ROMEOVILLE FIRE DEPARTMENT MANUAL 602 CATEGORY 600: GENERAL OPERATIONS POLICY NUMBER TITLE TRUCK COMPANY OPERATIONS EFFECTIVE 01/01/2013 AUTHORIZED Kent Adams, Fire Chief REVISED 10/23/2019 PURPOSE It shall be the policy of the Romeoville Fire Department to define the roles and responsibilities of Truck Companies STAFFING STATEMENT Due to continual manpower constraints, Truck companies will be staffed with a minimum of two personnel, one of which being a company officer or acting company officer. 1. TRUCK COMPANY EMERGENCY OPERATIONS Primary duties for any incident Arrival / Size-Up Respond to assigned incident in a safe and expeditious manner. Provide appropriate information to other units. Mitigate situations that do not require the use of additional resources. Transmit a brief initial report on the main frequency when arriving on scene indicating the following: o Size o Height o Occupancy o Problem o Strategy Investigating (nothing showing) Offensive i.e. “We are leading out a pre-connect through alpha and going offensive" Defensive i.e. “We are going defensive and dropping a 21/2" or “We are setting up the main on the alpha side going defensive" o Announce direction of travel o Identify & Name Command o Switch to a tactical channel (i.e. Red fireground) Page 1 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL Primary Objectives Vehicle Placement Place the apparatus in the front of the building. If placing the apparatus in the front of the building is not possible, the primary objective is to spot the apparatus to utilize the main ladder to get to the roof of the building. If it is a corner building, consider the possibility that the second truck may utilize their main ladder for the same purpose. When the company arrives prior to an engine company, the company will position the apparatus as a truck company and assume engine company duties and responsibilities. As much as possible, positioning of the apparatus should be based on the following: o o o o o o o Max out scrub area of your vehicle Street conditions and accessibility to the fire building Potential objectives Ventilation Rescue Egress/access Master stream application Potential obstacles o o o o o o o o Setbacks Overhead wires Building obstructions Parked vehicles Overhead obstructions such as trees and power-lines Coverage of two sides of the building Transition from offensive to defensive Collapse potential Search and Rescue This operation should be conducted in minimum two person teams. It should be performed as early and rapidly as possible to remove victims from hazardous conditions and hostile environments. Crews may perform the rescue process by interior methods or externally by aerial and ground ladders. Page 2 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL Ventilation Utilize horizontal or vertical as appropriate to enhance life safety, assist fire confinement and extinguishment and promote property conservation. Where o Horizontal (windows and doors) o Vertical (roof and natural openings) When o Conducted in coordination with the fire attack company How o Natural o Mechanical o Hydraulic Forcible Entry If forcible entry is needed and not already completed, the first truck may assume this responsibility with manpower permitting. Typically, the first engine has accomplished this at their point of entry, however interior doors on multiple unit dwellings and/or the rear door(s) may need to be opened. Opening doors may constitute ventilation, and caution should be given to ensure that if this is the case, it should be done in coordination with the engine company. Opening critical doors without coordination may cause unexpected flow paths and put members in danger. Utilize proper tool selection and skill to maximize effectiveness Overhaul Upon fire “knock-down,” perform overhaul as necessary to promote complete extinguishment, preserve scene evidence and prevent the ignition of smoldering embers. Consider all 6 sides of fire area Salvage Utilize appropriate methods to effect the reduction of fire and water damage, protect the building structure and contents and recover personal property. Utility Control Gas (NICOR) Electric (Com Ed) Water Department (Romeoville Public Works Page 3 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL Ladders Ground ladder Utilize appropriate type and sizes available, selection of the right ladder length based on objective to reach and the correct safety angle. Proper spacing of personnel on ground ladders shall be known and understood by all company members. Placing a second ladder at a structure fire for an alternate escape route shall be done. Announce Ground Ladder locations when deployed (i.e. “Ladder at 2nd floor window, A/D corner”) Elevated Fire Streams Utilize primarily in defensive operations. Know ladder or tower limits on GPM flow and pressure. Determine flow rates with tip selection. Special Riggings “A” frame ladder formation for hoisting and bridging. Ground ramping for cave-ins and soft ground rescues, framing for water catch basins and water chutes. Operating as an Engine Company When deploying as an engine company, the officer in charge needs to advise the in-coming engine companies of the need to supply or augment the suppression operation by backing down (reverse lay) or by laying a supply line in (forward