JOB DESCRIPTION - FIRE LIEUTENANT Effective Date: 03/19/21 Replaces: 05/01/18 Purpose: The purpose of this policy is to act as a guideline for the job description of Fire Lieutenant. Policy: 1. POSITION QUALIFICATIONS: a. Minimum of seven years as a Village of Bolingbrook Firefighter, or b. Minimum of five years as a Village of Bolingbrook Firefighter with an Associate Degree in Fire Science, or c. Minimum of five years as a Village of Bolingbrook Firefighter with Fire Officer I/Company Fire Officer (or provisional) status. d. Successfully meet the testing requirements of the Village of Bolingbrook Fire and Police Board. 2. ESSENTIAL FUNCTIONS: a. All qualifications of JOB DESCRIPTION – FIREFIGHTER shall be met. b. Responsible for tasks and personnel safety. c. Accountable for all department record keeping assigned through Fire Department Administrative Regulations. d. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 69 STANDARD OPERATING PROCEDURES COVID-19 OUTBREAK AND EXPOSURE POLICY (FLUID DOCUMENT) Effective Date: 07/12/21 Replaces: 02/23/21 Purpose: The purpose of this policy is to act as a guideline for COVID-19 outbreak and exposures. Policy: 1. Employee testing positive for COVID-19: a. It is strongly encouraged the affected employee not come to work. i. The employee must consult with their personal doctor for deciding when to be released from isolation and able to return to work. b. Current CDC guidelines for releasing someone from isolation is on a case-by-case basis and includes meeting all of the following requirements: i. The patient is free from fever, without the use of fever reducing medications, for at least 72 hours. ii. The patient is no longer showing symptoms, including cough. iii. The patient has tested negative on at least two consecutive respiratory specimens collected at least 24 hours apart. iv. It has been at least seven days since the onset of the patient’s illness. 2. If a non-vaccinated employee is exposed to a positive COVID-19 patient: a. It is strongly encouraged that the employee stay home, self-quarantine, and consult with their doctor when it is safe to return to work. Policy: 1. Requirements: a. Driver’s License for the class of vehicle they will be operating. b. Drive non-emergency for eight hours including one hour of nighttime driving and one hour of highway driving. c. Complete the driving course. d. Review VEHICLE SAFETY PROCEDURES and EMERGENCY LIGHTS AND SIREN USE including FSVO training. e. Review trans-break and understand how it operates. f. Discuss weather hazards and the effects of driving. g. Review EMERGENCY OPERATIONS ON HIGHWAYS AND ROADWAYS. h. Six hours of annual drive time. 2. Engine driver/pump operator requirements: a. Meet all requirements. c. Minimum of 10 hours driving the Truck. d. Set up the Truck 15 times. i. Three must be at night. e. If a member is cleared on the Truck they are automatically cleared on Engines. 4. Annual requirements: a. Six hours of operation on each vehicle they are certified to operate. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 89 STANDARD OPERATING PROCEDURES Skills 1. Firefighter will have knowledge of the apparatus prior to operating it. a. How to perform a weekly and monthly check, tilt the cab, check fluids. b. Check all emergency lights, tire pressures, and wear of the apparatus. c. Know the location of equipment and tools on the apparatus, how to properly maintain and troubleshoot equipment, and properly use the equipment. d. Know all hose loads, how to properly deploy them, and pack them. e. Know how to properly turn on and operate all emergency and scene lights. f. Know how to place the apparatus into pump. g. Troubleshoot minor problems and find solutions. 2. Knowledge of hoses and pump/pumping pressures including passing a written test. a. Know the proper pressures, how to calculate the needed pressure while operating hose- lines and appliances including relay pumping, feeding the Truck, standpipe operations, and sprinkler system support according to RECOMMENDED PUMPING PRESSURES. b. Firefighters shall know the OSFM way to calculate required pump pressures. c. Firefighter shall know how the pump and engine operate on a mechanical level. Centrifugal pump pressure volume etc. d. Troubleshoot potential problems. e. Pass a 25 question test with questions based off BFD specific pressures, appliances and tactical approaches. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 90 STANDARD OPERATING PROCEDURES Hands-on Practical 1. The candidate must perform successful hydrant connections. a. 10 less than 25 feet. b. Four 25-50 feet. c. Two 50-100 feet. d. Four of greater than 100 feet with a second company assigned as water supply. e. Connections must be completed with a crew pulling a 1 ¾” pre-connected line flowing water. i. A positive water supply shall be achieved prior to draining the tank. ii. If a positive water supply is not achieved prior to the tank being drained the operator shall take appropriate action. 