LACMTA PGL METRO RAIL INVENTORY SYSTEM METRO RAIL INVENTORY SYSTEM DOCUMENT OVERVIEW This document is can be used by emergency responders to assist with pre-incident planning and for the successful abatement of the emergency conditions. This document provides surface maps, site and platform plans, and mezzanine level plans (where applicable) for each station of the Pasadena Gold Line (PGL) system. It also provides maps and the site plans of the tunnels and the vehicle maintenance facilities. Since this manual is for the use of emergency response personnel, only pertinent equipment as of the date of the document is included. The following are the recommended steps for effectively using this document: 1. Identify the station of interest from the index. PGL should be thought of as a "system" and adjacent stations should also be identified. 2. Review the General Information section. This section provides information concerning the potential hazards and the functional descriptions of equipment and facilities vital to the Fire Department personnel and other emergency responders. 3. Locate the station’s surface map, site and platform plan, tunnel plan and mezzanine level plan (as applicable). The surface maps depict an area large enough to assist an Incident Commander with the staging and deployment of resources. The maps and plans included in this book provide a layout of the emergency response equipment such as emergency telephones (ETEL), fire department connections (FDC), traction power substations (TPSS), electrical disconnect switches (EDS), blue light stations (BLS), etc. This document is a tool that can assist the emergency responders in successfully accomplishing a wide variety of tasks, by identifying information about the system as of the date of this document. It is recommended that all the responders are familiarized with the use and understanding of the materials in this manual, and that this document is reviewed and updated on a periodical basis to accurately reflect the system. Booz Allen Hamilton Inc. 1 of 7 PGL MRIS Final - May 2004 LACMTA PGL METRO RAIL INVENTORY SYSTEM GENERAL INFORMATION SPECIAL FEATURES: The PGL stations are equipped with special features intended to support the fire services and the emergency responders. These features are discussed below: BLUE LIGHT STATION: All the traction power substations (TPSS), selected locations in the right-of-way (ROW), and some passenger stations have a Blue Light Station (BLS). The BLS is an orange cabinet identified by an illuminated blue light mounted on the top. It contains two systems for the emergency response: 1) A red mushroom type pushbutton referred to as an Emergency Trip Station (ETS) used to remove the traction power from the Overhead Catenary System (OCS) on both tracks as far as the next trip station, and 2) An emergency telephone with a direct connection to the Rail Operations Control (ROC). The ETS at the TPSS locations is referred to as ETSF (Fire). Although, the ETSF is capable of removing power from the OCS on both tracks, it does not remove the power from the substation. Therefore, the main Electrical Disconnect Switch (EDS) must be manually operated to de-energize the entire substation. FIRE DEPARTMENT CONNECTIONS: Fire Department Connections are used to boast up the firewater pressure at the 2 ½” Wet Standpipes or the Fire Hose Cabinets (FHC). Stations without 2 ½” Wet Standpipe or FHC are close enough to a city fire hydrant. ELECTRICAL DISCONNECT SWITCH: Traction power substations (TPSS) are located along the ROW, providing power to the OCS. Each TPSS contains a manual EDS (load switch) that removes power (both traction power and auxiliary power) from the entire substation. HAZARDS: The OCS carries 750V DC for the traction power along the entire alignment of the PGL. There are several methods by which the OCS may be de-energized in the case of an emergency: 1. A short to ground will automatically trip the in-line circuit protection devices (i.e. the circuit breakers). 2. The ETS/ETSF located in the BLS will also remove power from the OCS, when manually activated. 3. The main Electrical Disconnect Switch at the TPSS locations removes power from the OCS and the substation, when manually operated. 4. The Rail Operations Control (ROC) can also trip the OCS circuit breakers remotely. Booz Allen Hamilton Inc. 2 of 7 PGL MRIS Final - May 2004 LACMTA PGL METRO RAIL INVENTORY SYSTEM EMERGENCY TRIP SYSTEM DESCRIPTION The Emergency Trip System (ETS) provides a means for Transit staff or Emergency Responders to de-energize sections of the Overhead Catenary System (OCS) and Traction Power Substations (TPSS). ETS are associated with Blue Light Stations (BLS) that additionally provide auto-dial telephone connection to the Central Control Facility (CCF). The Gold Line has two types of ETS as follows: ETS-F are located at each TPSS and trip (open) all dc and high-voltage ac circuit breakers at that substation. The ETS-F also disconnects auxiliary (housekeeping) power including lights and 120v outlets. Emergency (bug) lights will switch on under these conditions. In addition, due to the "transfer trip" protection system, operation of an ETS-F will also trip dc feeder breakers that can back-feed into that substation from adjacent TPSS. Figure 1 summarizes the system functionality. It should be noted that the ETS-F is independent of, and does not require the SCADA system, nor the fiber-optic network to be functional. It should also be noted that the ETS-F does not trip or otherwise disconnect the incoming utility supply, nor does it disconnect the substation battery system. Operation of an ETS will trip (open) all dc feeder circuit breakers that feed the OCS system in the vicinity of that ETS. Figure 2 summarizes the system functionality. It should be noted that the ETS is dependent on the availability and operation of the SCADA system and the fiber-optic network. It should also be noted that the ETS do not trip high-voltage ac circuit breakers in substations, the ETS only de-energizes the OCS system. Due to operation of the automatic power-up and transfer switch, the standby generator will come online and, feed 120/208 v power to the shop, carwash, security and blowdown buildings.
