The general rule is that the CSI will be the first to enter a scene, other than scenes where the attendance of a military explosives expert (ATO), the Medical Services or the Fire Service is a priority in order to save life and/or property. Scene of crime post holders **must** at all times keep abreast of scientific and technical methods and procedures used in the investigation of crime. []{#section2.anchor}**2. Duties and Responsibilities** **2.1** The main duties of a CSI include: i\. Gathering, packaging and submitting exhibits for forensic examination. ii\. Investigate crime scenes and scenes of serious traffic, marine, industrial or other accidents. iii\. Attending post mortem examinations and assisting pathologists in the collection of forensic and biological samples. iv\. Using photographic and video equipment to provide evidence of incidents, scenes of crime, victims and offenders. v\. Prepare submission forms for exhibits seized for forensic examination (SBAP/CR/04) and convey relevant exhibits to various labs. vi\. Follow up enquiries with various labs until completion of examination of exhibits submitted. **2.2** The main responsibilities of the CSI are to: i\. Keep records of findings and statistics on detected and undetected crime, following scientific examination of a scene. **3. Call Out** **3.1** It is the responsibility of the Duty Officer or the DCM to call out and ensure the attendance of a CSI in the following cases: i\. Incidents involving death or serious threat to life. ii\. Terrorist or hostage incidents. iii\. Incidents involving use of firearms or explosives. iv\. Sexual offences. v\. Aggravated robbery, burglary and malicious damage. vi\. Arson. vii\. Major fires. viii\. Incidents where potential forensic materials or fingerprint evidence can be identified or is likely to be present or where photographs are essential to the enquiry or prosecution. **3.2** The following criteria should be considered before calling out a CSI: i\. The seriousness of the offence or nature of the scene. ii\. Whether the scene can be preserved till the next morning or the next tour of duty of the CSI. iii\. Time elapsed between the commission of the offence and the time it was reported. iv\. If scene offers Forensic Opportunities and if it has been contaminated. **3.3** When deciding whether or not to call a CSI, the Duty Officer or the DCM should always bear in mind that scientific, physical or fingerprint evidence may be found at the scene of the least serious crime. Where there is doubt the CSI to be contacted and advice sought. **4. Scene Examination Reports -- Completion, Numbering and Filing** **4.1** Scene examination reports forms and continuation sheets (forms SBAP CSI 1 and SBAP CSI 2) are in duplicate and self -- carbonated. They should be completed by the CSI's at the time of any scene examination. A consecutive job number should be allocated and endorsed on the original. The numbering should commence on the first day of the Financial Year. The copy (pink) will be forwarded to the Investigating Officer (IO) and will be filed in the investigation docket. The original (white) will be kept filed by the respective CSI and produced in Court if necessary. **4.2** On occassions where it is not practicable to complete the form at the scene, contemperaneous notes are to be taken by the CSI and have them attached to a statement which will be prepared as soon as practicable. []{#section5.anchor}**5. General Provisions** **5.1** CSI's (Including Assistant CSIs) will be accountable to the DCM for their day to day tasks and will be included in the CSI monthly call-out list. The call-out list will be prepared by the respective Divisional CSI monthly. **5.2** Besides the duties outlined above, CSI's attached to CID will also perform all the duties of a DC as detailed in the respective Job Description. **5.3** As regards to the training and re-certification of CSI's, this will be monitored by the respective Divisional CSI who will be responsible in consultation with the FFM and the Chairman of the Crime and Intelligence Steering Group for development and refresher courses in the UK/On island as necessary. Divisional Crime Scene Investigator** **7.1** The Divisional CSI for each division. A member of HM Forces, specially trained to deal with Explosives and weapons.* ***CID:** Criminal Investigation Department.* ***DC:** Detective Constable.* ***DCM:** Divisional Crime Manager. Divisional Detective Inspector in-charge of CID.* ***Deputy Div. Com:** Deputy Divisional Commander SBA Police.* ***Duty Officer:** The on-duty supervisor (Inspector or Sergeant) commissioned to be in-charge of a Police Station for a specified tour of duty.* ***FFM:** Force Forensics Manager. The CID WSBA Detective Inspector (DCM) responsible for Force Forensics Matters.* ***I.O.:** Investigating Officer. The appointed officer in-charge of a Police Investigation.* ***ROC:** Republic of Cyprus.* **Serious Investigation:** *Includes cases of attempted homicide, rape, kidnapping, aggravated robbery, aggravated burglary, aggravated fraud and any case where serious injury is sustained or extreme violence is used, irrespective of whether or not the offender(s) is arrested, known or suspected (see section 7 of S.O CR 4).* ***S.I.O.:** Senior Investigating Officer. The appointed Officer in-charge of a Serious or Major Investigation, normally an officer trained in the management of major or serious crime.* ***CSI: Crime Scene Investigator**.* *Specially trained officer to attend and examine and investigate scenes of crime and locate/establish, secure and gather relevant evidence.*