2. The firefighter must successfully troubleshoot and connect to a hydrant without a steamer port. a. This should be done without prior knowledge of an unavailable steamer port. 3. The firefighter shall demonstrate proficiency pumping each of the following lines using RECOMMENDED PUMPING PRESSURES. a. The pre-connected front bumper line with a fog nozzle. b. The 200 foot 1 ¾” cross lay with a fog and a smoothbore nozzle. c. The 200 foot 2 ½” cross lay with a smoothbore nozzle. d. Tie into a system using two 2 ½” lines at 150 psi. i. Explain why a system is charged to 150 psi. e. Conduct standpipe operations. i. Two 100 foot lengths of 2 ½” hose. ii. 150 foot hotel pack with a smoothbore nozzle or low pressure fog nozzle. 1. Deployed on the third floor of a building. f. Conduct skid load operations. i. With a smoothbore nozzle. ii. With a fog nozzle. iii. Use 250 feet of 2 ½” hose. iv. Break the skid load down and use the 2 ½” hose at the proper pressure. g. Conduct deck gun operations. i. Know the tip sizes and gallons per minute. ii. Flow all the tip sizes at the proper pressures. iii. Demonstrate a fast water attack on a dumpster. h. Conduct drafting operations. i. Perform at Brad Links. ii. Perform at Royce & Green. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 91 STANDARD OPERATING PROCEDURES iii. Utilize the primer to complete and maintain a positive water supply. iv. Go over operations of drafting including securing all inlets and outlets and properly pulling a draft while staying above 10 in/Hg. v. Relay pump to an Engine 200 feet away. i. Supply water to Truck 4 while flowing the master stream. i. Utilize 150 feet of 5” supply hose. j. Supply a handline with the proper flow using a foam inductor. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 92 STANDARD OPERATING PROCEDURES Final Practical 1. The firefighter shall spot the apparatus at a simulated house fire. 2. A firefighter shall deploy a 1 ¾” cross lay, stretch hose, and simulate a fire attack. 3. The operator shall establish a positive water supply prior to draining the tank. 4. After the positive water supply is established the firefighter will: a. Place a ladder to the roof. b. Start a saw for operation. 5. A second firefighter shall pull a skid load of 150 feet to protect an exposure. It shall be spun down to a 2 ½” line with a smoothbore nozzle and supplied at the correct pressure. 6. A third firefighter shall deploy the Blitz Fire at 200 feet using 2 ½” hose. 7. All of the lines will be flowing simultaneously so the firefighter can experience flowing this many gallons without dropping the pump pressure below 10 in/Hg. 8. The firefighter shall establish a water supply by drafting at the Brad Links location and flow the Blitz Fire from 150 feet away. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 93 STANDARD OPERATING PROCEDURES ASSIGNMENT AS ACTING COMPANY OFFICER Effective Date: 12/01/23 Replaces: 12/01/21 Purpose: The purpose of this policy is to act as a guideline for assignment as acting company officer. Policy: 1. Qualifications: a. Must challenge all components of the most recent promotional exam. i. New acting company officers must submit a letter of intent to challenge the next promotional exam. b. Meet the standards defined in the: i. Personnel Policy Manual. ii. Collective Bargaining Agreement. iii. SOP’s iv. AR’s 2. Priority of candidates: a. Personnel with a final score of 70% or greater on the promotional list will receive a majority of Acting Company Officer assignments. b. Personnel with a final score of less than 70% on the promotional list, or that have competed the upgrade program prior to the promotional exam, will have a minimum of four upgrades per year. 3. Removal from Acting Company Officer role: a. Explanation of deficiencies will be provided. b. An Employee Performance Improvement Plan will be implemented c. Remedial training will be made available. d. Documentation will be provided by the Shift Commander. e. The documentation will be submitted to the Fire Chief. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 107 STANDARD OPERATING PROCEDURES f. the Training Battalion Chief. i. Include the intent to challenge the next promotional test. 4. Qualifications: a. Meet the eligibility criteria in the promotions section of the collective bargaining agreement. b. District tours including target and special hazard buildings. iii. Response procedures including single company, multi-company, fire response, highway, mutual-aid, and auto-aid. iv. Duty injury and vehicle accident report procedures. v. MABAS Box alarm cards and procedures. vi. Simulated calls and decision-making. vii. Understanding of all ARs, SOPs, CBA, the Village Personal Policy Manual, and the Fire Department Manual. viii. Proper completion of building and vehicle maintenance work orders. ix. Meeting with EMS Director. x. Meeting with Fire Prevention Bureau. xi. Meeting with Training Chief. xii. Two hours of observation time with WESCOM. b. Training Program: i. Ten shifts minimum with their assigned Lieutenant. ii. Training should progress to the candidate performing all of the Station Commander duties while under the supervision of their assigned Lieutenant until competent. iii. The candidate will then complete a minimum of 48 hours without assistance under observation of their assigned Lieutenant. iv. The candidate will then rotate to each of the other fire stations. 