Review: Rescinds: 06/24/21 Amends: Accreditation Standards: CFA 10.02, 10.08 Subject: Training Administration This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose This post order will establish guidelines for the administration of the agency training function and programs. 2. Policy Training will be consistent with the agency’s goals and objectives. Members will be provided training as mandated by the Criminal Justice Standards and Training Commission (CJSTC), state and federal law, and in accordance with the agency needs and policies. {CFA 17.01} 3. Definitions A. Agency Administered Training Course – Includes all training classes taught by agency instructors to agency personnel during orientation, in-service training, roll call training, and/or any advanced/specialized training. B. Authorized Absence - Failure to attend scheduled training due to illness, a recognized emergency, subpoena, or with appropriate level of supervisory approval. C. Job Task Analysis - A systematic examination of the functions and objectives of each task as they relate to the skills, knowledge, and abilities of the job. D. Lesson Plan - A detailed written guideline of training course content. A lesson plan includes course goals, specific subject matter, performance objectives, references, resources, and method of evaluating or testing students. E. Performance Objectives - Specific statements of operational behavior required for satisfactory performance of a job task, the conditions under which the behavior is usually performed, and the criteria for satisfactory performance. Performance objectives provide the basis for evaluating participants and course effectiveness. F. Rate - Rate of reimbursement for travel and expenses as provided by the U.S. General Page 1 of 5 72.0 Services Administration. G. Travel Expense Voucher - Form used to document expenditures of reimbursable travel- related funds. H. Unauthorized Absence - Failure to attend a scheduled class without appropriate level of supervisory approval. 4. Procedures A. Administration 1. Training Function The primary responsibility for agency training and program development rests with the Training Unit. This unit will review, evaluate, and update training programs to ensure training is job-related and conforms to current law and agency policy. Functions include, but are not limited to, the following: a. Developing training programs. b. Selecting instructors and high liability program coordinators. c. Notifying members of training opportunities. d. Administering training programs. e. Maintaining training records. f. Coordinating training with the OTECH Criminal Justice Academy of Osceola, the Florida Department of Law Enforcement (FDLE) and the Criminal Justice and Standards Training Commission (CJSTC). g. The Training Unit supervisor shall be the liaison for the Criminal Justice Academy of Osceola and other academies unless another member is designated by the Sheriff or designee. h. Facilitating certified members’ compliance with mandatory CJSTC retraining requirements. 2. A Training Unit Lead Instructor will be responsible for the following: a. Developing, evaluating, and scheduling all classes/elements of the Orientation Program. b. Monitoring the progress of the new recruits throughout the Orientation Program. c. Scheduling between phase training for the new recruits. 3. Lead Instructor a. The Training Unit Lead Instructor handles all range activities and serves as the agency armorer. b. The Training Unit Lead Instructor issues all agency weapons and controls their inventory with the Purchasing and Supply Unit. B. Attendance Verification 1. At the beginning of each agency administered training course, the instructor shall distribute an agency approved training attendance roster and instruct each member attending the class to sign it. 2. Immediately following the course, instructors will forward attendance records to the Training Unit for entry in the agency database and filing. Page 2 of 5 72.0 3. The Training Unit supervisor will report known absences via chain of command to the member’s division captain. C. Lesson Plans A lesson plan must be completed and approved for every agency administered training course before it is taught. Lesson plans should be revised annually to ensure the latest policies and practices are being taught. Revisions of existing lesson plans must be resubmitted for approval prior to implementation. Lesson plans will: {CFA 10.02} 1. Be developed based on a current job task analysis. 2. Contain student performance objectives. {CFA 10.02} 3. Contain or identify the training program content. The content must contain enough detail to allow another instructor to teach the same course based on the lesson plan. {CFA 10.02} 4. Identify and specify the appropriate instructional techniques that will be employed and alternate instructors capable of teaching the class. {CFA 10.02} 5. Be consistent with any CJSTC guidelines, and include at a minimum: {CFA 10.02} a. Lesson plan cover sheet. b. Lesson plan outline. c. Instructor reference material. d. Handouts or other student reference material used. e. A copy of any electronic, audio, video, or digital media used. 6. Be submitted in a digital format to the Training Unit Supervisor for approval. Lesson plan approval will be documented on the agency approved lesson plan cover sheet and must be obtained prior to implementation of the training course. {CFA 10.02} 7. Provide instructions for the administration of any tests used and the minimum score required to demonstrate proficiency. If a test is used, the instructor must include a blank copy of the test provided to students and a completed answer key with the lesson plan. Immediately following the course completion, the instructor shall forward the completed test for course participants to the Training Unit for entry in the agency database and filing. {CFA 10.02} D. Record-Keeping The Training Unit is responsible for maintaining accurate training records for agency members. The information contained in these files is public record and will be released in conformance with F.S.S. 119, Policy 206.0 Public Information, and Policy 222.0 Records. 