**PURPOSE** To establish guidelines for the organization and function of the Bernalillo County Fire and Rescue (BCFR). **POLICY** Bernalillo County Code 34-34 provides that the Fire Chief is responsible for the administration of the Department. It is the policy of the Department to establish the organization and function in such a way that equitable service is delivered to the community. **PROCEDURE** I. **ADMINISTRATION** A. Bernalillo County Fire and Rescue operates as a paid, professional fire department under the umbrella of the Public Safety Division of Bernalillo County. II. **ORGANIZATION** B. The organizational structure of BCFR is as follows: 1. Department 2. Executive Staff 3. Division 4. Battalion 5. District 6. Unit Staff C. Department 7. The Fire Chief is responsible for the Board of County Commissioners through the County Manager and the Deputy County Manager of Public Safety. D. Executive Staff 8. The executive staff consists of the Fire Chief, Deputy Chief of Administration, and the Deputy Chief of Operations. E. Divisions 9. Each of the following divisions are led by a Division Chief. a. Fire Prevention b. Logistics c. EMS d. Training e. Support Services 10. Divisions report to Deputy Chiefs as follows: f. Administration 1. Logistics 2. Fire Prevention 3. Support Services g. Operation 4. EMS 5. Training 6. Field Operations F. Battalion 11. A Battalion is a geographic area of service delivery that consists of all operating within the geographical regions of the county to include the North Valley, South Valley, and East Mountains. h. Battalion 6 (North Valley) consists of fire districts 30, 31, 35, 36, and 39. i. Battalion 7 (East Mountains) consists of fire districts 40, 41, 43, and 46. j. Battalion 8 (South Valley) consists of fire districts 32, 33, 34, 66, and 38. 12. Battalions are responsible to the Deputy Chief and act as a District Chief as referenced in 10.2.5.10 NMAC § M. G. Districts 13. The operating districts of BCFR, as created by the Bernalillo County Commission in Chapter 34 of the Bernalillo Code are the legally established jurisdictional coverage zones of the Department. 14. Supervision of the personnel assigned to the fire district is the responsibility of the company officer assigned to that district on any given day. H. Units 15. A unit is a County-owned vehicle assigned to a division or district covered by BCFR. 16. Administration and supervision for a unit shall be by a company or higher level officer assigned to the district or division for which the unit is assigned. I. Staff 17. BCFR employs full-time administrative, support and field service-delivery members for: k. Administration l. Supervision m. Field service-delivery n. Functional support services 18. A chain of command shall be established to allow for the smooth and effective operation of the Department. 19. The attached organizational chart depicts the organizational structure and functions of BCFR. 20. The department shall assign responsibility for each function. Functional responsibility shall be accompanied by commensurate authority at every level. 21. Authority for decision making and action shall be assigned to the lowest level possible. All personnel are held fully accountable for the use of delegated authority, as well as the failure to utilize it appropriately.