1. The first shift for observation and learning from the Lieutenant. 2. The second shift acting as station officer with the Lieutenant observing. v. The candidate will complete the Work Experience form (Appendix A): a. Upon completion of the training with each Lieutenant. vi. Each Lieutenant will complete the Upgrade Evaluation form (Appendix B): a. Upon completion of training with the candidate. Policy: 1. Bolingbrook Village Limits: a. Open burning is prohibited unless a permit has been issued by the Fire Prevention Bureau. b. Exceptions: i. Outside fireplaces are permitted without a permit, provided all of the following conditions exist: 1. Only cut, split, seasoned fireplace quality firewood can be used. 2. The fire must be contained in a commercially built outdoor fireplace, or an appropriately constructed in place outdoor fireplace. a. Bare ground and 55–gallon barrels are not appropriate fireplaces. 3. The fire must not emit sparks, excessive smoke or flames, over one foot above the wood. 4. The size of the wood pile shall not exceed two feet in height and two feet in length. 5. The fire must be on the property of the person(s) building the fire. 6. A minimum of one adult, over the age of 21, must be present at all times the fire is burning, and water must be available to extinguish the fire. a. A garden hose or bucket of water is acceptable. 7. The fire must be at least 10 feet from any structure. 2. Will County: a. Open burning is prohibited unless an EPA permit is obtained. No permit is needed for controlled burns by farmers when they are burning agricultural waste on the property it originated from. b. No open burning of agricultural or domestic waste will be permitted within 1000 feet of residential areas within or adjacent to municipalities having a population in excess of 2,500 people. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 144 STANDARD OPERATING PROCEDURES 3. DuPage County: a. Open burning is prohibited unless an EPA permit is obtained. 4. Compliance: a. The following guidelines will be followed when dispatched to an open burning complaint: i. When open burning complaints are received, they will be referred to the Shift Commander. 1. If the Shift Commander has an engine company respond, they will respond without lights and siren and shall remain in service. ii. If the person or persons are in violation of any ordinance, they will be asked to extinguish the fire. iii. If the fire is out of control or presents a potentially dangerous situation, the Fire Department will extinguish the fire. iv. If the responsible party refuses to comply, the Bolingbrook Police Department, the Will County Environmental Enforcement Officer, and the Illinois EPA (708- 338-7900) can be requested to assist the fire department personnel. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 212 STANDARD OPERATING PROCEDURES EMERGENCY RADIO TERMINOLOGY AND PROCEDURES Effective Date: 05/16/19 Replaces: 07/11/09 Purpose: The purpose of this policy is to designate proper radio terminology to gain control of radio frequencies and procedures in the event of an on-scene emergency or other priority situation. Procedure: 1. Priority Traffic: a. This term is used by personnel operating on scene of an incident to gain control of the radio frequency to limit routine traffic. All radio traffic will cease until released by the person requesting priority traffic. Situations which may necessitate the use of this term are: i. Incidents with rapidly changing conditions. ii. Incidents requiring a great deal of radio traffic to determine the needs of the incident. 2. Emergency Traffic: a. The term Emergency Traffic is for the notification of imminent life threatening situations. Any unit will notify the Incident Commander when operating on an emergency scene, or Dispatch, at other times when a life-threatening situation is discovered. All radio traffic will cease until released by the person declaring the emergency traffic. This term can be used to report such life threatening situations of: i. Imminent roof collapse. ii. Imminent structure collapse. iii. Firefighters needing immediate police assistance. iv. Other life threatening situations. 