CBP electronically collect cargo, driver, and equipment information prior to the arrival of the cargo in the U.S. or tts departure from the U.S. by any mode of commercial transportation including trucks. Trucks are required to transmit manifest information one hour prior to arrival at the port of entry, or 30 minutes if the carrier is a member of the Customs Trade Partnership Against Terrorism (C-TPAT) program. The Maritime Transportation Security Act of 2002 also calls for DHS to issue a worker identification card that uses biological metrics (“biometrics,” for short), such as fingerprints, to control access to secure areas of ports or ships. TSA began issuing Transportation Worker Identification Credentials (T WIC) in 2008. Millions of TW1Cs have been issued to port employees, longshore- men, mariners, truckers, and others who require unescorted access to secure areas of ports and vessels. TWIC applicants must undergo a comprehensive, security threat assessment (STA), consisting of a fingerprint-based background check against criminal history records, terrorist watch lists, immigration databases, and outstanding wants and warrants. In mid-2012, TSA determined that the STAs for the Hazardous Materials Endorsement (HME) and TWIC are comparable. There- fore, applicants who apply for a TWIC do not have to pay the full price ($22.75 reduction) for the TWIC STA if they submit their successful clearance results from their most recent HME STA. ‘This discount also now applies to TWIC holders who apply for an HME. In July of 2020, TSA announced that active TWIC and HME holders who are U.S. citizens, U.S. nationals, or lawful permanent residents are able to use their credentials to obtain a TS.A PreCheck at no additional cost. In August 2016, the Coast Guard issued a rule requiring an estimated 525 facilities to adopt electronic TWIC readers. Facilities may opt to use readers on the TSA's Qualified Technology List or integrate TWIC inspection and biometric matching into new or existing security and access systems.
