Accident at workplace have immediate and unforeseen costs to organization, such as ; Immediate – loss of time, property/equipment damage, lost of efficiency Unforeseen – compensation, loss of commitment CONCEPTS OF SAFETY MANAGEMENT OSHM can contribute to workers safety & protection from hazards, elimination of work-related injuries, disabilities, diseases, near misses and fatalities (Tompa et al.,2009) Effective OSHMS include making arrangements or plans to ensure safety, health and welfare of employee, guaranteeing continual improvements in OSH execution and developing an OSH culture in organization. Visible commitment and involvement from top & senior management are most important in all system proposal. Common proactive programmes, such as hazard identification, workplace monitoring, inspection, reporting and investigation of incidents, audit and survey and collection of data for analysis, prevent accidents from occurring. CONCEPTS OF SAFETY MANAGEMENT SEVERAL MANAGEMENT KEY RESPONSIBILITY REGARDING OSHMS Top management involvement and work organizing Consulting employees Assigning representatives to provide health & safety assistance Giving adequate supervision, guidelines and training Providing information, guideline and training Monitoring and reviewing conditions for best practices OSH MANAGEMENT SYSTEM MS1722: 2011 Guideline for OSHMS were published by DOSH OSHMS defined as a set of interrelated or interacting elements to establish and implement OSH policy and objectives, and to achieve those objectives. OSHMS includes risk assessment, setting objectives, strategies, practices, procedures, processes and resources. Manager must take a proactive approach in determining responsibility and accountability in controlling safety & health issue in organization. OSH MANAGEMENT SYSTEM Managers can influence safety performance by: Setting policies that require high safety performance Providing resources to achieve the aims of all policies Encouraging and supporting local mangers, supervisors and senior employee for efforts to achieve high standard of safety performance Demonstrating high commitment towards the development of a safety culture in the workplace COMPONENTS OF OSHMS – MS1722 Action for Improvement Policy Evaluation Organizing Planning & Implementation POLICY Clear written statement of the organization’s position regarding safety, health & environment Identify who is responsible for safety & health performance Identify the sources of experts competent with safety & health knowledge Signed by the most senior person(s) in the organization Prominently displayed and up to date Clear and concise terms to everyone within organization ORGANIZING Structures and processes of safety and health must be established Competence and training should provided among workers All OSH related work documented Communication is essential to ensure information, ideas, documents & relevant matters are received, considered and given a response. SAFETY & HEALTH COMMITTEE Effective safety & health committee is important: Accidents rate are reduced Safety & health awareness is improved A broad range of safety & health expertise is available for solving problems Cooperation is encouraged through better communication All employees have a way to express concerns and have them addressed SAFETY & HEALTH COMMITTEE Safety & health committee composition: (described in the safety and Health Committee regulations 1996) A chairman (employer or authorized manager) A secretary (sho) Two representative of the employer Two representative of the employees If there are 100 or less employed at a workplace, there shall at least 2 representatives; and if there are more than 100 employed at a workplace, there shall be at least 4 representatives COMPOSITION OF OSH COMMITTEE òChairman ▪ Employer or Authorised Manager shall be chairman. òSecretary ▪ Person employed as Safety & Health Officer ▪ If no SHO, chairman may appoint another person ▪ or SHC may appoint by ballots from members. SAFETY & HEALTH COMMITTEE òManagement Representatives : ▪ Appointed by Employer ▪ Min 2 persons ( < 100 employees ) ▪ Min 4 persons ( > 100 employees ) òWorkers Representatives : ▪ Selected by workers ▪ Appointed by employer ▪ Min 2 persons ( < 100 employees ) ▪ Min 4 persons ( > 100 employees ) SAFETY & HEALTH COMMITTEE ò Employees Representatives ▪ Nominated from employees ▪ If number exceeded the vacancies…. ballot ▪ If no representatives, employer shall appoint ▪ Shall represent various section of work place ▪ Any vacancy shall be replaced in the same manner as the previous member. ▪ Do not penalize workers who absent due to their duties as SHC members SAFETY & HEALTH COMMITTEE REMOVAL OF COMMITTEE MEMBER  Fail to attend 3 consecutive meetings  Unsound mind  Bankrupt  No longer employed (employee rep)  Convicted on a charge of: ▪ Fraud, dishonesty or moral turpitude ▪ offence under law relating to OSH ▪ Other criminal offence  Incapable to carry duty as member SAFETY & HEALTH COMMITTEE CHAIRMAN Schedules monthly meetings, arranges time, date and place Develops safety and health agendas for meeting Conduct monthly meeting Help members to arrive at a consensus on the solution Ensure all members are involved, everyone has the opportunity to share facts and ideas SAFETY & HEALTH COMMITTEE SECRETARY Record meeting minutes Distribute minutes to representative Post minutes for all employees to review Maintain and manage the safety and health committee file Point out items that require discussion and follow up by the committee Keeps minutes and agenda for at least 3 years SAFETY & HEALTH COMMITTEE COMMITTEE REPRESENTATIVES Report employees safety and health concerns to the committee Report collection of accidents, near misses and unsafe workplace environment to committee Suggest items to include in the monthly meeting agenda Encourage employee to report workplace hazards and suggest how to control them Establish procedures for conducting workplace inspections and give recommendations to managements to control hazard SAFETY & HEALTH COMMITTEE COMMITTEE REPRESENTATIVES Help management evaluate the company’s safety and health programme and suggest improvement activities Establish better investigation procedures for accidents and near misses in the workplace ROLES OF THE MANAGEMENT Management roles: Allocating adequate resources (financial, assets and human training) for the best possible functioning of the OSH programme Building up a good management team or organizational representatives to support OSH development in the company Assigning a senior management representative to be responsible for OSH administration and agent to be in charge of any OSH occasion ROLES OF THE MANAGEMENT Procedures in policy, standard and safety guidelines development: Setting the main objectives of each items (policy, standards and safety guidelines) Ensuring the policy, standard and safety guidelines in workplace must be suitable for all levels of employees Keeping each format to reach all levels of employees Preparing readable, clear and easy to understand procedures, standards or safety guidelines ROLES OF THE MANAGEMENT Development of rules and workplace procedures: How to report a hazard of risk Step by step samples of how to safely finish particular work assignment Basic safety rules Personal protective equipment (PPE) Chemical utilization Hazard communication Specific equipment utilization and safe operation Sharp item utilization and disposal Emergency plan SECTION 16, OSHA 1994 It is an employer’s, or as self employed person’s ,duty to formulate a safety and health policy at workplace.. (section 16, OSH 1994) employer or as self employed person have the responsibility to create, publish, revise and monitor the establishment of the safety policy in their day to day work environment. Policy – statement proposed by management to the organization/company,based on organization core values and expectation of employee behaviour and performance S&HM required to revised the policy regularly, to ensure it always current. Formulation of policy should be made known to all employees of the organizations Company/organization
