Bernalillo County Fire and Rescue (BCFR)

• BCFR operates as a paid, professional fire department under the Public Safety Division of Bernalillo County.
• The Fire Chief is responsible to the Board of County Commissioners through the County Manager and the Deputy County Manager of Public Safety.
• The executive staff consists of the Fire Chief, Deputy Chief of Administration, and the Deputy Chief of Operations.
• Each of the following divisions are led by a Division Chief: Fire Prevention, Logistics, EMS, Training, and Support Services.

Organizational Structure

• The department is organized into: Department, Executive Staff, Divisions, Battalions, Districts, and Unit Staff.
• Divisions report to Deputy Chiefs: Administration (Logistics, Fire Prevention, Support Services) and Operations (EMS, Training, Field Operations).
• Battalions are responsible to the Deputy Chief and act as a District Chief.
• Battalions are geographic areas of service delivery: North Valley, South Valley, and East Mountains.
• Battalions are comprised of fire districts:
  • Battalion 6 (North Valley) consists of fire districts 30, 31, 35, 36, and 39.
  • Battalion 7 (East Mountains) consists of fire districts 40, 41, 43, and 46.
  • Battalion 8 (South Valley) consists of fire districts 32, 33, 34, 66, and 38.
• The operating districts of BCFR are the legally established jurisdictional coverage zones of the Department.
• Supervision of personnel assigned to the fire district is the responsibility of the company officer assigned to that district.
• A unit is a County-owned vehicle assigned to a division or district covered by BCFR.
• Administration and supervision for a unit shall be by a company or higher level officer assigned to the district or division for which the unit is assigned.

Staff

• BCFR employs full-time administrative, support, and field service-delivery members for: Administration, Supervision, Field service-delivery, and Functional support services.
• A chain of command is established for smooth and effective operation of the Department.
• The organizational chart depicts the organizational structure and functions of BCFR.
• The department assigns responsibility for each function.
• Functional responsibility is accompanied by commensurate authority at every level.
• Authority for decision making and action is assigned to the lowest level possible.
• All personnel are held accountable for the use of delegated authority and the failure to utilize it appropriately.
