4/1 GENERAL 1 4/1 GENERAL 4/1-01.33 ROUTINE OPERATIONS/GENERAL -01. GENERAL.33 FUND TRANSMITTAL In transmitting funds, supervisors shall comply with the following: A. Funds transmitted to Headquarters should be in the form of a personal or cashier's check. B. Money should not be collected or transmitted to Headquarters on Saturdays, Sundays, or holidays because of the inadequate means available for safekeeping. C. All supervisors and members to whom money is delivered are required to issue a receipt. D. All intra-departmental cash receipts transmitted to Accounting Services Section (with the exception of money received in payment of personal telephone calls) must be accompanied by an F-275 (refer to Vol. 5, 9/7-00.00, F-275)..42 TRAVELING EXPENSES Members will receive travel expenses for approved Department business only. Advance travel funds will be requested by submitting an F-225. Approved budget trip, amount budgeted or allocated and account number All inquires regarding travel expenses shall be directed to Accounting Services Section. 4/1 GENERAL 2.50 TRAINING REQUESTS Department members will receive training expenses for approved training activities only. F-225 Forward Normally, six weeks in advance of training activity To Appropriate Bureau Commander, THROUGH CHANNELS Number of copies One Routing Upon approval by the Bureau Commander, the Bureau Commander forwards the request to the appropriate Bureau Training Coordinator for tracking. The original approved request is forwarded to the Administrative Services Bureau for review. Once the request is reviewed by the Administrative Services Bureau, the original copy is forwarded to the Bureau Training Coordinator. The Bureau Training Coordinator is responsible for forwarding the original document to the Accounting Services Section for further processing. Upon approval or disapproval, the Bureau Training Coordinator will return a copy of the training request to the requesting member, through channels. Information Required 1. Employee name and classification 2. Assignment 3. Description of training or attached documentation 4. Justification for requests, anticipated benefit to work performance, and the cost of training 5. Supervisor’s statement All inquires regarding the status of a training request shall be directed to the appropriate Bureau Training Coordinator..66 SCHEDULING EVENTS Any events which involve the Department or its members may be recorded and scheduled on a master calendar maintained by the Community Service Unit. The primary purpose of the master calendar is to assist Department members in avoiding conflicts in the scheduling of events or meetings. Any member may call for information on events scheduled or to have a coming event placed on the calendar. Some of the events scheduled are as follows: A. Retirement dinners B. Personnel organization meetings C. Scheduled events involving several Department members. If a Board of Fire Commissioners meeting is to be held in a fire station, the Fire Commission Office shall notify the station commander, through channels. Equipment or material needed will be arranged for by the Commission Office, and the station commander. A Form General 113 for equipment required shall be forwarded by the Station Commander, through channels, to the Fire Facilities Coordinator at least two weeks prior to the meeting. 4/1 GENERAL 3.88 CONTRIBUTIONS When contributions are collected, an F-225 report will be prepared and forwarded to the Administrative Office listing all pertinent information. Names and amount of contribution.99 BRIDGE-LOAD LIMIT Engineers and Apparatus Operators shall become familiar with load limits and speed limits established by the Department of Public Works, Structural and Geotechnical Engineering Division for all roadway bridges within their first-in district. They shall also be aware of the gross loaded weight of their apparatus. Responsible Officers, Engineers, and Apparatus Operators shall consider bridge load limits in establishing routes for both emergency and non-emergency responses. -14. RELIEF PLATOON CHANGE.01 GENERAL Station Commanders shall normally cause all members to arise no later than 0630 hours. Members on-duty shall dress so as to be available for emergency response (not civilian dress)..14 EARLY RELIEF Early relief is the 90-minute period prior to the scheduled hour of duty of the oncoming platoon. When members agree to participate in such early relief, for timekeeping purposes, said early relief shall not constitute undertime or overtime for either member. Prior to leaving quarters, relieved members shall check with the Station Commander so that any official notices or other important incidents which may have occurred during the night may be related to them..28 PROPER RELIEF Station Commanders shall not allow any member of their station to go off-duty until properly relieved by an oncoming member in proper uniform. Members not so relieved may be released when the anticipated number of members of the oncoming platoon have arrived or after other arrangements have been made with the approval of the Battalion Commander. Members not properly relieved at 0800 hours shall be compensated (EOD) for all time worked past 0800 hours (Ref: Vol. 5, 9/7-00.00 F-5054 Overtime instruction). Rated members should be relieved by members of equal rank or grade or members assigned to perform their duties on that date. A. Each member reporting for duty shall be responsible for the following: 4/1 GENERAL 4 1. Placing their protective equipment in the proper location. 2. Conducting operational checks of their breathing apparatus, facepiece, assigned radios and cellular phones. 3. Placing their “Passport Accountability System” personalized magnetic strips on their assigned apparatus in an approved location. 