Security Plan: Companies that offer for transportation in commerce or transport in commerce one or more of the materials listed under 49 CFR 172.800(b) must develop and adhere to a security plan for hazardous materials. A security plan must include an assessment of possible transportation security risks for shipments of the HM and appropriate measures to address those assessed risks. At a minimum, a security plan must include: personnel security; unauthorized access; and en route security. In addition, a security plan must include: 1. Identification by job title of the senior management official responsible for overall development and implementation of the security plan, 2. Security duties for each position or department that is responsi- ble for implementing the plan or a portion of the plan and the process of notifying employees when specific elements of the security plan must be implemented, and 3. iA plan for training hazmat employees in accordance with §172.704 on security awareness and in-depth security training. Training: Every HM employee must recerve HM training before they can work with HM. The training must include: 1. General awareness/familiarization — Provides familiarity with the regulations and enables the employee to easily recognize and identify hazardous materials. 2. Function-specific — Provides specific information on the regulations and special permits/exemptions that are applicable to the functions performed by the employee. 3. Safety — Provides information on hazmat emergency response information; measures to protect the employee from hazards to which they may be exposed; including measures umplemented to 85