3. Mayday: a. The term Mayday is a code to be used that indicates a firefighter is lost, missing, or trapped and requires immediate assistance. All radio traffic will cease until released by the Incident Commander. The Incident Commander will then follow OPERATIONAL RESPONSE TO A MAYDAY EMERGENCY. The circumstances include: i. A lost firefighter. ii. A missing firefighter. iii. A trapped firefighter. iv. A firefighter requiring immediate assistance. Procedure: 1. The emergency evacuation order will be given by the Incident Commander or Safety Officer. 2. The following procedures shall be completed: a. The Incident Commander shall activate the alert tone on all fire ground frequencies in use followed by the message saying: “emergency traffic - all personnel evacuate the building.” b. Apparatus Operators shall sound their air horns using a sequence of air horn blasts that do not exceed 10-seconds, followed by a 10-second period of silence, repeated three times. c. The Incident Commander shall perform a Personnel Accountability Report. d. In the event of unaccounted personnel, ACCOUNTABILITY OF EMERGENCY SCENE PERSONNEL, shall be followed. e. Upon successful completion of a PAR, the Incident Commander should notify Dispatch and those working at the incident. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 218 STANDARD OPERATING PROCEDURES FIRES INCIDENTS IN FOOD ESTABLISHMENTS Effective Date: 06/10/19 Replaces: 09/05 Purpose: The purpose of this procedure is to guide which notifications need to be made in the event of a fire or system suppression activation in a food establishment. Procedure: 1. Incident Command shall notify: a. Will County Health Department. b. Person in charge of the food establishment should be advised to discontinue dispensing food until approved by the Health Department. c. Always notify the Shift Inspector and email the Fire Prevention Bureau. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 223 STANDARD OPERATING PROCEDURES SELF-CONTAINED BREATHING APPARATUS Effective Date: 08/16/21 Replaces: 09/25/19 Purpose: The purpose of this procedure is to act as a guideline for self-contained breathing apparatus (SCBA). Procedure: 1. SCBA on and ready for use: a. Upon arrival to an incident where a hazardous atmosphere is or may be present. 2. Required use: a. When operating in an area where a hazardous atmosphere is or may be present. b. As required by incident command, the safety officer, or the company officer. 3. Removal: a. When the area has been deemed safe by atmospheric monitoring. b. After leaving the hazardous atmosphere. c. At the discretion of incident command, the safety officer, or the company officer. 4. Medical certification for SCBA use: a. Annually. b. Utilize spirometry standard and/or NFPA 1582. c. Personnel not medically certified are prohibited from: i. Using SCBA. ii. Entering a hazardous atmosphere. d. Records shall be maintained in each individual’s medical file. 5. Fit testing: a. Annually. b. New personnel prior to SCBA use. 6. Training: a. All personnel will be trained in proper use of SCBA: i. Prior to first use. ii. Annually. b. SCBA checks will be documented as daily training by the company officer in Target Solutions. 7. Daily and after use inspection: a. Turn the SCBA bottle on. b. Confirm regulator pre-alert and bell activates. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 235 STANDARD OPERATING PROCEDURES c. Confirm bottle and regulator gauges are within 450 PSI difference. d. Allow PASS device to activate and then shake to reset. e. Allow PASS to go into full alarm then reset. f. Shut the bottle down and bleed the remaining air through the regulator. g. Confirm the low air alarm activates at approximately 1,500 PSI. h. Check mask seal and ensure the heads-up display is working. i. Visually inspect all components of the SCBA and mask. j. Remove the SCBA from service if any of the above fails. 8. Annual inspection: a. Completed by a certified technician. 9. SCBA bottles shall be filled when they are below 4100 PSI. 10. Storage: a. SCBA shall be properly secured in brackets. b. Bottles shall be secured in brackets or holders. 11. SCBA masks shall be: a. Stored in the supplied bag when not in use. b. Clean and in a usable condition. c. Inspected at the start of each shift and after use. i. Check for damage, a proper working exhalation valve, and a tight seal. ii. Remove the mask from service if there are any failures of the above. 12. Hydrostatic testing of the cylinders: a. Per manufacturers recommendation. 13. Air quality testing: a. SCBA breathing air shall be a minimum of grade D. b. Air quality shall be tested quarterly. c. Compressors shall be maintained and serviced semi-annually by a factory certified technician. d. A current certification of breathing air quality shall be posted in the location of the compressor. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 236 STANDARD OPERATING PROCEDURES EMERGENCY LIGHTS AND SIREN USE Effective Date: 03/27/20 Replaces: N/A Purpose: The purpose of this procedure is to act as a guideline for the use of Emergency Lights and Siren. