Bonita Springs Fire Control and Rescue District Standard Operating Guidelines 1.1.1.1.1.1.1.1.1. # 1056.11.00 Subject: Fire Alarm Control Panel On-Scene Procedures Adopted: November 2, 2011 Effective Date: November 2, 2011 Last Revised Date: September 30, 2021 Revision Number: 2 Due for Revision Date: September, 2024 Table of Contents 1056.11.01 Purpose 1056.11.02 Definitions 1056.11.03 Scope 1056.11.04 Procedures 1056.11.05 Important Things to Know C:\powerdms\convert\Temp\77562ab1-8434-4123-ad50-44ffefb48076.doc Page 1 of 3 1056.11.01 Purpose The purpose of this guideline is to provide a standardized procedural action plan dealing with fire alarm control panels (FACP’S) and system equipment at fire and non-fire events. 1056.11.02 Definitions FACP – Fire Alarm Control Panel Fire Watch – A person or persons assigned to an area for the express purpose of notifying the fire department, the building occupants, or both of an emergency within the assigned area. This applies only to commercial buildings and multi-family residential buildings, three living units or more. (Appendix A) Resetting the System – A method or procedure that restores the fire alarm control panel to its normal operating mode. These procedures are written on the inside of the FACP cover. System Down – Is when the FACP cannot be restored to its normal operating mode. System all Normal – A FACP that is not reporting signals, and shows the system to be in the normal operating mode. System Restore – This is when all fire alarm system devices (pull station, smoke alarm, and control valve) connected to the FACP have been restored to their normal operating mode. 1056.11.03 Scope These procedures are intended as a guideline to thoroughly evaluate a FACP regarding the current activation, and to include: mitigating the cause of the activation, restoring the system back to normal, or notification of system down and possibly implementing fire watch procedures. 1056.11.04 Procedures 1. Proceed to FACP to determine the status of the alarm system indicated (alarm, trouble, supervisory, or zone) for possible reasons the fire alarm system activated. This also assists with identifying the location(s) of the alarm device(s) that communicated with the FACP; assisting in resolving the alarm activation. 2. Conduct a systematic investigation of the premises. 3. While a systematic investigation of the premises is taking place to determine the device(s) that activated the system, the FACP can be silenced if a switch exists to do so, but under no circumstance at this time shall the FACP be reset. ALWAYS REMEMBER TO USE PRUDENT JUDGEMENT BEFORE SILENCING THE FIRE ALARM SYSTEM. C:\powerdms\convert\Temp\77562ab1-8434-4123-ad50-44ffefb48076.doc Page 2 of 3 4. After the premises and system investigation has been completed: 1056.11.05 If the cause of fire alarm system activation has been determined, and fire department personnel have proper tools available; the FACP can be reset after the system has been restored. If the cause of the fire alarm system activation cannot be determined and if the premises have been thoroughly searched and found no fire; fire department personnel having the proper tools available can reset the FACP after the system has been restored. If the FACP cannot be reset and the system restored to System all Normal, the FACP will be declared System Down, and the property representative will be ordered to do a Fire Watch and contact their fire protection maintenance company. Safety Considerations A FACP will not initiate an alarm condition when in the silent mode from the monitoring company to Lee Control. Additional signals (alarm, supervisory, and trouble) will stack at the FACP, and should be acknowledge while doing a systematic inspection of the system and premises. These signals are not retransmitted by the monitoring company to our Dispatcher (Lee Control). Before leaving the scene, the FACP must be: 1. Reset and fire alarm system restored to System all Normal; OR 2. Declared System Down, and a Fire Watch ordered. 3. Email the fire prevention division of a Fire Alarm Activation, System Down, or Fire Watch Ordered. Fire Prevention Division Personnel will follow-up to insure system is functioning normally. 4. For nuisance alarms, fill out an Alarm Activation Report. Leave a copy with a competent individual on scene, and turn in to Prevention Division and Deputy Chief of Fire/Special Operations.