4. Being prepared for immediate response. B. Each member being relieved shall be responsible for the removal and storage of their protective equipment in a safe and secure location as designated by the Station Commander. C. All members responsible for driving or tillering Department Apparatus shall, in addition to the above, check their apparatus to assure its full readiness and that all equipment is properly secured (refer to Volume 3, 6/11-01.60)..42 INFORMATION ON RELIEF Members shall, before going off-duty, acquaint their relief with every pertinent detail of their tour of duty, giving them the keys or equipment necessary and such information as may be necessary for the efficiency and benefit of the Department..56 TARDY When a member anticipates being late reporting for duty they shall notify an officer at their assignment as soon as possible. When a member on platoon duty fails to report to their place of assignment at the time of platoon change, the Battalion Commander shall be notified of the circumstances immediately..58 TARDY OR AWOL When a member is tardy or absent without leave, they shall make out an F-225 letterhead. A complete and detailed statement of the reason for the unauthorized leave. 2. The member's immediate supervisor will add to the same report, time tardy or absent and any pertinent information that will aid in determining disposition of the case. 4/1 GENERAL 5.70 PLATOON CHANGE AT FIRES In case of a prolonged fire at the change of platoons, the Station Commander of the oncoming platoon will call the Battalion Commander for instructions. If the Battalion Commander is not available, Metro will be called for instructions..84 TRANSPORTATION If relief is to be made at the scene of an emergency, members shall be transported in Department vehicles. When details are made, Chief Officers will arrange for transportation by Department vehicle when practicable. -21 DAILY COMMAND ROSTER.01 PROCEDURE This roster is prepared at 0800 hours, each normal business day, by Metropolitan Fire Communications. All Division/Battalion Commanders assigned to the Emergency Services Bureau and EMS District Captains shall report to Metro upon assuming command. A. The officers shall identify themselves by name, rank and command assignment. B. Metro shall be notified of any change in command during that shift. When the change is for the balance of the shift, the officer calling shall so state. -28. LINE-UP.01 DEFINED A "Line-Up" consists of the assembly of all members present, in a straight line, at attention, and in proper uniform, at a place in quarters designated by the Battalion Commander..33 PLATOON CHANGE At 0800 hours Station Commanders shall cause station members to line up, assign duties as necessary, read orders and communications to members, and deliver any verbal information or instruction deemed necessary..66 SPECIAL OCCASIONS A Line-Up" shall also be held, and the officer in charge shall tender a salute in the following cases: A. When an active Chief Officer in uniform enters quarters, unless he directs otherwise, the officer in charge shall hold the salute until it is returned, and report "all members present", or "all members accounted for", as the case may be. B. When the Mayor, member of the Board of Fire Commissioners or any other governmental dignitary enters quarters, unless they direct otherwise. These officials will be given the same courtesy as that extended to Chief Officers. C. When any important person enters quarters, and in the opinion of the officer in charge such courtesy is indicated. Upon dismissal of "line-up", members shall remain alert on the apparatus floor, unless otherwise directed. 4/1 GENERAL 6 -32. DETAIL POLICY.01 GENERAL All members of the Department shall be subject to emergency and routine details, as required by commanding officers, to represent and/or carry on the work of the Department..33 ASSIGNING DETAILS In making details, officers will consider the following criteria, not necessarily in the order listed: A. Qualifications of a member to perform the work. B. Development of personnel by giving varied experience for betterment of the Department. C. Volunteers who wish the detail. D. Date of member's last detail using a rotational system when practicable. Officers are not strictly limited to any particular order of rotation, but will consider overall efficiency and need of the Department..66 TRANSPORTATION FOR DETAILS AND S.O.D. ASSIGNMENTS Transportation for details and SOD assignments, outside a member's normal work location, shall be provided by the Department whenever practicable. Exception Members receiving sufficient advance notice to allow them to report directly from their home to their detail or SOD assignment shall do so. -42. FLAG DISPLAY.01 GENERAL The Flag of the United States of America shall be displayed at all Department facilities equipped to display the flag, as follows: A. From 0800 hours to 1700 hours each day of the year, weather permitting. B. On Memorial Day, May 30, the Flag shall be flown at half-staff until 1200 hours and raised to the peak for the remainder of the day. C. When an employee of the Los Angeles Fire Department dies in the line of duty, Metro will notify all Fire Department facilities to lower the flag to half staff until after the memorial services. D. Any other display of the flag will be in conformance with the flag code and regulated by special instructions from Metro..25 IN FORMATIONS Whenever the flag is to be carried in Department formation, a color guard shall be provided..50 CARE OF FLAG Station Commanders shall be responsible for the proper display and respectful care of the flag; when not in use, it shall be folded and properly stored..75 FLAG CODE The flag code contained herein shall be studied by members and referred to frequently as a guide to proper flag etiquette. 