1. Member Records Course certificates and other proofs of course completion will be maintained in individual files for each member by the Training Unit. Files will be updated in an electronic register after each in-house course, or upon receipt of certificates of completion from outside courses. The member is responsible for providing documentation of job-related courses attended outside the Sheriff’s Office within five days of course completion or certificate availability. Agency members will Page 3 of 5 72.0 have access to this information as needed and are encouraged to periodically audit their personal training records for completeness. 2. Course Records The Training Unit will maintain a record for each training class it administers, to include at a minimum: a. Lesson plan used. b. The instructor(s). c. Names of attendees. d. Performance of individual participants, if applicable. 3. FDLE Firearms Qualification Records The Training Unit Supervisor and the Training Unit Lead Instructor shall ensure that: a. The lesson Plan mandates the member must qualify on the Florida Department of Law Enforcement’s current firearm’s qualification course. b. Each member who qualifies with a firearm has completed the CJSTC 86A form including the member’s signature and has also signed, and dated the training roster. c. The instructor’s signature on the CJSTC 86A form shall be an active CJSTC firearms instructor who witnessed the qualification. d. The CJSTC 86A form including the agency administrator or designee’s signature (Training Unit Supervisor) is complete. e. The qualification shall be entered in the Automated Training Management System (ATMS), or other system designated by the FDLE. 4. Mandatory CJSTC Training Records a. The Training Unit Supervisor and/or designee shall ensure that sworn members mandatory retraining records are complete and entered into ATMS or other designated system as required by the FDLE or F.S.S and the CJSTC 74 Form is completed. b. The records shall include, but not be limited to the following: (1). Human Diversity/Interpersonal Skills. (2). Discriminatory Profiling and Professional Traffic Stops (CJSTC #1131) or the Institute of Police Technology and Management’s course, Safe and Legal Traffic Stops (SALTS). (3). Domestic Violence. (4). Juvenile Sex Offender Investigation. (5). Use-of-Force training. (a). Use of Force training shall be completed annually. (b). Curriculum shall, over the course of a three (3) year period, at minimum address the following topics:. Scenario based firearms training.. Physiological Response Dynamics Training.. Less lethal force options available within the agency other than dart firing stun guns (Civilian members authorized to carry less lethal weapons while on duty must comply with this section).. Agency policies on Use of Force.. Legal aspects regarding Use of Force. Page 4 of 5 72.0 E. Instructor Qualifications and Selection {CFA 10.08} Qualified instructors are an essential element of any successful training effort. The Training Unit is responsible for selecting and monitoring instructors for agency-provided training. 1. Potential agency instructors shall complete the following selection process unless waived by the Support Services Division Captain or higher: {CFA 10.08} a. Prior to attending instructor training classes (CJSTC General Instructor Techniques is exempt from this requirement), the member shall submit a memorandum via the chain of command to the Human Resource Unit and the Training Section Lieutenant, detailing the member’s qualifications and experience for the position. b. The member shall meet the requirements set forth in policy 326.0, Position Vacancies and Application Procedures. c. The Training Section Lieutenant, Training Unit Supervisor, and Agency Training Coordinator (for the Topic) shall review the qualifications and if the candidate is acceptable shall schedule a review board. d. If the review board deems the candidate acceptable, the candidate will be scheduled in the next agency approved instructor training class. 2. High-liability Instructor Qualifications as identified by CJSTC: {CFA 10.08} a. Must have a CJSTC General Instructor Techniques certification prior to attending a high liability instructor’s class. b. Shall coordinate with the Training Unit Supervisor or designee to complete any prerequisite requirements before being scheduled for instructor class (i.e. pass 40 round CJSTC/FDLE firearms qualification course). c. Must have or be able to obtain a high liability certification for the specific course taught prior to instructing a high liability class. d. Must give a two (2) year commitment to the Training Unit and instruct when scheduled. e. Each high liability course has an agency coordinator who will be responsible for lesson plan revisions and instructor scheduling. 3. Agency instructors will: {CFA 10.08} a. Be thoroughly knowledgeable in the subject matter. b. Have good communication skills. c. Be recommended by supervisors. d. Possess the necessary certifications (e.g. CPR/First Aid). 4. The agency shall have a minimum of six (6) CJSTC certified firearms instructor. 5. Outside instructors may be scheduled to teach courses based on special needs of the agency. These instructors will be selected based on experience, recommendations of other law enforcement agencies, schools, colleges and universities, and their skill and ability as instructors. Such instructors will comply with all Training Unit guidelines and may present topics of instruction as deemed necessary by the Training Unit supervisor. {CFA 10.08} Page 5 of 5