lay) to the Truck. Operation of the company needs to be relayed via radio to all responding units. Initial truck company operations will need to be carried out by the next arriving Truck/Engine/Squad Company. Unless needed to assist in obvious rescue situations, the driver-operator shall immediately locate the nearest hydrant and consider securing a positive water source. The first arriving engine company should contact the driver-operator regarding the nearest hydrant and supply lines required. Fire Suppression (First Due Truck) o Locate/confine/extinguish o Protect exposure o Rescue persons trapped by hazardous conditions. o Protect or remove persons and property threatened by hazardous conditions. o Protect other fire units operating at the incident. o Coordination with Engine or Squad o Coordination of Ventilation and Search Page 4 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL Defensive Operations When the Truck is used during defensive operations using elevated master streams, a determination must be made regarding whether the apparatus will utilize its’ own pump or be pumped into from another company. All other truck company duties shall be carried out per the Romeoville Fire Department Manual. Rescue Calls and Special Operations These operations require adequate support personnel. Gather as much information about the scene (i.e., number of patients and the entrapment) as possible. If the Truck company has sufficient equipment and manpower to safely perform the rescue, do so without delay. If beyond the capability of the Truck company, appropriate additional resources shall be mobilized immediately. While awaiting additional resources, stabilize patient and scene if possible. Assist in above and below grade rescue, trench, confined space, ice and water rescue, elevator and machinery entrapment, vehicle extrication and construction accidents in whatever way necessary to ensure the safe, appropriate and expeditious rescue of the trapped person(s). Special Considerations Ensure that truck company members are carrying the appropriate tools. Any truck member who is going into a building should have an axe/striking tool and or bar as well as an appropriate hook. Members going to the roof should always have striking tools in supplement to a saw. Roof work on peaked roofs that are not walkable should be done with the use of a roof ladder in all circumstances. If manpower permits, the truck company may split and accomplish multiple tasks simultaneously. Members may work alone on the outside of the building, but must have a radio. (i.e. going to the rear, venting windows or forcing an outside door). Members conducting a search should have a thermal imaging camera and radio in their possession. Roof teams should be limited to two members only. Page 5 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL Progress Reports to Command Officers shall use the CAN acronym for providing progress reports Conditions – what is happening Actions – what you are doing about it Needs – what do you need for resources Activated Fire Alarms Determine the location of the activation by use of annunciator or fire alarm control panel or other reliable means Proceed to indicated area with equipment necessary to begin initial operations Identify problem and take action as dictated by the nature of the incident (suppression, leak control, EMS, etc.). Hazardous Materials Incidents Obtain as much information as possible Upon arrival, verify information from a safe distance Establish safety zones and position equipment accordingly Summon assistance from appropriate support units if needed Begin operations in defensive or offensive manner Mitigate situation if possible Provide support to the Hazardous Materials Response Team in anyway necessary (decon, hose lines, sectors, etc.) Emergency Medical Incidents Respond as primary care unit, additional manpower, or medical Truck as requested Secure the scene for operating units. Identify the patient’s problem Begin appropriate ALS or BLS care, as dictated by patient condition and established Emergency Medical Standard Operating Procedures Assist ambulance in whatever way is necessary for safe and proper care of patient As soon as the incident is stabilized, the Truck company shall be placed inservice on the scene Page 6 of 7 ROMEOVILLE FIRE DEPARTMENT MANUAL 2. TRUCK COMPANY NON-EMERGENCY OPERATIONS Truck Company non-emergency responsibilities include, but are not limited to: Public Education Conduct tours of facilities as assigned or if requested. Conduct annual school fire evacuation drills. Conduct public education classes as assigned. Participate in annual Fire Department Open House programs. Fire Prevention Inspections Conduct inspections and re-inspections of scheduled locations as assigned by the Fire Prevention Bureau Conduct special inspections as assigned (i.e. Festivals, Occupancy Counts at night) Preplan Creation and Updates Create Preplans of all businesses in our protection area Conduct updates to existing Preplans to insure relevancy Daily Assignments and Objectives Complete Daily Objectives as assigned Complete Special Assignments located on Department Calendar or as assigned All Other Duties as Assigned Duties not outlined in this policy but assigned by staff personnel shall be completed Page 7 of 7