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 237 STANDARD OPERATING PROCEDURES VEHICLE SAFETY PROCEDURES Effective Date: 03/27/20 Replaces: 10/30/15 Purpose: The purpose of this procedure is to act as a guideline for the operation of Fire Department vehicles during routine and emergency responses. Procedure: 1. Qualifications for Driving: a. Shall possess a valid Class B non-CDL Driver’s License. i. May drive a vehicle for training with a permit. b. Shall have authorization from the Training Division. 2. Safe Driving Procedures: a. Vehicles shall be operated in compliance with the Illinois Motor Vehicle Code. b. It is the driver’s responsibility for the safe operation of the vehicle. c. It is the responsibility of the Officer for the safe action of the driver. d. Shall utilize a backup spotter that is in view of the operator at all times. i. Exceptions: 1. Staff Vehicles. 2. Ambulances backing into the hospital. e. Shall remain on paved or firm gravel surfaces. i. Exceptions: 1. Pick-Ups. 2. Imminent life threatening situations. 3. Seatbelts shall be worn by all occupants at all times: a. Patients shall be properly secured to the cot utilizing chest / shoulder, waist, and leg restraints. b. Children shall be restrained using an appropriate child seat. i. Exceptions: 1. When patient care dictates removal. 4. Securing a parked vehicle: a. Wheel chocks shall be utilized on vehicles without a park mode. b. Outside of Quarters. c. May delay or omit if it is unsafe. d. Sole responsibility of the driver. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 238 STANDARD OPERATING PROCEDURES TURN-OUT GEAR USE Effective Date: 08/19/19 Replaces: 10/15/15 Purpose: The purpose of this procedure is to act as a guideline for Turn-Out Gear Use. Procedure: 1. Don Turn-Out Gear prior to a response for: a. Fire Suppression (STRUCF response). b. Fire Alarms. c. Hazardous Materials incidents, when applicable. d. Vehicle Accidents: i. Hoods are not required. ii. Extrication gloves may be used. 2. Turn-Out Gear is not worn for: a. Water or Ice Rescue. b. In the station living quarters. 3. Exceptions: a. Personnel not in the station at the time of dispatch. b. Engineer’s discretion while driving or operating the pump. c. Additional ambulances responding to an established accident scene for patient care only. i. Turn-Out Gear will be donned at the discretion of Incident Command. d. Company Officer’s or Incident Command’s discretion. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 246 STANDARD OPERATING PROCEDURES HIGH VISIBILITY SAFETY VESTS Effective Date: 09/25/19 Replaces: 05/05/15 Purpose: The purpose of this procedure is to act as a guideline for High Visibility Safety Vests. Procedure: 1. High Visibility Safety Vests will be worn on roadway and traffic incidents. 2. High Visibility Safety Vests will not be worn during firefighting operations, or while wearing a SCBA. 3. High Visibility Safety Vests may be worn at the Company Officer’s discretion. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 248 STANDARD OPERATING PROCEDURES REMOVING FIRE PROTECTION SYSTEMS FROM SERVICE Effective Date: 01/24/20 Replaces: 07/03/17 Purpose: The purpose of this policy is to provide direction for Fire Department personnel when encountering situations which may require taking fire protection systems out-of-service. Procedure: 1. All attempts within reason shall be made to return the fire protection system to an in service state. a. Only shut down the affected system riser for the sprinkler system. Reset the fire alarm and the alarm will remain in a trouble status until repairs are made. The fire alarm will function normally in this condition. b. If the fire alarm activated but there is no obvious reason why it malfunctioned, try to reset the alarm, if it immediately goes back into fire it shall be left in fire status and considered out-of-service. c. If during a shift, fire companies have to respond a second time to the same fire alarm and it is determined that the same reason for false activation occurred, the alarm shall remain in fire status and considered out-of-service. 2. When it has been determined that the nature of the problem is beyond the scope of fire department personnel to mitigate, the system will remain out-of-service until repairs are completed by a certified technician. 3. When it has been determined that the system will be out-of-service the building’s owner, or designated representative, shall be contacted; along with all current occupants. Advise them what area or system of the building is affected and that occupants of the building will need to be verbally notified of any emergency. In the event that the fire alarm system is out-of-service, make sure that occupants understand the fire department will only respond for an emergency if someone notifies them by calling 911. If the alarm system is left in fire status, they should also be advised that if the alarm system reactivates they should evacuate and call 911. 