PURPOSE: To establish department standards on truck company operations for the City of Clearwater. These standards will cover primary mission statement, riding assignments, tool assignments, and radio designations. 612.1 Primary Mission of Truck Companies The six primary functions of the truck company when operating at structure fires are: Search and Rescue Entry Laddering Ventilation Overhaul Utilities The most important of these functions is the search and rescue of occupants. This function shall always be one of the top priorities of the truck company. 612.2 Radio Designations The truck company will have radio designations that will mirror job and tool assignments. Radio Designation Position on Apparatus Truck 45/48 Right front seat (Lieutenant or Acting Lieutenant) Driver Truck 45/48 Left front seat (Driver/Operator or Acting Driver Operator) Irons Truck 45/48 Right Tailboard position Hook Truck 45/48 Left Tailboard position / Tiller position SUBJECT: Truck Company EFFECTIVE DATE: 10/12/07 S.O.P. 612 Operations REVISION DATE: 06/03/20 CATEGORY: SUBCATEGORY: PAGE 2 of 7 Suppression Operations 612.3 Basic Tool Assignments To establish a consistent primary tool assignment that is deployed on the fireground, it will be expected that these riding position will carry these essential tools on each incident. Unit officers will have the discretion to modify the assignments as conditions or structures dictate. Position Tool assignment Officer Radio, Hand light, T.I.C., Halligan, Appropriate size hook Irons Radio, Hand light, Halligan, Flathead ax, Hydra-ram Hook Radio, Hand light, Appropriate size hook, Halligan Driver Radio, Hand light, Appropriate size hook, T.I.C. Consideration should be given to having the Hook position bring the water extinguisher. This will allow for a quick knockdown of a small fire and provide an additional margin of safety for the crew. 612.4 Typical Team Assignments The Fire & Rescue minimum standard of four personnel per the truck company gives the department some flexibility in assignments to better enhance our mission. The Officer of the truck company can make some of these assignments before arrival if they are familiar with the structure. Basic examples of crew assignments for structures are as follows: A. SINGLE STORY RESIDENTIAL: Officer Appropriate size hook Halligan Thermal Imaging Camera Light and radio Directs searches, locate and if possible confine the fire, opens up concealed spaces, overhaul, salvage Irons Halligan and Flathead ax Other appropriate forcible entry tools Light and radio Forces entry, performs searches, overhaul, and salvage under the direction of the Officer SUBJECT: Truck Company EFFECTIVE DATE: 10/12/07 S.O.P. 612 Operations REVISION DATE: 06/03/20 CATEGORY: SUBCATEGORY: PAGE 3 of 7 Suppression Operations Hook Appropriate size hook Halligan Water extinguisher if assigned to interior operations Light and radio Hook position should usually assist Officer and Irons with search inside the structure to complete this task more quickly and efficiently Can-position can also be assigned to assist driver on the exterior if conditions dictate Will perform overhaul and salvage under the direction of the Officer Driver Appropriate size hook Halligan Light and radio The 2nd Thermal imaging camera Performs horizontal ventilation as directed by the officer Completes 360 of structure and reports unusual conditions Provides second means of egress Assists interior crews as directed by the Officer NOTE: At single-story residential structures, the Officer of the truck company should give strong consideration to taking the Hook position inside the structure to make optimum use of staffing to complete a primary search. B. MULTI-STORY RESIDENTIAL: Officer Appropriate size hook Halligan Thermal Imaging Camera Light and radio Directs searches, locate and if possible confine the fire, opens up concealed spaces, overhaul, salvage Irons Halligan and Flat Head ax Hydra-Ram Other appropriate forcible entry tools Light and radio Performs searches, overhaul, and salvage under the direction of the Officer SUBJECT: Truck Company EFFECTIVE DATE: 10/12/07 S.O.P. 612 Operations REVISION DATE: 06/03/20 CATEGORY: SUBCATEGORY: PAGE 4 of 7 Suppression Operations Hook Appropriate size hook Halligan Water extinguisher if assigned to interior operations Light and radio Raises portable ladders and provide horizontal ventilation as directed by the Officer Provide secondary means of egress from upper floors V.E.S. with the Driver, vertical ventilation as needed with the Driver Assist the interior crews as directed by the Officer Driver Raises aerial into position on the building Complete 360 of structure and report unusual conditions Provide secondary means of egress from upper floors with the aerial/ground ladders V.E.S. with the Hook position if required Appropriate size hook Light and radio Horizontal ventilation as directed by the Officer NOTE: Depending on the structure, the location of the fire, and the severity of the rescue problem, truck officers should weigh the factors in establishing an X-ray team or taking the Hook position in the structure to effect rescues. C. COMMERCIAL BUILDINGS: Officer Appropriate size hook Halligan Thermal Imaging Camera Light and Radio Large buildings may require a search rope Directs searches, locate and if possible confine the fire, opens up concealed spaces, overhaul, salvage Irons Halligan and Flat Head ax Other appropriate forcible entry tools Light and radio Performs searches, overhaul, and salvage under the direction of the Officer SUBJECT: Truck Company EFFECTIVE DATE: 10/12/07 S.O.P. 612 Operations REVISION DATE: 06/03/20 CATEGORY: SUBCATEGORY: PAGE 5 of 7 Suppression Operations Hook Appropriate size hook Halligan and flathead ax Water extinguisher if assigned to interior operations Light and radio Forcible entry may be required (burglar bars, roll-up doors, heavily secured rear doors, etc.) Secondary means of egress Vertical ventilation with the Driver if required Assist interior crews as directed by the Officer Driver Raise Aerial into position on the building Light and radio Assist Hook with a forcible entry for secondary means of egress Vertical ventilation with the Hook if required Provide a 360-degree size up from the roof and advise Command Assist interior crews as directed by the Officer D. HIGH RISE FIRES: Officer Appropriate size hook Halligan Light and radio Search rope Thermal imaging camera An attempt to obtain a set of keys for the structure Locate fire, assists in the designation of evacuation stairwell and attack stairwell Directs search of fire floor, directs control of the fire apartment door and directs overhaul and salvage Irons Halligan and Flat Head ax Hydra-ram Light and radio Other appropriate forcible entry tools Forces entry, performs searches, overhaul, and salvage under the direction of the Officer SUBJECT: Truck Company EFFECTIVE DATE: 10/12/07 S.O.P. 612 Operations REVISION DATE: 06/03/20 CATEGORY: SUBCATEGORY: PAGE 6 of 7 Suppression Operations NOTE: At high-rise incidents, company officers should understand that if the Aerial is not within reach of the affected floor, then the Hook and Driver should be brought into the structure to assist with operations on the fire floor and the stairwell. Company Officers can keep the whole crew together or split them into an X-ray group to assist with other operations as long as Command is notified. If the affected floor is within reach of the aerial, the Truck Company Officers shall decide to either take the Hook position in to better assist with the search or leave him/her with the Driver. Hook (If going inside the structure) Appropriate size hook Halligan and Flat Head ax Water extinguisher if assigned to interior operations Light and radio Other appropriate forcible entry tools Assists with searches, forcible entry, stairwell control and tasks assigned by the Officer Driver (if going inside the structure) Appropriate size hook Halligan Light and radio Thermal imaging camera Assists with interior crews as directed by Officer E.
