a Business Committee member will stamp the fairgoer’s hand. 2. Stamp colors must be followed depending on the day of the fair. i. For MCHS Students: DAY STAMP 1 BLACK 2 GREEN 3 ORANGE ii. For Guests: DAY STAMP MCHS Student Council 2024-2025 Page 14 of 23 BAHAGI: Ang Pag-ugnay ng mga Pirasong Bubuo ng Makulay na Bukas 1 YELLOW 2 PURPLE 3 BLUE iii. Dance Night STUDENTS GUESTS GREEN SMILEY PINK STAR FACE iv. Concert STUDENTS GUESTS YELLOW ORANGE STAR SMILEY FACE There will be a “NO STAMP NO ENTRY” policy throughout the fair. B. Baggage Counter a. Members assigned in the baggage counter will be tasked to do the following: i. Facilitate the baggage deposit and claim for students and guests and; ii. Receive a 10-peso payment from students and guests who lose their claim stubs; 1. The Security Committee adviser in charge after their shift will remit the collected payments to the APSA office. b. The following are NOT ALLOWED to be deposited at the baggage counter: i. Cash ii. Electronic Devices (e.g. laptops, tablets, phones, etc.) iii. Outside Food/Drinks c. The Security Committee is not responsible for any damage or loss to the item/property deposited in the Baggage counter. Security Committee members on roaming shifts are assigned to the following areas: i. SMJ Field and 1st Floor Classrooms ii. Sports Complex iii. Bamboo Area iv. Courtyard and Brennan Drive b. They will monitor the conduct and decorum of all fairgoers, including dress code, public display of affection, bullying, harassment, violence, or fights, decorum, and prohibited items. i. If there are violations, the Entrance Stamp (student or guest) will be checked to determine the course of action. D. Health 1. If a fairgoer acquires an injury or is in need of any First Aid assistance, the security member must bring the concerned fairgoer/s to the nearest Security Station. a. If the injury is severe, and the injured cannot move or be transported, the Security Committee member should contact the Security Station nearest their area. 2. There will be wheelchairs available in the following areas where nurses and doctors are found: a. Clinic b. Chapel Foyer c. Sports Complex 3. In any severe situations, the Marshal must contact the clinic for further assistance. a. In such cases, the Security Council MUST be contacted and informed. 4. The lavatories are located in the following areas: a. Female Lavatories i. St. Joseph ii. St. Therese iii. 1st Floor LMC Building b. Male Lavatories i. 2nd Floor Cafe ii. Security Stations are small booths that will tend to the first aid or any extra assistance (directions, instructions, etc.) needed by the fairgoers. b. All stations will have an infraction pad for Marshals to issue infractions to those who violate any of the fair policies. c. Security Stations are located in each area of the fairgrounds: i. Sports Complex ii. SMJ Field & First Floor Classrooms iii. Bamboo iv. Courtyard & Brennan Drive F. Lost & Found a. The Lost and Found station will be located at the Chapel Foyer. b. All lost items will be brought to this station. c. The process of the lost & found station is as follows: i. The Security Committee members on shift should note the following details in the provided printed log sheet: 1. the name of the person who found the item 2. date and time it was found 3. the description of the item 4. where it was found 5. contact number and section (if applicable) 6. signature ii. There will be a separate printed sheet for the signature of the fairgoer who owns the lost item. They will also be asked to indicate the following details: 1. name of claimer 2. date and time of claiming 3. contact number and section (if applicable) of claimer 4. signature a. For reclaiming the item, the claimer must give a description of the object that they are looking for. If it matches the description written in the record, only then will they be asked to sign in the log book and be given their lost item. i. Unclaimed items during the fair will be surrendered to the AO at the end of the fair. 1. Unclaimed items on the 1st and 2nd days of the fair will be surrendered to the baggage counter first. d. All of these regulations must be followed in ALL fair activities (i.e., dance night, concert). Members that have a shift at any of the night events must have a signed parent’s permit letter allowing them to attend their shifts. i. Students, fairgoers, and concessionaires will be asked to exit the fairgrounds to prepare for the night events. i. For Dance Night: 1. Fairgoers will be asked to exit the fairgrounds at 5:30 PM. 2. The campus must be cleared out by 5:45 PM. 3. Entrance will start at 6:00 PM. a. However, entry can start earlier upon settlement of attendees and a go signal from the Dance Night Committee. ii. For Concert: 1. Fairgoers will be asked to exit the fairgrounds at 5:30 PM. 2. The campus must be cleared out by 6:00 PM. 3. Entrance will start at 6:30 PM. a. However, entry can start earlier upon settlement of attendees and a go signal from the Concert Committee. B. During the Event a. During the event, the Security Committee will ensure the safety of the fairgoers with the following roles: i. Line Scheme 1. The Security Committee members must ensure that the line scheme will be followed while waiting for the event to start. 2. Five lines will be formed at the Brennan Drive: a. Two lines for MCHS students b. Two lines for guests c. One line for event goers with baggage to drop at the baggage counter 3. Entrance 1. The night events will follow the same entrance procedure as the fair proper. 2. The fairgoer must present their ticket for that night event. a. If the night event ticket is presented, a Business Committee member will stamp the fairgoer’s hand. b. The stamp colors for the night events is as follows: i. Dance Night STUDENTS GUESTS GREEN SMILEY PINK STAR FACE ii. Concert STUDENTS GUESTS YELLOW ORANGE STAR SMILEY FACE iii. Baggage Counter 1. The following items must be deposited at the Baggage Counter: a. Any bag bigger than the size of a Short Bond paper (8.5’ x 11’) b. Any water jugs/containers c. Big Umbrellas 2. A 10-peso payment will be collected from a fairgoer who loses their claim stub upon claiming their belongings from the baggage counter. iv. Roaming 1. The Security Committee will follow the same procedure of the roaming shifts during the fair proper operations. However, these additional requirements/changes should be considered: a. They will only roam in the following locations: i. Sports Complex & 1st Floor LMC Building (Women’s Lavatory & Backstage) 1. Fairgoers may only enter the 1st Floor LMC Building if they are going to use the lavatory, but they must pass through the left-side of the court facing the stage (near the Satellite Café). ii. Brennan Drive & 2nd Floor Cafe (Men’s Lavatory) 2. The committee will work closely with the night event roaming members to ensure the safety of everyone. v. Lavatories, Security Stations, and Lost & Found 1. The lavatories are located in the following areas: a. Female Lavatories i. 1st Floor LMC Building b. Male Lavatories i. 2nd Floor Cafetorium ii. 1st Floor LMC Building c. Concert Artists ONLY i. 2nd Floor LMC Building 2. The Security Committee will follow the same procedures of the security station and lost and found shifts during the fair proper operations a. The Security Station will only be found at the back of the Sports Complex. 3. Lost & Found items will be deposited at the same Security Station.
