Drivers possessing a valid HME, TWIC, FAST card, or SIDA security credential are in compliance with the air cargo security threat assessment. ATA continues to work with TSA to lessen the burden certain requirements of the rule have placed on LAC motor carrier agents. On October 5, 2018, the FAA Reauthorization Act of 2018, which included the first-ever TSA Modernization Act, was signed into law. The bill authorizes TSA to continue to enhance its security efforts and modernize to be capable of dealing with ever-evolving threats to the transportation system. It established the TSA Surface Transportation security Advisory Committee to consult with, report to and make recommendations to the administrator on surface transportation security matters, extended the term of office of the TSA Administra- tor to 5 years and refocused TS Ass initiatives to include growing cyber security threats. The Chemical Facility Anti-Terrorism Standards Authorization Act regulates security at facilities where dangerous chemicals are stored. By showing TSA that DOT's rules regulate trucking security, ATA staff secured language that keeps trucking terminals outside the program. ATA also secured language that allows chemical facilities that are covered to accept driver identification through any federally- administered background vetting program including CDLs with a hazardous materials endorsement, [WIC cards, and FAST cards, among others. ro
