It is the action of the shipboard management in handling different kinds of emergency situations on board to optimize, - Passenger & crew safety - Pollution prevention - Care for material values including the ship and personal belongings ULTIMATE GOAL OF CRISIS MANAGEMENT - to prioritize passengers & crew safety. WHAT IS A CROWD? Basically, this is a group of people without a common goal. CROWD MANAGEMENT - is an intelligent and disciplined application of “practical skills” to control and direct crowd in an emergency situation. GENERAL OBJECTIVE This course aims to provide knowledge and skills to all participants in order for them to be an effective crowd controller to optimize and increase the chances of survival of passengers and crew in an emergency situation. WHAT IS AN ESCAPE ROUTE? An escape route is the entire recommended passage from a point on the ship leading to the embarkation station. ESCAPE ROUTES Primary and Secondary EMERGENCY EXIT EXIT Keep escape routes Knowledge of escape clear of obstructions. routes: cabin - assembly station In an emergency, work place - assembly do not use elevators. station assembly station - lifeboat/life raft station ❖ Maintain order in the muster station ❖ Conduct mustering using passenger lists ❖ Render assistance to the passengers CLEAR AND REASSURING ORDERS Establish a physical presence: Location Clothing (Uniforms are essential) Physical Attitude (Firm, but polite) Simple orders Repeat important information KEEP FAMILIES TOGETHER A family entity will feel solidarity with each other. Families who stay together will be more cooperative and attentive. COMMUNICATION WITH PASSENGERS Give factual information Don’t dramatize Be short and concise PERSONAL CHARACTERISTICS LEADERSHIP Art of imposing one’s will to others ❖ Obedience ❖ Confidence ❖ Respect ❖ Commitment ATTRIBUTES OF A GOOD LEADER ❖ Assesses information ❖ Motivates crew ❖ Delegates task ❖ Exercises authority COHESION “to cohere” ❖ bonding ❖ teamwork ❖ coordination ❖ respect to superior 3 Basic Reaction Patterns After People Accepted the Danger ACTIVE : 10 – 30% ▪ Might want to do something about the situation, e.g., ▪ stand and fight the danger (solutions that might be harmful). ▪ help others. ▪ flee and save themselves. PASSIVE : 50 – 75 % Might freeze, do nothing and wait around for somebody to tell them what to do. Some might follow the active. PANIC : 1 – 3 % Those that are terrified might enter into a state of violent emotional reaction. This group gets symptoms of serious breakdown. They may scream and shout, start running around and take other actions that may be detrimental to the situation. What is panic ? - sudden uncontrollable feeling of fear or anxiety. STRESS individual response to a given pressure anything that thrills, worries, scares or threatens STRESS FACTORS Perceived risk Few options for control Lack of organisation No crew cohesion Difficult choices Time constraints Misinformation Lack of co-ordination Insufficient procedures Too much information Lack of crew competence STRESS REACTIONS ▪ strange behavior - nervous, voice pattern ▪ acceleration - overactive ▪ jump to different solutions & ideas ▪ tunnel vision ▪ concentration on irrelevant details ▪ denying facts & reality ▪ perception of time ▪ nervous breakdown ▪ intolerant attitude ACTIONS TAKEN AGAINST PANIC ▪ Taken control ▪ Show yourself as a leader ▪ Give information ▪ Delegate task that are meaningful POWER: Power helps you to influence the passengers – to get them to do what you what them to do. There are a number of different types of power, but not everyone has them all. ✓ It is important to decide what kind of power you have, and which one will help you to influence the passengers. Power base 1 : Coercive power This is based on using fear or force to get passenger to do something, but should be used with care because it could make them panic. Power base 2 : Connection power This is based on your connection with important people, such as the Captain. Power base 3 : Expert power This is based on your skill and ability to do something that other people might find difficult, such as getting into a lifeboat. Power base 4 : Information power This is based on your knowing something that others do not know, such as how the emergency is developing.