4/1 GENERAL 7.99 COPY OF FLAG CODE US Flag Code in pdf format -56. SUGGESTIONS.01 GENERAL The Department is a participating member of the Suggestion Award Program administered by the Personnel Department. The purpose of this program is to encourage employees to submit suggestions for the improvement of Department services, or the reduction of the cost thereof, and to provide for suitable awards for suggestions which receive approval. All suggestions which are properly submitted (refer to Vol. 5, 9/7-00.00, F-100) and accomplish, or tend to accomplish, any of the following objectives, shall receive thorough consideration: A. The saving of time, labor, space, materials or supplies; B. The improvement of service to the public; C. The improvement of methods and procedures resulting in increased output or efficiency, or both; D. The improvement of safety conditions; E. The improvement of tools and equipment; F. The elimination of unnecessary procedures, records and forms..05 TYPES OF SUGGESTIONS NOT CONSIDERED A. Suggestions which call attention to a problem but do not suggest a solution; B. Suggestions dealing with personal grievances, salary adjustments, position classifications and other items restricted to the Meet and Confer process; C. Suggestions which are not original with the suggester, or which are submitted for other employees who would be ineligible because the suggestions would be within the scope of their normal job responsibilities; D. Suggestions which are basically duplicates of suggestions submitted within the preceding 24 month period; E. Suggestion which are within the scope of the normal job responsibility of a suggester. F. Suggestions which are basically duplicates of suggestions which are currently under study by the Department..25 SUGGESTION COMMITTEE The Department Suggestion Committee shall consist of two Chief Officers, two Firefighters, one of which shall be a licensed Paramedic, appointed by the Fire Chief. The Suggestion Committee Secretary shall be an employee of the Department designated by the Fire Chief. The approved policies delineating the establishment, organization, and standard operating procedure; and copies of the applicable forms and correspondence samples shall be maintained by the Manuals and Orders Unit. 4/1 GENERAL 8.50 PROCESSING A suggestion that qualifies (refer to Vol. 5, 9/7-00.00, F-100) shall be reviewed by the Suggestion Committee and assigned one of the following dispositions: A. Recommend Approval B. Disapproval C. Referred D. Pending The suggester shall be notified upon receipt of the suggestion (F-99 Acknowledgment Letter), and will be informed of any additional Committee action pertinent to the suggestion. The suggester will be notified of the current status of their suggestion each six-month period unless the Committee has informed the suggester of a time schedule for processing the suggestion. A member may call the Secretary of the Suggestion Committee at Manuals and Orders Unit, Administrative Services Bureau for the current status of their suggestion..75 AWARDS A suggestion receiving final approval from the Fire Chief is eligible for monetary award provided the suggestion causes an estimated net savings of $100 or more to the Department the first year the suggestion is put into effect. The estimated net savings will be determined by an Ad Hoc Committee appointed by the Fire Chief. The amount of award will be determined in accordance with the Suggestion Award Schedule as outlined below: SUGGESTION MONETARY AWARDS A. A monetary award of 25% of the estimated first year net savings, up to a maximum of $50,000.00, shall be given for any suggestion with an estimated net savings of $100.00 or more in the first year. There shall be no monetary award for suggestions with an estimated net savings of less than $100.00 in the first year. B. A "$100.00 monetary award" may be granted if the departmental suggestion committee and the Fire Chief find that implementation of a suggestion would result in a significant, although monetarily immeasurable, improvement in methods, services, safety or employee morale. The "$100.00 monetary award" shall be a sum of money which, after deducting applicable taxes, leaves a net cash remainder of $100.00 to be paid to the suggester. C. Estimated net savings in the first year is defined as the savings directly attributable to the suggestion during the first year that the suggestion is in effect, less the estimated first year costs, amortized, if appropriate, of placing the suggestion into effect. -88. FIRE CADET RIDE ALONG ON RESCUE AMBULANCE.01 REQUIREMENTS To ride along on rescue ambulance the following criteria must be met: 1. Satisfactorily complete a recognized EMT-1 course. 2. Complete an oral interview with the EMS District Captain in whose district the Cadet Post is located. Upon completion of the interview obtain the EMS District Captain’s recommendation in writing. This recommendation shall be on file at the Cadet’s Post. 3. Complete a minimum of 500 hours ride along as a Fire Cadet on a fire company. 4. Obtain signed ride along slip from Post Advisor. 5. Contact, in person, in uniform, the station commander that will be on duty the day requested for ride along, a minimum of 72 hours prior to ride. 4/1 GENERAL 9 6. Report to Fire Station on scheduled day one half hour prior to ride out time. 7. Present Station Commander with signed ride along slip and ride along packet (waiver, medical information, accident procedure) to be carried on apparatus. 8. Presence of Fire Cadet will be journalized in Station and Rescue Journal. 9. Return ride along slip, signed by Station Commander, to post advisor through Department mail. -90. VOTER REGISTRATION PROGRAM 01. GENERAL Los Angeles Fire Stations are designated as official voter registration sites to make voter registration mailing forms available and convenient to the citizens of Los Angeles. These forms will be distributed at a convenient place in quarters between 0800 and 2000 daily. Security of quarters shall be maintained. Citizens are not to remain in quarters if an alarm requires that the station be kept unoccupied. The "VOTERS REGISTER HERE" window placard shall be posted at every fire station. Station Commanders shall telephone the Registrar Recorder (562) 462-2748 regarding voter registration questions and requests for supplies. At the completion of periods 3, 6, 10 and 13, the Battalion Commander shall telephone the total of voter registration cards distributed in the preceding periods to their Division Management Analyst.
