AURORA POLICE DEPARTMENT DIRECTIVES MANUAL 02.01 Title: COMMUNITY POLICING Approved By: Nick Metz, Chief of Police Effective: 09/01/1998 Revised: 06/16/2015 Associated Policy: References: Review: Page 1 of 2 2.1 COMMUNITY POLICING It is the policy of the Aurora Police Department that all activities and functions, including Operations, Staff Assistance and Support Functions will be conducted in accordance with the underlying philosophy of Community Oriented Policing. In this regard and in conjunction with the departmental mission, the Aurora Police Department has adopted the slogan of "Community Commitment" to be displayed prominently on all correspondence and other public exposures representing the department. 2.1.1 Definition of Community Policing The following quotation is adopted from The Philosophy and Role of Community Policing, by Robert Trojanowicz and David Carter, Copyright 1988, The National Neighborhood Foot Patrol Center. It embodies the concept of Community Policing for the Aurora Police Department. "Community Policing - A philosophy and not a specific tactic, community policing is a proactive, decentralized approach designed to reduce crime, disorder, and by extension, fear of crime, by intensely involving the same officer in the same community on a long term basis, so that residents will develop a trust to cooperate with police by providing information and assistance to achieve those three crucial goals. Community Policing employs a variety of tactics, ranging from park and walk to foot patrol, to immerse the officer in the community, to encourage a two-way information flow so that the residents become the officer's eyes and ears on the streets helping to set departmental priorities and policies.... improved police community relations is a welcomed by-product of this approach, not its primary goal." 2.1.2 Community Policing Training All aspects of training in the fundamentals of becoming a police officer for the Aurora Police Department will include complete familiarization with the concepts of Community Oriented Policing. Directive Manual (Revised 06-16-2015) 02.01 COMMUNITY POLICING 2.1.3 Page 2 of 2 Community Surveying Citizen surveys will be conducted through the PSS office on a routine basis. A call list is generated from various property crimes with no arrests. The victims on this list are then called and asked to participate in a phone survey. There is also a link on the city web page to an on-line citizen survey that anyone can participate in. The results of all citizen surveys will be compiled in a summary report, submitted to the Chief of Police. 2.1.4 Programs and Strategies All Districts, Bureaus, and Sections of the Department should strive to develop, identify, and implement strategies and programs, which compliment the underlying philosophy of Community Oriented Policing. The Community Policing Problem Solving Workbook (APD Form 198) is available to all members. This workbook may be utilized when developing problem solving approaches in the member's work environment. 2.1.5 Intergovernmental and Interdepartmental Cooperation As an integral part of the Community Policing effort, all departmental employees should be familiar with the other governmental and interdepartmental (within the city) agencies, which can assist in the team effort to solve community problems.