4. The building’s owner or designated representative shall be advised to contact their fire protection company to make the necessary repairs to the system. This shall be completed as quickly as possible. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 290 STANDARD OPERATING PROCEDURES 5. Once it has been determined that the fire alarm is out-of-service, a fire alarm Out Of Service sticker will be adhered near the main entrance for the building. If the building’s owner or representative objects, then no sticker shall be placed. 6. An email shall be sent to the Fire Prevention Bureau containing the buildings address, alarm position number, and a detailed reason why the system was taken out of service. 7. If a fire protection system is rendered out of service and all attempts to reach the building’s owner or representative are unsuccessful, then a request shall be made with the On-Duty Police Supervisor to request that frequent patrols of the building are made until the proper notification can be made. 8. If any alarm position is causing disruption to the dispatch center, with either a constant fire or trouble signal, it can be trouble shunted, or taken out of service with the shift commander’s approval. All necessary notifications shall be made. 9. It will be the responsibility of the Fire Prevention Bureau to follow-up on all out of service and problem alarms. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 291 STANDARD OPERATING PROCEDURES FOLLOW TACTICAL PRIORITIES AND FUNCTIONS OF COMMAND Effective Date: 03/27/20 Replaces: 10/30/15 Purpose: The purpose of this procedure is to establish Tactical Priorities and Functions of Command. Procedure: 1. The Incident Commander had the responsibility for the completion of four incident objectives known as 4-TACTICAL PRIORITIES, which are: a. Life Safety- remove endangered occupants and treat the injured. b. Stabilize the incident and provide for life safety. c. Conserve property. d. Provide for the safety, accountability, and welfare of personnel. This priority is ongoing throughout the incident. 2. The Incident Commander is responsible for building a command structure that meets the needs of the incident using resources available to complete the incident. These priorities will be completed using these functions of command. 3. The Seven Functions of Command are: a. Assume, announce command, and establish a command post. b. Continually evaluate the situation. c. Initiate, maintain, and control the communication process. d. Identify the overall strategy, develop a tactical plan, and assign companies and personnel consistent with plans and procedures. e. Develop an effective incident command structure. f. Provide the appropriate level of command within the framework of standard operating procedures. g. Coordinate the transfer and termination of command as needed. 4. Command is responsible for all of these functions. As command is transferred, so are the functions. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 305 STANDARD OPERATING PROCEDURES COMMAND MODES Effective Date: 03/27/20 Replaces: 10/30/15 Purpose: The purpose of this procedure is to establish a Command Mode. Procedure: 1. The Incident Commander shall select one of the following modes: a. Investigation Mode: i. Incident that requires investigation. ii. Initial Company investigates. iii. Additional units stage. b. Fast Attack Mode: i. Incident the requires immediate action. ii. Incident Command is directly involved in the fast attack. iii. Shall not last more than a few moments. iv. Ends with one of the following: 1. Incident stabilization. 2. The situation is not stabilized and results in withdrawal. 3. Command is transferred. c. Command Mode: i. Large, complex, or dangerous incident that requires an immediate central command. ii. A tactical worksheet shall be initiated. iii. When the initial Company Officer utilizes Command Mode, the remaining members should do one of the following: 1. Initiate emergency action with one member as an Acting Officer. 2. Work under another Company Officer. 3. Stay with Incident Command to perform a staff function. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 306 STANDARD OPERATING PROCEDURES TRANSFER OF COMMAND Effective Date: 03/27/20 Replaces: 11/18/15 Purpose: The purpose of this procedure is to establish a system for the transfer of Command. Procedure: 1. To use a standard system of transferring Command to another Officer, the first arriving Fire Department member will automatically assume Command. This will normally be a Company Officer, but could be any Fire Department member. Command is transferred only to improve the quality of the Command organization. 2. In certain situations it may be advantageous for the first arriving Incident Commander (i.e. Company Officer) to transfer command to the next company arriving on the scene. This is indicated when the initial commitment of the first arriving company requires a full crew (i.e. high-rise or an immediate rescue situation) and another company or Command Officer is on the scene. 