ROMEOVILLE FIRE DEPARTMENT MANUAL 318 CATEGORY 300: ORGANIZATIONAL STRUCTURE POLICY NUMBER TITLE LIEUTENANTS/ACTING OFFICERS DUTIES & RESPONSIBILITIES EFFECTIVE 01/01/2004 AUTHORIZED Kent Adams, Fire Chief REVISED 04/10/2020 PURPOSE It shall be the policy of the Romeoville Fire Department to define minimum duties and responsibilities for the position of Lieutenant or Acting Officer. PROCEDURE It is expected that all Lieutenants and Acting Officers will perform the Principle Duties & Essential Functions detailed within this job description. POSITION SUMMARY Serves as Lieutenant/Acting Officer assigned to supervising the functions of an Engine, Ambulance, Truck, or Squad company as it relates to fire suppression, emergency medical care, rescue, fire prevention, fire investigation, public education, hazardous materials, training, and all other duties as assigned. DUTIES & RESPONSIBILITIES Responds to, and supervises activities of his/her company in fire suppression, delivery of emergency medical care, rescue operations, hazardous material incident mitigation, and in the delivery of automatic or mutual aid Ensures the safety of personnel assigned to their control at the scene of an emergency incident Responds to emergency medical incidents as required, provides support to the ambulances crew, controls the scene, and provides progress reports to the dispatch center Responds to patient and family needs in a sincere and professional manner during ambulance calls Applies the Incident Command System & Blue Card on all emergency incidents Page 1 of 6 ROMEOVILLE FIRE DEPARTMENT MANUAL Ensure compliance with the MABAS PASSPORT Accountability System Supervises and participates in the delivery of education programs to the public Coordinates, performs, and ensures paperwork is completed on all assigned Fire Inspections and building Preplans Participates in and delivers department monthly training. Ensures all assigned training is performed, proper documentation completed and forwarded appropriately Participates in the training of new personnel according to published department standards, and the completion of all associated paperwork Participates in and ensures all daily, weekly, monthly, quarterly, and annual vehicle, equipment, and station duties, checks, cleaning, tests, and preventative maintenance are completed and documented appropriately Ensures that cleanliness and order are maintained in the station Ensures all Daily Objectives assigned for the day are completed and documentation forwarded appropriately Ensures that all reports including NFIRS, EMS, Training, Company Log, Work Orders, and Accident reports are completed and forwarded appropriately before the end of their shift Performs Performance Appraisals on members of his/her company, counseling of employees, performs remedial training and recommends/takes disciplinary action as required Completes special projects or supervises a Division as assigned by the Assistant Chief of Operations Lieutenants may serve as Acting Shift Commander as required and approved Performs all other duties and projects as assigned ESSENTIAL FUNCTIONS Page 2 of 6 ROMEOVILLE FIRE DEPARTMENT MANUAL Ability to spend extensive time outside exposed to the elements Ability to tolerate extreme fluctuations in temperature while performing duties Ability to work in wet, icy, or muddy areas and to perform a variety of tasks on slippery, hazardous surfaces such as roof tops or while working on a ladder Ability to perform work in hazardous atmospheres and lead other members under dangerous or life threatening situations Ability to wear personal protective equipment that weighs fifty (50) pounds or more while performing various strenuous firefighting, rescue, or other emergency related tasks Ability to perform physically demanding work while wearing positive self-contained breathing apparatus (SCBA) Ability to make a rapid transition from rest to near maximal exertion without a warm up period Ability to operate in an environment of high noise, poor visibility, limited mobility, at heights, and in enclosed and confined spaces Ability to raise, climb, and work from aerial and ground ladders, without fear of heights that would inhibit the ability to perform work Ability to rescue, by carrying or dragging, an adult weighing one hundred fifty (150) pounds or more, from a burning structure or other dangerous situation Ability to operate all department hand and power tools safely, in both emergency and non-emergency situations Ability to advance and drag a hose line up to three (3) inches in diameter (charged or uncharged) limited distances both horizontally or vertically Ability to connect and disconnect hose couplings easily and quickly Ability to lift and carry a stretcher, with an adult weighing at left one hundred fifty (150) pounds, up and