AURORA POLICE DEPARTMENT DIRECTIVES MANUAL 03.01 Title: DUTIES AND RESPONSIBILITIES OF THE OPERATIONS DIVISION DISTRICTS Approved By: Nick Metz, Chief of Police Effective: 09/01/1998 Revised: 01/17/2019 Associated Policy: References: Review: Operations Division Chief 3.1 DUTIES AND DISTRICTS Page 1 of 3 RESPONSIBILITIES OF THE OPERATIONS DIVISION The Operations Division Districts have the primary responsibility for protecting life and property of the public in general; detecting, preventing and suppressing criminal activity on a 24-hour basis; addressing quality of life issues and directing enforcement activities. 3.1.1 Operations Division Districts, Sections and Units The Operations Division Districts have the following sections and units: (a) Patrol - Patrol has the primary responsibility for protecting life and property of the public in general, detecting, preventing and suppressing criminal activity on a 24-hour basis, assisting in the prosecution of criminal offenders and conducting preliminary investigations. Efforts will focus on suppressing crime and improving the quality of life of the public. It is the duty of all members of the Aurora Police Department to support traffic enforcement and to improve traffic safety. Members will also complete preliminary investigations on hit and run accidents. (b) PAR Unit - Police Area Representatives (PAR) Section has the primary responsibility for the administration of formal crime prevention and other community based programs. PAR officers work with individual citizens, civic organizations and other outside agencies in designing, implementing and evaluating effective crime prevention programs. The primary focus of formal crime prevention efforts by the department will be in the PAR program and other community based programs. While crime prevention and community relations are specific objectives of the PAR Section, it is the responsibility of all members of the Aurora Police Department to ensure good community relations, assist in the concepts of crime Directive Manual (Revised 1-17-2019) 3.1 DUTIES AND RESPONSIBILITIES OF THE OPERATIONS DIVISION DISTRICTS Page 2 of 3 prevention and aid in the department's commitment to the suppression of crime. Efforts will focus on suppressing crime, improving the quality of life of the public and directing traffic enforcement activities. (c) Operations Support Section- The Operations Support Section will be responsible for addressing crime, traffic or quality of life issues through the following programs: Special Weapons and Tactics Team is the Department’s response to those potentially hazardous situations, which require the deployment of trained and equipped officers for the containment and resolution of those incidents. K-9 Unit is intended to provide assistance to and increase the safety of officers in the detection and/or apprehension of subjects, the search of buildings or other areas, the search for evidence and or contraband, and the control of crowds. (d) Detective Section – The Detective Sections have the primary responsibility to investigate property crimes and crimes against persons. District One consists of three separate units: Property Unit – The Property Unit is responsible for investigating burglaries, trespass, criminal mischief/vandalism larceny, and motor vehicle theft. Crimes Against Persons Unit – The Crimes Against Persons Unit is responsible for investigation of assault, robbery, kidnapping, disorderly conduct, weapons offenses and harassment. Robbery Unit – The Robbery Unit is responsible for identifying violent crime patterns and aggressively pursuing violent crime suspects. District Two and Three consists of one unit each, responsible for all property and persons crimes to be investigated. (e) ERT - The Emergency Response Team (ERT) is specially trained to respond to planned events and emergency situations resulting from natural and man-made disasters, civil disturbances, or other occurrences which threaten or cause the loss of life/injury to citizens and/or severe damage to property, and requires extraordinary measures to protect lives, meet human needs, and achieve recovery from the situation. (f) Crime Analysis – Crime Analysts within each Operations District have the responsibility to research, analyze, interpret and draw conclusions about various crimes, quality of life and traffic issues. (g) Neighborhood Policing Unit - The Neighborhood Policing Unit is a proactive patrol unit deployed primarily, but not limited to, Northwestern Aurora. The unit utilizes police bicycles as a primary mode of transportation, supplemented with foot and vehicle patrol. The unit is charged with increased proactive policing and furthering positive community engagement in assigned areas of the city. The Neighborhood Directive Manual (Revised 1-17-2019) 3.1 DUTIES AND RESPONSIBILITIES OF THE OPERATIONS DIVISION DISTRICTS Page 3 of 3 Policing Unit will serve as the primary liaison for businesses located in and around Northwestern Aurora. (h) Interpreter Coordinator – Assigned to District 1. The Interpreter Coordinator is a Spanish language translator and assist all other operational units in the department with that translation. The Coordinator assists in vetting and coordinating the work of the volunteer translators for use by the department. (i) Night Captain – The Night Captain position is assigned and reports to the Operations Division Chief.
