RIVERSIDE FIRE AUTHORITY FIELD OPERATING GUIDELINES ABANDON AND WITHDRAW PROCEDURES ABANDON THE BUILIDING “Abandon the Building” is intended for use when an immediate withdrawal of interior personnel to a safe area is paramount for safety. Failure to respond may result in serious injury or death. “Abandon the Building” will be ordered where there is potential for:  Building collapse or,  Possible explosion or,  Other hazardous condition(s) that dictate a change from offensive interior attack to a defensive exterior attack or,  Whenever the Incident Commander or any other officer who believes that an imminent hazard exists that may result in serious injury or death to interior personnel. PROCEDURE FOR “ABANDON THE BUILDING”  The officer calling the “Abandon the Building” signal shall call for emergency traffic and state the hazard and the location to facilitate a safe exit.  When the order to “Abandon the Building” is given, the Incident Commander will instruct Dispatch to announce “(Incident Name), Abandon the Building”. The Dispatcher will repeat this three times.  All Fire Department personnel with access to an apparatus shall sound their apparatus’ air horn for a minimum of fifteen seconds.  Upon notification of the “Abandon the Building” order, the interior crews will immediately:  Evacuate to a safe area, abandoning tools and equipment that are not necessary for escape.  Conduct a Personnel Accountability Report (PAR)/ Roll Call.  Report the location and status of their crews to their immediate supervisor. WITHDRAWAL FROM THE BUILDING A “Withdraw” order should be an organized rapid exit. Upon the receipt of an emergency traffic withdraw order, the company officer/team leader shall:  Acknowledge the withdraw order,  Assemble their crew and promptly exit to a safe location, bringing whatever equipment that will not hinder a rapid exit.  Upon exit the officer/team leader will once again account for all crew members and notify command of PAR.