down flights of stairs, with a minimum of one-person assisting Page 3 of 6 ROMEOVILLE FIRE DEPARTMENT MANUAL Ability to read, comprehend, speak, and write English, and be able to demonstrate reading skills Ability to perform limited mechanical work involved in maintaining fire apparatus, equipment, and small tools Ability to drive and operate fire department apparatus, ambulances, and specialty units Ability to operate a computer and demonstrate comfort with technology Ability to understand and operate under the Incident Command System Ability to instruct, mentor, and lead others Ability to apply time management skills, plan, direct, and coordinate the work of subordinates Ability to supervise specific non-emergency management functions of the department such as hose testing, small tools, fire extinguishers, etc. Ability to disseminate sensitive information in a discreet manner, and ensure that all H.I.P.A.A. guidelines are adhered to KNOWLEDGE. SKILLS AND ABILITIES Officers and Acting Officers shall possess skills of the Company Officer as outlined in NFPA 1021 – Fire Officer Professional Qualifications NFPA 1001 – Firefighter Professional Qualifications, and in emergency medical services either at the EMT-P level Officers and Acting Officers shall possess an in depth knowledge of their response district, fire behavior, apparatus operation, department Standard Operating Guidelines, occupational hazards, fire alarm systems, fire codes, Edward Medical Services Systems Policies and Procedures, MABAS procedures, Village of Romeoville policies and procedures, and automatic and mutual aid agreements with surrounding departments Officers and Acting Officers must be able to work as a team member as well as independently under stressful emergency situations of uncertain duration Officers and Acting Officers provide guidance and leadership to his/her company, works with other companies to insure the goal of providing efficient and effective emergency services to the public Page 4 of 6 ROMEOVILLE FIRE DEPARTMENT MANUAL Officers and Acting Officers must be able to communicate effectively with the public, other emergency services agencies, and fire department staff personnel Officers and Acting Officers shall possess skills as outlined in NFPA 1001 – Firefighter Professional Qualifications, and be able to demonstrate these skills during Job Performance Requirement evaluations Officers and Acting Officers shall demonstrate physical endurance, agility, dexterity, and strength necessary to perform required duties Officers and Acting Officers shall be licensed as an EMT-P in the State of Illinois, and shall be certified to practice initially and annually by the Edward Emergency Medical Services System Officers and Acting Officers shall be able to effectively lead personnel while operating in dangerous or life threatening situations. They must be able to remain calm, communicate direction effectively, and elicit the confidence of his/her personnel in their ability Officers and Acting Officers shall be very knowledgeable with geography, street locations, and building hazards in the village Officers and Acting Officers shall exhibit excellent interpersonal skills using tact, patience, and courtesy at all times when dealing with the public or members of the department Officers and Acting Officers shall enforce and practice defensive driving skills at all times Officers and Acting Officers shall be able to reason and make appropriate judgment and adopt a quick, effective course of action under stressful situations Officers and Acting Officers shall be able to work calmly and systematically in stressful situations Officers and Acting Officers shall be capable of communicating effectively verbally, on the radio, and in writing Officers and Acting Officers shall be able to establish and maintain effective working relationships with others, and shall ensure his/her company is a cohesive unit Officers and Acting Officers must lead by example performing in a manner that protects the interests of the community, and maintains the integrity and reputation of the FD Page 5 of 6 ROMEOVILLE FIRE DEPARTMENT MANUAL EDUCATION AND EXPERIENCE Requirements for the position of Lieutenant and Acting Officer shall be agreed upon and listed within the Collective Bargaining Agreement. SUPERVISION RECEIVED OR GIVEN Supervises: Firefighter/Paramedics, Paramedics o Lieutenants, acting in the capacity of Battalion Chief, shall supervise other company officers on the shift as well. Receives supervision from Battalion Chiefs, Assistant Chiefs, the Fire Chief QUALIFICATIONS, LICENSES AND CERTIFICATIONS Completion of Acting Officer training, for all Acting Officers Requirements for the position of Lieutenant and Acting Officer shall be agreed upon and listed within the Collective Bargaining Agreement.