3. Command cannot be transferred to an Officer who is not on the scene. It may be preferable to have the initial arriving Company and their Officer operate in the Fast Attack Mode, until Command can be transferred to an on-scene unit. 4. If a later arriving Company or Command Officer cannot raise Command after several radio attempts, they will assume and announce Command and initiate actions that are necessary to confirm the safety of the missing crew. 5. The next arriving Company Officer or successive Command Officer(s) may assume Command after the transfer of Command procedures have been completed (assuming a higher ranking Officer is not in Command). 6. Other arriving Command Officers should report to the Command Post and be assigned as needed to support the process. 7. Command is not automatically assumed by a higher-ranking Officer, because they arrive on the scene. The transfer procedure must be used. The person being relieved of Command will be utilized to the best advantage by the Officer assuming Command. 8. In cases where an individual is effectively commanding an incident, is completely aware of the position and function of operating companies, and progressing toward the Four Tactical Priorities, it may be desirable for that person to continue in Command. In these cases, the arriving ranking Officer may assume a supportive role in the overall Command process. 9. When Command is transferred: BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 307 STANDARD OPERATING PROCEDURES a. The Officer assuming Command will communicate with the person being relieved by radio, or preferably, face-to-face. 2. The person being relieved will brief the Officer, assuming Command, indicating at least the following: a. What you've got: Incident conditions (fire location and extent Haz-Mat spill or release, number of patients, etc.). b. What you've accomplished: 1) Incident management plan. 2) Completion of the tactical priorities. 3) Safety considerations. 4) Deployment and assignments of operating companies and personnel. c. What you need: Appraisals of need for additional resources. d. Confirm transfer: By stating "I've got it", and announce on radio (i.e. B/C #2 – assuming (street name-Command). 3. The person being relieved of Command should review the Tactical Worksheet with the individual assuming Command. The sheet provides the most effective framework for Command transfer. It outlines the location and status of personnel and resources in a standard form that should be well known to all members. J. Command should be transferred to improve the Command organization, not simply because a higher- ranking Officer has arrived. K. Transfer of Command Procedure: 1. Officer assuming Command communications with the initial Incident Commander. 2. The initial Incident Commander information includes: a. Incident conditions. b. Tactical worksheet and Incident Action Plan. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 308 STANDARD OPERATING PROCEDURES ACCOUNTABILITY OF EMERGENCY SCENE PERSONNEL Effective Date: 03/27/20 Replaces: 11/18/15 Purpose: The purpose of this procedure is a guideline for the accountability of emergency scene personnel. Procedure: 1. Accountability: a. All personnel are responsible for accountability. b. The Incident Commander should utilize a roster report and BFD Incident Command Worksheet. i. When there is a change in strategy. ii. After a MAYDAY. iii. When departing an assignment, Division or Group. BOLINGBROOK FIRE DEPARTMENT ADMINISTRATIVE REGULATIONS AND 309 STANDARD OPERATING PROCEDURES INCIDENT REHABILITATION Effective Date: 03/27/20 Replaces: 11/17/15 Purpose: The purpose of this procedure is with a guideline for Incident Rehabilitation. Procedure: 1. Based on the size and nature of the incident, the Incident Commander should consider rehabilitation of personnel operating at the scene. 2. Rehabilitation Guidelines: a. The Incident Commander will be responsible for establishing Rehab. b. Rehab should be staffed by an ALS ambulance and a Rehab Officer, to be assigned by Command. c. The Incident Commander may determine when crews are to be rotated through rehab. i. Commonly occurs at intervals of 45-minutes to 1-hour. ii. When SCBA is being used, the two-bottle rule shall apply. iii. Extreme weather conditions may increase/decrease the intervals. d. Vitals: i. Will be checked and recorded as conditions warrant. ii. After a 15-minute rest and a satisfactory evaluation, the crews may be released. e. Removal from active duty and initiation of treatment: i. Chest Pain / Shortness of Breath. ii. Abnormal Vital Signs. iii. Any other emergent conditions. f. Documentation: i. Shall record names and pertinent data on the Medical Rehab Check Sheet. ii. This document shall become part of the permanent record of the incident. g. Vital Sign Guidelines: i. See Rehab Worksheet.
